1 Mission Associate (6) The main responsibility of the Management Associates (MAs) at the VSTF HQ will include: The Mission Associates will assist Mission Manager to undertake various project interventions; Support Mission Managers to prepare annual convergence plan and initiate actions with the support of other line departments for support; Identify critical issues in project implementation and submit them to the Mission Managers and the VSTF management for remedial actions to address the constraints at appropriate level; Undertake extensive field visit and ensure project expenditures are incurred in accordance with the provisions in the Village Development Plans and Annual Work Plan and Budget; Ensure that the project financial and physical progress reports are submitted in compliance with the VSTF documentation and requirements and the government including the RIMS (Result and Impact management system) and other indicators; Keep up to date information about the project, its progress both physical and financial and provide required feedback to Mission Managers; Ensure the establishment and operations of the overall programme monitoring and evaluation systems including the RIMS survey and in compliance with the overall requirements of the GoM; Ensure that the M&E of the participating institutions is adequate to provide the required information for timely preparation and submission of periodical progress reports; Carry out the M&E functions including direction of baseline surveys and impact assessment studies in the project area GPs; Work in close coordination with the participating NGO and private sector agencies and obtain and secure required data and information on a regular basis; Undertake field visit, along with the NGO staff, where necessary and make on the spot assessment and validation of the progress reports submitted by the NGO; Prepare progress reports, containing, inter alia, an analysis of successes, problems, constraints and design issues that would help annual reviewers by supervision missions and a mid-term review by VSTF, GoM and other stakeholders. Any other tasks assigned by the VSTF Mission Managers.

2 District Business Development and Marketing Manager (19) Key transformation target of VSTF in doubling income of Rural households Government of Maharashtra has started a campaign namely the Atal Mahapanan Vikas Abhiyan, to strengthen the Cooperative marketing system. Through the capacity building and motivation, more than 1000 PACSs have started new businesses so far. This campaign has gained tremendous momentum in last 6 months and thus VSTF is setting up a program management team to promote and incubate enterprises through PACS, SHGs and FPOs The main responsibility of the District Business Development and Marketing Manager at the various districts will include: Strengthen Producer agriculture cooperative societies (PACSs), Self Help Groups (SHGs), Farmer producer organizations (FPOs) in the district Prepare/ Assist business development plans for rural enterprises Coordination with cooperatives and other stakeholders for promoting new businesses. Forward and backward linkages for rural enterprises (Agro/ diary/ sericulture etc) Coordinate with Chief Minister s Rural development fellows placed in Gram panchayats in respective district for forward and backward linkages Motivate rural communities to start micro-enterprises Branding and marketing of products manufactured at Gram panchayat level Identify products with good market potential and suggest innovative solutions Enabling tie-ups with dealers/corporates/retail chain Enabling financial tie-ups of enterprises with formal funding agencies Work closely with Cooperative department s district level team to leverage their strengths for efficient delivery of outcomes Keep up to date information about various projects, its progress and provide required feedback to Mission Managers & Regional Business Development and Marketing Manager Work in close coordination with the participating NGOs and private sector agencies and obtain and secure required data and information on a regular basis Any other tasks assigned by the VSTF Mission Managers or Regional Business Development and Marketing Manager.

This campaign has gained tremendous momentum in last 6 months and thus VSTF is setting up a program management team to promote and incubate enterprises through PACS, SHGs and FPOs The main responsibility of the Regional Business Development and Marketing Manager at regional districts will include: Monitoring of Business Development Plans Promoting new businesses within the region Analyzing the data and incorporate it in the MIS system Best practices documentation, coordination with corporates and cooperatives within the region Manage district level business development and marketing manager Monitor periodic progress of district & gram panchayat level projects and workforce Assist & guide district level business development and marketing manager in creating business development plans for rural enterprises Ensuring sustainability of business development and marketing plans Coordination with cooperatives and other stakeholders at regional level for promoting new businesses Assist VSTF capacity building manager to organize capacity building and training workshops Identify products with good market potential and suggest innovative solutions Enabling tie-ups with dealers/corporates/retail chain at a regional level Enabling financial tie-ups of enterprises with formal funding agencies Work closely with Cooperative department s regional level team to leverage their strengths for efficient delivery of outcomes Keep up to date information about various projects, its progress and provide required feedback to Mission Managers & other state level managers Any other tasks assigned by the VSTF Mission Manager or any other state managers.

4 State Business Development and Marketing Manager (1) Key transformation target of VSTF in doubling income of rural households Government of Maharashtra has started a campaign namely the Atal Mahapanan Vikas Abhiyan, to strengthen the Cooperative marketing system. This campaign has gained tremendous momentum in last 6 months and thus VSTF is setting up a program management team to promote and incubate enterprises through PACS, SHGs and FPOs The main responsibility of the State Business Development and Marketing Manager at regional districts will include: Responsible for state level marketing strategy Monitoring of regional and district level business development and marketing managers Partnership building and state level business development of premium brands developed under the initiative Monitor periodic progress of regional, district & gram panchayat level projects and workforce Coordination with cooperatives and other stakeholders at a state level for promoting new businesses Relationship building with lending agencies and retail chains Work closely with Cooperative department s state level team to leverage their strengths for efficient delivery of outcomes Keep up to date information about various projects, its progress and provide required feedback to Mission Managers & other state level managers Any other tasks assigned by the Secretary- Marketing Maharashtra government, MD- Maharashtra Cooperative Development Corporation and VSTF CEO

5 Monitoring & Evaluation Manager (2) The monitoring and evaluation of the project will be the responsibilities of the district executive/field level individuals. The monitoring and evaluation manager will be responsible for monitoring, evaluation and impact assessment activities in the project. He/she will work in collaboration with district VSTF team and other team members in the VSTF Head office. The functions and responsibilities of monitoring and evaluation officer will include: Ensure the establishment and operations of the overall programme monitoring and evaluation systems including the (Result and Impact) RIMS survey and in compliance with the overall requirements of the GoM, and partners in Programme year 1; Ensure that the M&E of the participating institutions is adequate to provide the required information for timely preparation and submission of periodical progress reports; Undertake extensive field visits and ensure systemic check and balances on implementation of the program Prepare periodical reports required by VSTF, co-financers and GoM; Carry out the M&E functions including direction of baseline surveys and impact assessment studies in the programme area blocks; Work in close coordination with district executives /field officers and Rural Development Fellows; Prepare progress reports, containing, inter alia, an analysis of successes, problems, constraints and design issues that would help annual reviewers by supervision missions and a mid-term review by VSTF, GoM and other stakeholders; and Any other duties as may be assigned by the Chief Executive Officer.

6 Financial Controller (1) The Financial Controller would be responsible for all accounting and financial matters of the Foundation. The Financial Controller will report to and work closely with the Chief Executive Officer/Chief Financial Officer. In addition, he or she will partner with the senior leadership and the board of directors to develop and implement strategies across the organization. The Financial Controller will oversee all compliance and recognition for government, private and social sector grants as well as individual contributions. He or she must be able to adapt to a continually evolving environment and thrive in an autonomous workplace while managing the financial matters of the organization. Specific responsibilities include: Finance Oversee cash flow planning and ensure availability of funds as needed. Oversee cash, investment, and asset management. Oversee financing strategies and activities, as well as banking relationships. Develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization s operations and business plans. Planning, Policy, and Investor Relations Coordinate the development and monitoring of budgets. Develop financial business plans and forecasts. Participate in the development of the organization s corporate policies and standard operating procedures as a member of the senior management team. To develop short-, medium-, and long-term financial plans and projections and present them in front of the Board of Directors. Represent the company to financial partners, including financial institutions, investors, foundation executives, auditors, public officials, etc. Remain up to date on audit best practices and applicable law regarding not for profit operations. Accounting and Administration Oversee the accounting framework to ensure proper maintenance of all accounting systems and function; supervise the finance team of the Foundation. Ensure maintenance of appropriate internal controls and financial procedures. Ensure timeliness, accuracy, and usefulness of financial and management reporting for donors, foundations, and the board of directors; oversee the preparation and communication of monthly and annual financial statements. Coordinate audits and proper filing of tax returns. Ensure legal and regulatory compliance regarding all financial functions.

7 KM & Documentation associate (1) The main responsibility of the Knowledge Management and Documentation Associate (KM&D A) at the VSTF HQ will include: Facilitate interchange of information between districts, participating agencies and also the other ongoing projects in Maharashtra; Promote the exploration of improved development strategies for the project area districts based on the information and data available from other sources and the website and disseminate them between Rural Development Fellows, District team, stakeholders and NGOs; Study the best practices adopted and used in the project design that were testchecked and proved and disseminate them to other districts for effective impact; Coordinate training manual preparation including training modules, courses and curricula development, training materials development, and ensure that the best practices are inbuilt in these activities and also evaluate the TOTs performance and compile well-impacted courses for better use in other projects and areas; Coordinate the periodical review of the annual training plan implementation and follow-up in collaboration with RDFs, District teams and NGOs and document best methods and approaches for effective information dissemination; Network with other knowledge management agencies including the Solution Exchange with regard to innovative ideas and practices that are best suited to the project and pass on these data and information to all partner RDFs and NGOs for implementation; Prepare periodical and annual reports on the progress and implementation status of project activities for the entire project; Document the interventions and their impact on project beneficiaries and poverty alleviation and share the experiences with the various stakeholders; and Develop and maintain knowledge sharing platform and share knowledge effectively through VSTF website.

8 Data Driven Governance Manager (1) Summary of key functions: Facilitate data capture, management, and analysis Produce data visualizations via interactive dashboards Develop and strengthen machine learning / artificial intelligence capabilities Provide training and technical support on data management practices Program management & scoping Apply project assessment expertise to help the VSTF assess its needs and scope out the detailed requirements for identified projects. Define the various deliverables and possible deadlines as per the scope document, Contract negotiations including commercials and scope with technical partners Set expectations in terms of projected results and impacts short and long term Establish pre-requirements in terms of competencies of resources required, number of resources required, budget, etc. Creating and tracking schedule and project timeline and ensuring the deliverables as per the timelines Tracking of project deliverables and regular updates to mission managers about the progress Support and direct technical team about the requirements, Lead quality assurance, Evaluate and assess result of project Facilitating and institutionalizing the reporting structure for internal and external stakeholders as per the identified projects. Data capture, management, and analysis: Support the design, development and management of databases, spreadsheets and other data tools that comprise the VSTF and its operations; Provide data and information management support for existing VSTF platforms, including data update and verification of quantitative and qualitative data; Facilitate the integration of datasets into existing databases, including the data cleaning, structuring and transformation as well as data modeling and database development; Facilitate the integration of various types of data including both open-source and internal quantitative and qualitative data as well as cartographic informational resources such as satellite imagery and analysis; Identify and integrate additional primary and secondary data sources into VSTF databases as required by evolving needs to support data analysis; Develop and adapt tools for data capture via end users, including the creation and customization of data ingestion forms and database integration; Propose structural revisions of the VSTF prototypes so that it can better accommodate information capture, processing, analysis, visualization and dissemination, including VSTF data entry, data and data storing systems; Support VSTF team training and accompaniment on data and information management practices and processes; Contribute new ideas for improving the VSTF design and the data engine, quality, and timeliness of current data related issues. Data visualization and dashboard development: Develop interactive and user-friendly dashboards that support district-specific or issue-based risk tracking and analysis based on available data by designing and developing visual interfaces based on sound data visualization principles, humancomputer interaction modeling, and usability testing;

9 Strengthen and further develop the cartographic / geographic information systems (GIS) capabilities of the VSTF platform; Support the development of training and instructional materials on using and applying VSTF tools; Produce and update information products such as maps, charts, and infographics by apply online VSTF tools for the development of offline data visualization products, including the automation of such processes were feasible; Keep up with new trends in dashboards and data visualization technologies that can help meet the needs of business intelligence users. Training and Technical Support: Provide substantive input on information management toward the development of guidance and training materials; Provide support in the conduct of data analysis trainings from an data science and data management perspective; Provide maintenance and end user technical support in issues relating to the VSTF information management use, including trouble-shooting for data entry and access to the existing database; Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards. Performs other related duties as may be assigned by the CEO.

10 Communication Associate (1) The Communication Associate will work with the VSTF Management team, counterparts, local administration and project beneficiaries to satisfy the organization s communications requirements. The Associate will provide technical support for the implementation of the project s communication strategy and work plan. This will include inputs to the project for achieving its targets in public awareness, promotion and advocacy, training and information dissemination in respect of strengthening community and VSTF objectives. Under the overall supervision of the Mission Manager and close coordination with the other VSTF staff, the Communication Associate will be responsible for the following tasks: Inception, Review of the organization s communication strategy and work plan The Communication Associate shall review relevant documentation as provided by the organization (particularly the project communication strategy and work plan) at the start of the assignment and all previously implemented and planned communication activities by the VSTF. Media Relations Develop, maintain and update media relations contact list/databases Collaborate with mass media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate. Establish, document, review and refine process of communicating with media contacts, including press conferences and events, issuing of media materials and press releases etc. Networking and Partnership Foster partnership with media outlets and create networks of partners to promote VSTF project communication strategies Ensure or enhance the quality, consistency and appropriateness of specific project communication materials and messages transmitted to the press and the public and shared with counterparts and partners. Events, Publications and IEC materials Liaison and collaborate with VSTF team and media representatives in promoting project activities, disseminating relevant information and ensure media participation and coverage of project events and publication of news item and information. Lead the development of media products and the use of media channels to promote project achievements and goals and prepare regular updates on project activities for internal and external distribution in print and as electronic media. Identify, develop, distribute and evaluate variety of media materials in multiple, appropriate formats (press releases, feature stories etc). Collect information and develop publication and advocacy materials (factsheets, presentations, briefs, brochures, etc.) for dissemination on VSTF thematic indicators addressing the needs of different audiences. Manage and provide accurate and effective translation of publication materials in both English to Marathi. - Project activities and lessons learned are well documented and promoted.

11 Training associate (2) The main responsibility of the Training Associate (TA) at the VSTF HQ will include: Coordinate training program for Rural Development Fellows i.e. induction training, refresher training, thematic training, and so on; Develop training needs assessment methodology and undertake prior all training program; Identify training institutions, training providers or resource persons including NGOs and ensure that these resources and services are effectively used; Develop criteria for selection of participants for study visits and exposure visits courses; Coordinate the training activities for the SHGs and JLG and CMRCs and conduct special reviews with regard to their quality and output result and make changes or modifications in consultation with the respective RDFs and NGOs; etc. Coordinate KAPs study to assess utility of training programs; HR Executive (1) The main responsibility of the HR Executive at the VSTF HQ will include: Assist with day to day operations of the HR functions and operation and admin duties and tracks office supply inventory Compile and update employee records (hard and soft copies) Process documentation and prepare reports relating to personnel activities (staffing, recruitment, training, grievances, performance evaluations etc) Participate in recruitment knowledge sharing and best practices Providing support on Fellowship Trainings, attendance tracking, leave tracking Assistance on any other administrative tasks, as needed Organizing and scheduling appointments for VSTF Management team Maintain contact lists of all corporates partners and provide regular updates to them Assist in all vendor co-ordinations Assist office staff in maintaining files and databases. Prepares reports, presentations, and correspondence as required Finance executive (1) The Finance executive (FE) will be responsible for all financial transactions and work with close coordination with the project management team and Accountants and Finance team at VSTF HQ. He/she will report to the Financial Controller. His/her functions and responsibilities will essentially include: Assist to FC and facilitating timely disbursal of VSTF funds and compiling SOEs for the Gramkosh and submitting them to the VSTF office. Ensure that the expenditures are in accordance with VSTF policies and Government of Maharashtra; Maintain and compile Gramkosh Accounts/SOEs at GP level and provide regular progress reports; Coordinate with the NGO Accountants and ensure that the SOEs are prepared and sent to VSTF on time; Prepare time schedule for procurement of goods and services that are required at various level in accordance with GoM and VSTF policy and respective Agreements (if any) and maintain account; Ensure that the project accounts are audited in time and audit reports are sent to respective partners; and Any other duties as may be assigned by the project team and assisting the CFO in compiling his/her reports.
