2 ENROLMENT To enrol for courses offered by the West Australian Group Training Scheme, it is necessary to complete an enrolment form and pay any fees applicable. Nationally Recognised Training requires the learner to reach competence in a combination of core units and elective units that make up a course of study. When all units have been assessed as competent, a qualification is issued. The regular issue of a Statement of Attainment recognizes units passed leading to the qualification. In general, enrolments will be undertaken with a Trainer/Assessor present who will be available to answer any questions in regard to the elective units available or the most suitable combination of elective units to select for your purpose. Other questions that may arise could relate to your eligibility to receive Recognition for Units of Competency gained in the past. It is necessary to show proof of completion of competency to be granted exemption, this documentation should accompany the enrolment form. You may also have doubts about your capacity to complete the course. Please refer to Language, Literacy and Numeracy Evaluation below. It is important to resolve these matters before enrolment because they could affect the fee you are required to pay. Similarly, if you are eligible for any concession, you should draw this to the attention of the enrolling officer at the time of enrolment. Fees will be levied for the units in which you choose to enrol, not for the entire course. A Trainer/Assessor will develop a training plan outline. The TPO lists the units of competence that make up the course of study. It will take account of any exemptions granted. When you are satisfied the completed form should be delivered to the WAGTS office or posted to the address shown. Enrolment will be for a set period that may vary according to the delivery method. The period will be made known to the learner. ADMISSIONS POLICY AND ACCESS AND EQUITY The West Australian Group Training Scheme is committed to a policy of fairness and equity. Upon satisfying eligibility for admission, learners will be admitted on a first come first served basis with no discrimination on the basis of age, sex, ethnicity or creed. FEES AND CHARGES Fees and charges may be applied to training that leads to competent outcomes within the scope of registration. The fees and charges applied will conform to the policy of the West Australian Department of Training & Workforce Development. Fees may also be levied for non-nationally Recognised Training courses where they are not subsidised by Government. These fees will be established from normal commercial considerations and will be payable upon commencement. Other Fees include: Replacement of Testamur or Statement of Attainment: $50.00 Ver of 7

3 WITHDRAWL AND REFUNDS In order to be eligible for a refund of fees, the West Australian Group Training Scheme Inc must be notified, in writing, by the learner of their decision to withdraw from training. The written advice needs to be received by the Registered Training Organization within two weeks of the date of withdrawal. For apprentices and those participated in other publicly funded training; refunds will be available in line with the Fees and Charges - Policy Guidelines for Publicly Funded Registered Training Organizations and Programs for the current year. For all other courses the following shall apply: Where 20% or less of the course has been provided to the learner a 100% refund less $200 administration fee will apply. Where less than 50% of the course has been provided to the learner a 50% refund less $200 administration fee will apply. Where 50% or more of the course has been provided to the learner no refund will apply. TRAINING DELIVERY The West Australian Group Training Scheme Inc is a Registered Training Organization. It is registered to deliver the following Australian Qualifications Framework industry endorsed qualifications and the units of competency that make up these qualifications. Construction Certificate II Carpentry & Joinery Certificate III Hairdressing Certificate II & III. All staff employed to deliver courses hold the necessary minimum qualifications including a Certificate IV in Assessment and Workplace Training as well as industry experience. Courses will be delivered and assessed in accordance with the guidelines of nationally endorsed training packages. Courses may be delivered by a variety of methods that suit the learner. The methods may include standard expository classroom instruction, learner centred, self-paced learning, on-the-job instruction and correspondence. The choice of method will be subject to continuous review and guided by feedback from the learner and other interested parties such as host employers. At the conclusion of every unit of competence module, learners will be given the opportunity to provide feedback on the quality of the instruction. RECOGNITION OF PRIOR LEARNING (RPL) Gained through Experience Recognition of prior learning (RPL) gained through other means prior to enrolment may be granted. Skills may be gained informally, that is by carrying out actual practical work and by observation. This may occur as a result of paid work, unpaid or voluntary work, community activities, self-tutoring, work experience or informal training programs. The acquisition of skills may have occurred within Australia or overseas. Ver of 7

4 To gain Recognition of Current Competency (RCC) for acquired skills it is necessary to demonstrate competence on assessment tasks. An assessment can be arranged by requesting a Trainer / Assessor to provide an assessment prior to enrolment. An assessment will be at the cost of the learner and will be based on $70 p/hr (PSCH) Per Student Contact Hour. If a learner wishes to have a formal assessment, please complete an Application for Recognition of Current Competency Assessment form, which is available from the office, and lodge it with the office. Nationally Recognised Training Where a learner has reached competency in any Nationally Recognised Training conducted through another Registered Training Organization and if he or she can produce documentation of this in the form of a Statement of Attainment or Qualification, this will automatically be recognised. Please supply a copy of the documentation, or lodge the original and it will be copied and returned to you. Where a learner claims he or she has reached competence in Nationally Recognised Training conducted through another Registered Training Organization but he or she no longer has the documentation, WAGTS staff will provide assistance to the learner to obtain a copy of the documentation from the RTO or agency. Recognition may be granted to assess courses conducted by organizations other than Registered Training Organizations. Staff will assist in attempting to determine equivalence of the credit transfer sought by the learner. Please complete an Application for Recognition of Prior Learning form and lodge it with the office. ASSESSMENTS Assessments will be conducted using a variety of methods. Such methods may include observation of work on the job, challenge tests, verbal or written reports from host instructors, written tests, submission of portfolios, models and other recognised means. Learners will be given a second opportunity to demonstrate competence if he or she does not reach competence on the first attempt. APPEALS AGAINST ASSESSMENTS Where a learner believes he or she has been unfairly or inadequately assessed, it is open to the learner to lodge an appeal. The appeal process is documented in the Appeals Policy and Procedure which is available from WAGTS RTO Reception or the WAGTS RTO website. COMPLAINTS Where a learner believes the quality of instruction provided by a Trainer / Assessor is not of a standard commensurate with expectations and is not conducive to learning, it is open to the learner to lodge a complaint by completing a Complaints & Appeals form. These forms are available from the office. Examples of behaviour that may sustain a complaint include: Repeated failure to attend Repeated late arrival or early departure from prescribed time Apparent intoxication Inadequate knowledge of subject Poor control Poor preparation Ver of 7

5 Lack of logic and sequence in delivery Failure to follow up or mark assigned work Failure to provide feedback on progress Failure to respond to requests for assistance The consistent use of sarcasm and/or belittling sexual or racist remarks Harassment. All complaints will be investigated by the Chief Executive Officer and a response given according to the Complaints Policy and Procedure. FREEDOM OF INFORMATION As per Freedom of Information Act. A learner is entitled to know what may have been written about him or her. He or she can request to view documents that he or she believes may contain information or observations that may be mistaken in fact and therefore prejudicial. Trainer/Assessors are obliged to make documents available on request providing reasonable notice has been given. Any such document may not be removed from the office but may be viewed within the office. If a Trainer/Assessor refuses to provide a document for scrutiny, a formal Request for Information form may be lodged. These forms are available from the office. If the information is still not provided it is open to the learner to appeal to the Freedom of Information Commissioner under the terms of the Freedom of Information Act LEARNER WELFARE On enrolment, learners will be allocated to a Trainer/Assessor who will be available to discuss matters of concern to the individual. Where the Trainer/Assessor is unable to provide assistance, he or she will attempt to locate an appropriate resource and direct the learner to it. LANGUAGE, LITERACY AND NUMERACY EVALUATION AND SUPPORT A language, literacy and numeracy training needs analysis is included in the enrolment pack. This must be attempted by the learner to enable learning needs to be assessed. Learners must only complete what they are able (this is not a test). Any learning needs identified will be addressed by the trainer/assessor. LEARNER SUPPORT The West Australian Group Training Scheme is mindful that some learners may experience difficulty with aspects of certain course material. Flexible learning strategies will be employed to accommodate individual differences. Where a learner still feels he or she is not coping, they should approach the Trainer/Assessor concerned and every reasonable effort will be made to assist. This may involve seeking the assistance of another agency. Any extra costs involved will be absorbed by WAGTS unless the cost proves prohibitive. DISCIPLINARY ACTION AGAINST LEARNER The West Australian Group Training Scheme Inc reserves the right to suspend or terminate the training of an enrolled learner where the behaviour of the learner negatively affects other learners or requires inordinate attention from a Trainer/Assessor. Examples of this behaviour include: Ver of 7

6 Failure to attend 20% or more of scheduled classes without a legitimate reason. Absence due to sickness. (Should be certified by a medical certificate.) Repeated late arrival or early departure from prescribed attendance time Apparent intoxication Failure to submit assigned work The consistent use of sarcasm and/or belittling sexual or racist remarks to staff or other learners Harassment of staff or other learners Physical violence or threat of physical violence Theft Inappropriate Behaviour The action to suspend or terminate a learner will normally be only taken as a last resort after prior attempts at counselling have failed or if the action of the learner is so flagrant it is totally unacceptable for the learner to remain in the environment. It is open to a learner to appeal his or her suspension or termination by completing an Complaints and Appeals form and lodging it with the office. The CEO will adjudicate the appeal and his/her decision will be final. No refund will be made to a learner for course fees if subject to a suspension or termination. FIRST AID Staff responsible for training/assessing are qualified in first aid. Any learner who is injured in the course of instruction should immediately draw this to the attention of the Trainer/Assessor. EVACUATION PROCEDURES Training staff will advise learners of evacuation procedures relevant to each venue. PRIVACY POLICY AND GUIDELINES The West Australian Group Training Scheme Inc. is an incorporated, not-for-profit association. WAGTS receives government funding to subsidise its operation. A condition of receiving government funding for the operation of WAGTS is the requirement to gather and maintain records and statistics. This necessitates WAGTS obtaining certain information from our clientele. This information is aggregated to form statistical data that is supplied to various government agencies. It is also a requirement, both in a practical sense and under law, for a group training operation and a registered training organization to maintain personal records. In collecting information about individuals we offer the following assurance. Only information that is necessary for the operation is collected. Only information supplied by apprentices, trainees and learners is collected on the forms filled in by the individuals. Information is not revealed to any third party other than agencies that are entitled under law to this information. Examples include New Apprentice Centres, the Trainee and Ver of 7

7 Apprenticeship Board, insurers involved with personal accident and compensation and the Training Accreditation Council. Information will be supplied to a third party on the request of an individual, such as to provide a statement of earning to a finance company. All information is safely secured and accessible only by authorised personnel. Under the conditions of the Privacy Act 1988, WAGTS has the responsibility to inform its apprentices and trainees employed under the group training scheme and learners enrolled with the Registered Training Organization that they have the right to seek access to personal information that is held. The information requested will be supplied save for the following conditions: Providing access would have unreasonable impact upon the privacy of other individuals. The request is frivolous or vexatious. The information relates to existing or anticipated legal proceedings between WAGTS and the individual and the information would not be accessible by process of discovery in those proceedings or Providing access would reveal the intention of WAGTS in relation to the individual in such a way to prejudice those negotiations. Providing access would be unlawful or Denying access is required or authorised under law or Providing access would be likely to prejudice an investigation of possible unlawful activity If WAGTS holds information about an individual that the individual is able to establish is not accurate, complete and up to date, WAGTS will take steps to correct the information so that it is accurate, complete and up to date. If WAGTS denies access to information, or refuses to correct personal information, a reason for the denial or refusal will be supplied. WAGTS reserves the right to recover the cost of providing information and the standard cost will be $30, subject to periodical review. IMAGE USE PERMISSION As part of advertising its services, WAGTS makes use of photographs of learners and apprentices involved in various activities. No photograph of any individual will be used in this manner without the written consent of the individual. Ver of 7
