Applicants must have a permanent civil service appointment with as of February 19, 2010, the final filing date, in order to participate in this examination; or 2. Must be a current or former employee of the Legislature for two or more years as defined in Government Code Section 18990; or 3. Must be a current or former non-elected exempt employee of the Executive Branch for two or more consecutive years as defined in Government Code Section 18992; or 4. Must be a person retired from the United States military, honorably discharged from active duty with a serviceconnected disability, or honorably discharged from active duty as defined in Government Code Section (Note: Veterans must provide a copy of their DD214 for entrance requirement.) ELIGIBLE LIST INFORMATION A promotional eligibility list will be established for. The list will be abolished 12 months after being established, unless the needs of the service and/or conditions of the list warrant a change in this period. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION It is your responsibility to make sure you meet the experience requirements stated on this announcement on the date you submit your application. Note: All applicants must meet the education and/or experience requirements for this examination by the final filing date, February 19, MINIMUM QUALIFICATIONS Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to other patterns to meet the total experience requirements. EITHER I In the California state service, either (a) 18 months of experience performing duties equivalent in level of responsibility to the class of Program Technician; or (b) 24 months of experience performing duties equivalent in level of responsibility to the class of Office Assistant. (Applicants who have completed all but six months of service performing the duties, as specified above, will be admitted to the examination, but they must complete the total required months of this experience before they can be eligible for appointment.) OR II Two years of experience in a governmental or private agency performing duties with program responsibilities equivalent in level to those of the departmental program in the State of California for which the examination is being administered. (Experience applied toward this requirement must include at least 18 months in a position equivalent in level of responsibility to the California state civil service class of Program Technician.) POSITION DESCRIPTION The Program Technician II is a journey level position for the more difficult and complex automated medical bill review work. The position serves as a specialist in the State Fund Automated Bill Review program; ensuring bills are reviewed, adjusted and reimbursed at appropriate levels in compliance with a complex set of rules, policies and procedures. This position serves as a lead person to train and guide bill reviewers and bill review work and serves as an expert in State Fund medical review procedures to the medical community as well as the Legal and Claims departments. 3 EXAMINATION INFORMATION This examination will consist of a qualification appraisal interview weighted 100%. In order to obtain a position on the eligible list, a minimum rating of 70.00% must be attained. It is anticipated that interviews will be held during March/April All interviews will be recorded. Effective January 1, 2009, Government Code Section 18991, in cases where promotional examinations are given by more than one agency for the same classification, the employee shall select one agency in which to compete. Once you have selected an agency to participate in an exam with, you can not participate with another agency for the same classification during the eligibility list period. SCOPE OF EXAMINATION In addition to evaluating the competitors' relative abilities as demonstrated by quality and breadth of experience, emphasis in the examining interview will be on measuring competitively, relative to job demands, each competitor's supervisory potential, including: KNOWLEDGE AND ABILITIES Knowledge of: 1. Modern office methods, equipment, and procedures. 2. Medical bill review laws, rules, regulations and policies of the. Ability to: 1. Perform clerical and technical work. 2. Follow directions. 3. Interpret and evaluate medical review situations accurately and take effective action in order to support and defend decisions. 4. Learn and apply laws, rules regulations, procedures and policies; specifically, the Official Medical Fee Schedule, other utilized fee schedules within the Automated Bill Review unit, State Fund's medical bill review policies and procedures, the Labor Code which applies to bill review and State Fund's automated bill review system. 5. Make arithmetic calculations with speed and accuracy. 6. Communicate tactfully and effectively. 7. Meet and deal tactfully with the public, coworkers and/or clients either face-to-face or by telephone. 8. Train and guide coworkers in addressing and resolving issues. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. Promotional Examinations Only: Competition is limited to employees who have a permanent civil service appointment and military veterans that meet all the minimum qualifications. Under certain circumstances, other employees may be allowed to compete under provisions of Rules 234, 235, and State Personnel Board Rules 233, 234, 235, 235.2, and 237 contain provisions regarding civil service status and eligibility for promotional examinations. These rules may be reviewed at departmental personnel offices, at the State Personnel Board office or High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways:1) passing the General Educational Development (GED) Test; 2) completion of 12 semester units of college work; 3) certification from the State Department of Education, a local school board, or high school authorities that the candidate is considered to have education equivalent to graduation from high school; 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
