3 1. INTRODUCTION 1.1. Background Demonstrating the market potential of GALILEO through application development has been identified as one of the prime objectives of the associated research and development activities. Substantial effort has been allocated to this direction through previous projects such as GALA and GALILEI as well as the PriceWaterhouseCoopers InceptionStudy. Indeed a significant number of applications have been identified and their potential market up-take underlined. On the other hand, available results are based on GPS data. With the advent of the EGNOS system at the beginning of 2004, effort needs to be focused now on targeting application market development on the EGNOS service differentiators as forerunners for GALILEO. The objective to integrate the EGNOS programme in the GALILEO programme needs to be supported through a solid development plan. Moreover, the international dimension of the program needs to be thoroughly addressed. Particular emphasis is needed on the enlarged European Union 1 and its neighboring regions, i.e. Eastern Europe 2, the Mediterranean 3 and Sub-Saharan Africa as such regions are suitable candidates for the EGNOS service extension. Continuity of the work already performed in Latin America needs to be considered. The above entail more in-depth analysis and evaluation of market-related assumptions as well as intensification of demonstration and training activities in Europe and neighboring regions. In parallel, specific applications need to be evaluated in a more detailed, focused and concrete way in relation to identified regional needs in order to come up with specific solutions Scope In light of the above, the overall objective of this activity is to implement a concrete and structured application market development campaign in support to the setting-up of the EGNOS and GALILEO service provision schemes. Building on previous work, it shall produce sound independent market information to prepare the ground for the business development of EGNOS and GALILEO. 4 In parallel, the activity shall attach particular importance to the global context of application market development for GALILEO. Care shall be taken to involve, with supporting market data, all potential users and their associations in different domains and geographical regions in order to promote EGNOS and GALILEO benefits and business opportunities. Practical awareness exercises including demonstrations shall be implemented for different application domains and geographical regions. Therefore, building on previous results and taking into consideration recent and future developments, the activity shall: Update of the existing Market observatory, including plans for the development of GNSS applications (from short to long term). Identify how the EGNOS and GALILEO differentiators - with respect to GPS - will impact on application development in the short and longer term respectively. Demonstrate the added value of EGNOS in a number of domains that may lead to service provision and how these domains will prepare the ground for GALILEO and their combined use. Involve the user community for different application domains and geographical regions - and develop their awareness regarding the EGNOS and GALILEO services through demonstration and training. Develop the international dimension of EGNOS and GALILEO and the specific needs of the different geographical regions to support the future Regional Plan activity. 2. TASK DESCRIPTION Work shall be performed in two tasks: Application development comprising: the definition of an applications and service plan, market analysis, and development of business cases Demonstration and training comprising demonstration projects and training and awareness activities Tasks shall address applications both in terms of application domains and service provision as well as in terms of geographical regions 4. All tasks are interlinked and therefore, application domains, user groups and geographical regions shall be addressed in a coherent approach in order to maximise results. For all tasks there is a common set of input documents as follows: Elements from the PriceWaterhouseCoopers Inception Study GALILEI Market Intelligence Briefing and User Needs Analysis Tasks are described in detail in the following sections. TASK D1: APPLICATION DEVELOPMENT This task comprises three sub-tasks: 4 Empahsis shall be given on the enlarged European Union, Eastern Europe (notably Ukraine, Moldova and Belarus), the Mediterranean and Sub-Saharan Africa. 102 issue3 6 th FP D SOW 4

5 Applications and Services Development Plan Application Market Analysis Application Business Development Task D1.1: Applications and Services Development Plan Starting from an assessment of analyses and past studies on GALILEO applications and on the market for GALILEO services, this task shall define a GNSS application and service development plan. The latter shall contain recommendations for the areas, applications and services, for the different geographical regions, which shall lead to the penetration of EGNOS in the short-term, and GALILEO in the longer term. The elaboration of the plan will support Regional Plan activities independent to this activity. Therefore, the plan shall address at least the following items: Analysis of the current status and justification of the proposed plan Major external milestones (e.g. GPS L5) Major EGNOS- and GALILEO-related application development milestones Proposed activities and relevant planning for different application domains, geographical regions and other relevant parameters Analysis In particular, the plan shall review previous and on-going demonstration and pilot projects related to applications (e.g. ESA ARTES-5 and EC RTD) as well as international activities (e.g. AFI Test Beds and Euro-Med GNSS). The GNSS applications not fully assessed shall be identified. It shall analyse the lessons learned, and assess the maturity of the applications for the service provision implementation with respect to the different geographical regions. The plan shall review domains and requirements bringing commercial, societal and safety benefits and for which the service differentiators of EGNOS in the short-term, and GALILEO in the longer term, are enablers or key factors. The plan shall address spatial information needs (e.g. availability, update, costs, standards, distribution schemes, accuracy, ancillary information) for different GNSS applications benefiting from existing initiatives. (e.g. INSPIRE, GMES). It shall also address infrastructure needs. Strategy and planning Considering all possible stakeholders concerned in the service chain and based on an exhaustive analysis of all results, the plan shall define a detailed service development strategy for different application domains and geographical regions. The plan shall present the schedule and type of activities in terms of commercial, regulatory and technical aspects. It shall define priorities for the successive launch of projects in these areas. (e.g. timing applications, Search and Rescue, Indoor navigation) In this exercise, the plan shall take into account the overall schedule and priorities of the European GNSS strategy including the EGNOS integration into GALILEO. 102 issue3 6 th FP D SOW 5

6 Database tool The output of the task shall be the production of a common template for the assessment of GNSS applications and services based on a set of indicators, open points and recommendations for each analysed application. A GNSS applications database tool shall be created addressing the widest possible number of GNSS applications. The database shall present the most important information for each application as identified in the common template. The tool shall be first populated with available data and shall be updated with new information produced. The tool shall be expandable for future updates. The tool shall be accompanied by a user manual with screens examples and population samples. Output: GNSS Applications Common Template and List GNSS Applications Development Plan Software requirements of the GNSS application data base tool User manual of the GNSS application data base tool Populated GNSS application data base tool Task D1.2: Application Market Analysis This task shall perform a global market analysis in order to identify potential regional opportunities and benefits for the European industry both within and outside Europe. The task shall consider both market and benefit aspects. Building on previous results, market analysis shall consolidate the assumptions used by introducing more precise instruments for the assessment of applications and the identification of the level of confidence for each market projection; and shall update the market forecast data with ad-hoc analysis and interviews. Based upon scientific methodology, the task shall analyse the GNSS and the GALILEO markets regarding number of users and revenues by main applications and geographical regions. The period under analysis is ; more robust assumptions shall be applied for a shorter timeframe, i.e especially focusing on EGNOS. Sensitivity analysis shall complement the forecasts results. The task shall also scan the market environment analysing internal and external factors and indicating the drivers that rule the GNSS market. For instance, including an elaboration of a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis defining the situation of EGNOS and GALILEO on the GNSS global context (e.g. GPS and GLONASS developments). It shall address all GALILEO services benefiting from EGNOS in order to collect real data and consolidate certain assumptions. It shall in particular, provide evidence of the value-added by the EGNOS and GALILEO differentiators for different application domains and geographical regions. 102 issue3 6 th FP D SOW 6

7 It shall also address Local GALILEO Services. In this context, it shall monitor the market needs in terms of local infrastructure for different applications and geographical regions. It shall also and shall monitor the status of communication technologies, such as GSM, GPRS, UMTS, RDS, DAB, and the various relevant regulatory frameworks and regimes. For the different application domains, it shall consider the needs for receiver and terminal development. Output: Identification of priorities for the market analysis with main issues and data sources Market analysis for different application domains and geographical regions User consultation report for specific application domains and geographical regions Task D1.3: Application Business Development This task shall perform comprehensive well-focused case studies for a number of selected applications in order to develop concrete business cases. The latter shall present all necessary information to make a thorough and convincing evaluation of services with respect to direct and indirect revenues for service providers. Based on the results of the previous tasks, it shall first identify a set of applications for which business cases shall be developed. Case studies shall consider different domains, user groups and geographical regions. For each of the identified applications and region, a business case for the service provision shall be performed including cost and revenues ranges; type, size and nature of major sources of revenues, revenue-generation mechanisms and cost elements regarding investment, operations and marketing. Cash-flow and sensitivity analyses shall be provided to support the assessment of the application economical viability. The task shall consider Local GNSS Services and receiver and terminal development. Output: List of applications with respect to geographical regions for business development Specific application preliminary business development plan Outcomes of interviews and meetings with all the value-chain actors involved on the addressed applications and geographical regions 102 issue3 6 th FP D SOW 7

8 TASK D2: DEMONSTRATION AND TRAINING This tasks comprises two sub-tasks: - Demonstration Projects - Training and Awareness Task D2.1: Demonstration Projects This task shall conduct small-size demonstration projects targeting the user front-end. Demonstrations shall cover different application domains, including niche market applications. To illustrate, similar activities have already been launched in domains such as agriculture, helicopter emergency medical operations, maritime operations, the use of RDS and DAB technologies for communication and navigation purposes, timing applications, and advanced terminals for buses, among others. Identification of potential demonstration projects Demonstration projects shall be identified on the basis of the following criteria. The demonstration projects shall: Seed the market in support to business development in the application domains and geographical regions identified by the other tasks Underline the potential of services by introducing innovative solutions to real needs Be prone to producing a significant communication impact Produce deliverables that can be re-used to support awareness activities Directly involve end-users in the demonstration implementation. In particular those users not having the required knowledge of EGNOS and GALILEO and their potential benefits in their business area. Prepare the ground for more robust development of certain applications through longer-term projects where applicable. From the initial demonstration project list (indicatively 20 projects), submitted in the proposal, contractors shall provide more detailed information on application domains, the end-users to be involved, geographical regions, schedule and service development potential for a subset of at least 10 demonstration projects. Out of the 10 demonstration projects mentioned above, a final subset (indicatively 5) of demonstration projects shall be agreed upon at the end of the initial phase based on available resources. The selected demonstration projects shall be implemented during the intermediate phase as described below. Organisation and implementation of the selected demonstration projects This task shall implement the selected demonstration projects. Such demonstrations shall involve end-users (e.g. operators) who will be able to validate the operational use of the proposed activities. End-users shall be supported by the technical expertise in satellite navigation of project partners or existing structures. 102 issue3 6 th FP D SOW 8

9 All necessary actions for the involvement of necessary partners for the implementation of the projects shall be part of this task. The end-users shall be representative for the different application domains and geographical regions selected. They shall be directly involved in the technical implementation of the demonstration projects in order to exploit the potential of the demonstrations in their own fields. Results dissemination This task shall assure appropriate dissemination of demonstration results within the targeted user community. Dissemination will include the production of communication material (e.g. brochures, video) and the organisation of appropriate demonstration events. A service provision plan in the areas chosen for the demonstration projects shall be elaborated. Feedback from demonstration projects shall support the business development task. This task shall use the following output from task D 1.1: Draft Application and Service Development plan Output: List of proposed demonstrations with relevant justification, objectives, addressed users, identified end-users to be involved and cost estimate For each of the identified demonstrations projects, the following: - Individual demonstration plans - Demonstration organisation - Demonstration execution and reporting - Communication material - Demonstration results dissemination plan and dissemination - Plan for future service provision - Recommendations for future demonstration activities Task D2.2: Training and Awareness For a number of applications users and geographical regions, this task shall conduct training studies and produce training material on the benefits from the use of EGNOS and GALILEO in order to build confidence on the services offered. Training and Awareness Plan Training shall be based on a review of relevant end-user needs; available resources and means; other organisations providing this kind of programmes, such as training centres. The review shall consider all aspects addressed in the market analysis task. With a view to improving communication with targeted end-user groups and their understanding of needs with respect to the services offered, this task shall deliver a structured programme of communication with these groups to be implemented both 102 issue3 6 th FP D SOW 9

10 through existing means, particular to each user group, and benefiting from appropriate promotion tools and events. A concrete plan shall identify targeted audiences and messages and shall define suitable mechanisms and means to establish a coherent approach towards the user groups. The implementation of the marketing plan shall be supported by a training and awareness campaign. Training and Awareness Package The plan shall lead to the production of a training package including communication material, documented case studies based on demonstration results; follow-up material, and an e-learning tool. The training package shall include results from the other tasks, notably the demonstration projects and the market analyses and business cases. Results dissemination The task shall deliver seminars for a number of identified end-user groups, which shall be implemented both through existing structures and recourses, particular to each user group, and benefiting from appropriate tools. It shall foresee regular updates as applicable. It shall also build on the feedback from user groups and re-adapt objectives as applicable. This task shall be linked to the demonstration projects. This task shall use the following output: Preliminary Application and Service Development plan (task D1.1) Preliminary Market Analysis (task D1.2) Preliminary business case development plan (task D1.3) Demonstration projects plan (task D 2.1) Output: Contribution to the EGNOS/GALILEO training and awareness plan for the different application domains and geographical regions Dissemination plan Organisation of seminars Software requirements of the e-learning tool User manual for the e-learning tool Populated e-learning tool Recommendations for future training activities 3. OVERALL SCHEDULE AND PROJECT MILESTONES The activities described in this Statement of Work shall be conducted over a period of 24 months and during three phases: Initial phase, from T0 to T0 + 4 months 102 issue3 6 th FP D SOW 10

11 Intermediate phase, from T0 + 4 months to T months Final phase, from T0 + 16months to T months During the initial phase (from T0 to T0 + 4 months), preparatory activities shall be conducted both for the application development and demonstration and training tasks. In particular, at the end of the initial phase, all major priorities shall have been identified including at least the following: Draft application development plan Preliminary market analysis (identification of priorities) Preliminary design of the application database tool Priorities for the business case studies List of identified demonstration projects and partner end-users Preliminary training plan Preliminary training review Definition of training package The intermediate phase (T0 + 4 months to T months) shall be based on the results of the initial phase and shall constitute the main core for the implementation of both tasks including at least the following: Application plan preparation Market analysis Implementation, test, verification and population of the application database tool Business case development Design, implementation, test and execution of the demonstration projects Final training review Training plan updating Preparation of training package Organisation and execution of the foreseen training and dissemination activities During the final phase (from T0 +16m to T0+24m) all activities shall be finalised for both tasks, including at least the following: Final application development plan Final populated application database tool delivery Final market analysis results Final business development plans Final e-learning tool delivery Organisation and execution of the foreseen training and dissemination activities Final feedback and recommendations on future demonstration and training activities 102 issue3 6 th FP D SOW 11
