1 Job Profile International Technical Adviser (N1) Component 1 and 2 activities at provincial level (Semarang) Environmental Support Programme, phase III Indonesia Reference number: DK /INS.02-W This position is advertised subject to the approval by the relevant authorities 1. Preliminary 1.1. Short background: Denmark has been providing support to improving environmental management in Indonesia since The first Environmental Support Programme focused on mainstreaming environment into Indonesia s national development plans and linking environmental management and poverty alleviation as well as addressing urgent needs in the aftermath of the 2004 tsunami. This initial phase was followed by a second phase (ESP2, ), which maintained the focus on improved environmental management instruments, as well as introducing support to the energy sector by encouraging the adoption of energy efficiency measures in the industrial, commercial and public sectors and promoting more effective natural resources management, which also included encouraging the adoption of small scale renewable energy in rural environments. It has been decided to undertake a third phase of support with the intention to build on the positive results of ESP2 and to continue support to the three main themes of the current ESP2 programme; environmental management, energy sector initiatives, and enhanced natural resources management. The Indonesian government s commitments to address climate change mitigation as well as concerns about adapting to the impact of climate change are shifting the environmental agenda in the country. The ESP3 will therefore also focus on climate change mitigation and adaptation, and draw part of its funding from the Fast Start Climate Fund, which was set up as a result of COP-15 in Copenhagen Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish embassy following consultation with the local authorities, who will also be represented at the job interview. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of the sector coordinator from the Embassy, a representative from the local authorities, a representative from Danida s technical advisory service (UFT) and the consultant from Mercuri Urval A/S in charge of the recruitment process.

2 2. The Environmental Support Programme, phase III 2.1. The programme: The third phase of the Environmental Support to Indonesia (ESP3) runs from 2013 to 2017 and has a combined budget 1 of 270 million Danish Kroner. The overall ESP3 development objective is: Inclusive and sustainable growth through improved environmental management for climate change mitigation and adaptation. The ESP3 programme is designed to support strategic Government of Indonesia (GoI) development objectives within the sectors/thematic areas supported. The major strategic framework for the programme will be the national and local action plans to reduce greenhouse gas emissions and for climate change adaptation (the RAN- and RAD-GRK, and the RAN- and RAD-API respectively). The component designs aim for coordination and dialogue between the national and decentralized government levels, focusing on policy / monitoring support at the national level, which is directly related to implemented activities at the local government levels. The programme comprises three components: Component 1: Improved local impact from implementation of policies and environmental management, especially in the field of climate change mitigation and adaptation. Component 2: Support to the Implementation of Energy Efficiency, Energy Conservation and Renewable Energy Policies. Component 3: Climate Change Mitigation through Natural Resources Management, including CBNRM (Community Based Natural Resource Management). While some support is provided at the national level, by far the larger proportion is allocated to decentralized levels, including for pilot and demonstration activities in the province of Central Java. The overarching theme of this new phase of support is the effective implementation and improvement of existing policies, through support to concrete actions leading to demonstrable and replicable results, with most activities implemented under the umbrella framework of the national and local greenhouse gas reduction and adaptation action plans. The following will focus on the activities under component 1 and 2 at provincial level as these are of most relevance to the position. For components 1 and 2 the common province selected for decentralised implementation is Central Java. Component 1 and 2 are complementary on the local level: while component 2 will focus on energy-related GHG (Green House Gases) emission reduction pilot projects, component 1 focuses on non-energy related GHG emission reduction pilot activities. Component 1 will provide support to strategic results-based planning for the environmental authorities, focusing initially on the provincial environmental body (BLH), but coordinated with at least some of the district level environmental bodies, it will also provide valuable input to the upcoming (2013) five-year strategic planning exercises. Concurrently, support will be provided to carefully selected environmental pilot activities, linked to the provincial and district environmental and RAD-GRK (non-energy) strategic priorities in Central Java. 3 selected number of demand-driven SEAs, especially supporting strategic planning of relevance for climate mitigation and adaptation. In component 2 focus is on creating effective energy-related policy, planning, monitoring and information dissemination (including the RAD GRK implementation strategies, in close coordination with other donors) on the one hand, and practical demonstrations (pilot projects) related to, for example, implementation of audit recommendations in industries, RE activities, and innovative energy project financing, on the other hand. In both components, effective knowledge transfer is an important element of the component support strategy; this includes both horizontally (across local governments within the target province) and vertically (upwards to national level). The development of clear communication strategies will be one of the tools supported to ensure that lessons learned and knowledge developed from local activities, including the implementation of pilot and demonstration activities, are effectively disseminated to other institutional and civil society stakeholders. Capacity development will adopt a learning by doing approach, and will be integrated into each pilot/demonstration activity. 3. The position 3.1. Title: International Technical Adviser (ITA) to component 1 and 2 activities at provincial level (Senior Adviser N1) 3.2. Place of service: The ITA will work at the national BAPPEDA (Central Java Provincial Development Planning Agency) office in Central Java (Semarang) and should be willing to travel to districts and municipalities as needed. There are international schools in Semarang Terms of employment: Contract period: 3 years. Attractive salary based on qualifications and on family status. Grant for relocation Area of responsibility/tasks: General: The ESP3 Provincial International Technical Adviser (PITA) will provide support to the Central Java Provincial Development Planning Agency (BAPPEDA) on a full-time basis to oversee the harmonized implementation of ESP3 component 1 and component 2 activities at the decentralized level in Central Java. He/she will focus primarily on the implementation of Provincial Outcomes, i.e.: C1 outcome 4: Effective and efficient use of environmental funds through improved planning and monitoring leading to positive environmental results and improved climate change mitigation and adaptation impacts; C1 outcome 5: Concrete SEA applied to selected mid-term development plans (RPJMD, RPJPD), local action plans to reduce greenhouse gas emissions (RAD- GRK), climate change mitigation plans (RAD-API) spatial plans and sectoral plans, etc., and effectively implemented, resulting in improved environmental/sustainable development performance;

4 C2 outcome 4: RAD-GRK (with a focus on the energy sector) and related local energy policies and strategies are being implemented resulting in a reduction in GHG emissions and related local energy policies and strategies implemented; C2 outcome 5: Results of energy efficiency, energy conservation and renewable energy pilot/demonstration projects are in Central Java used to improve policies/ strategies and are being adopted by others. The adviser will coordinate closely with the ESP3 Programme Adviser and KLH (Ministry of Environment) ITA, the MEMR (Ministry of Energy and Mineral Resources) ITA, as well as the potential other provincial ITA, if an additional target province is selected. Specific responsibilities and tasks: a. In close coordination with BAPPEDA and other implementing partners as relevant, carry out the management, coordination and harmonization of all activities foreseen under ESP3 provincial level outcomes; b. Ensure that the necessary conditions for effective component implementation are established during the ESP3 Inception Phase (including the finalization and adoption of adequate management and financial structures) by providing support as needed to the ESP3 Programme Adviser and management team; c. Provide support to the development of the pilot/demonstration implementation guidelines, including but not limited to coordination with all potential implementing partners on the criteria, scale, etc. of the proposed pilot projects; d. Support BAPPEDA, the Central Java Environment Office (BLH) and energy office (ESDM) and other partners in further detailing and obtaining consensus on the component results framework (LFA) and proposed component indicators; e. Provide assistance and guidance to all external service providers to the component, including coordinating with BAPPEDA and other partners on the need to engage external international and national short-term technical assistance (TA), preparation and approval of Terms of Reference (ToR) for such TA; f. Provide guidance to ensure that all TA is appropriate and in line with the component objective, outcomes and outputs; g. Provide support to the BLH results-based planning exercise to be implemented under C1 outcome 4 of the component. This will include but not be limited to support to the preliminary analysis prior to starting the planning exercise; h. Based on the progress under ESP2, provide support to the further provincial implementation of the Strategic Environmental Assessment (SEA) support, ensuring that the activities and outputs continue to contribute to the desired outcome. This will include but not be limited to the technical guidance to the provincial implementing partners, and careful coordination with short-term ITA to the SEA outputs; i. Provide support to the KLH/NTC (Ministry of Environment/National Technical Committee) in the further development of appropriate criteria for SEA proposal selection; j. Provide support to the effective management, implementation and monitoring of pilot/demonstration projects; k. Ensure that all inputs to the component activities are in line with the ultimate objective of developing capacity to effectively manage environmental and energy management challenges; l. Provide support as needed to ensure adequate and results-based monitoring and reporting of the provincial component outcomes and outputs; m. Work closely with the Provincial Coordinating Unit to ensure effective and efficient component management (provincial level); n. Act as resource person to the Danish Embassy, as needed, during ESP3 programme review preparation, implementation and follow-up; o. Provide additional support as requested and reasonable by the implementation partners.

Success criteria: Capacity building delivered to relevant local government institutions Successful implementation of pilot/demonstration projects at local level Results and experiences from local level implementation are communicated to relevant stakeholders and change agents at the national level. 4. Demand profile/qualifications 4.1 Requirements and expectations concerning the candidates formal qualifications: A minimum of masters degree in a relevant professional field such as environment and/or natural resource management, environmental economics or energy economics/ management; Extensive working experience in areas directly related to Component 1 thematic areas (environmental planning and outcome/results-based management, SEA, climate change mitigation and adaptation, energy efficiency, conservation and renewable energy); Practical experience in process-oriented and participatory approaches and strong ability to work closely with diverse teams; Ability to communicate effectively; Relevant experience of working in developing countries, preferably in Indonesia; Fluency in English as well as knowledge of Bahasa Indonesia (as none of the local provincial counterparts are English speaking). 4.2 Requirements and expectations concerning the personal qualities of the candidates: Flexibility and patience; Ability to work with varying levels of capacity; Ability to work in a political environment and at the same time in a small unit, where the advisory role may contain different issues; Good contact, cooperation, communication and facilitation skills. Understanding of the role as adviser; Ability to work with complex problems in diverse institutions and cultural settings; Good management and coordination skills are essential. 5. 6 5.4 Language test: The Ministry of Foreign Affairs has decided that all candidates called in for interview - except for those to whom the relevant language is mother tongue - shall be language tested in Denmark in the working languages of the duty station (English). 5.5 Presentation to the Appointments committee: 14 December Decision: A decision is expected shortly after 5.7 Expected Commencement: 1 January 2013 or soon thereafter/as soon as possible.
