Wehavealuncheonon10May.Lt.ColJeffSmithwillspeakonthechallenges offinancialmanagementinajointenvironment.our16juneluncheonisourannual awards,recognition,andtransitionluncheon.severalchaptermemberswillbepre sentedachievementawardsfortheiraccomplishmentsoverthelastcalendaryear.we willpresentscholarshipcheckstothreehighschoolseniorswhodemonstratedout standingacademicachievement.eachwillbepursuingacollegedegreeinbusinessor finance.wewillrecognizethecontributionsoftheofficers,committeechairs,andcom mitteememberswhomadethechapterworkthisyear.withoutthem,wewouldnot havehadtheprofessionaldevelopment,communityservice,recognition,andnetwork ingopportunitiesavailabletous.pleasecomeoutandjoinustoapplaudthehardwork ofsomanypeople.thisdedicatedgroupof30+volunteersensuredthechapterwasa valuableresourceforourmorethan550members.finally,wewillformallytransition chapterleadershipfromthearmytothenavy.thistransitionisanannualeventwith thefourmajorservicesrepresentedinthechaptereachgettinganopportunitytolead thechapter OurcommunityserviceactivitieshaveonceagainearnedaNationalASMC award.therecentsupportbyourmembersofimportanteventssuchasthespecial OlympicsPolarPlunge(seethepicturesinsidethisnewsletterofthescantilyclad plungers )andthemarchofdimes MarchforBabies hasmadeadifference.ien courageyoutoparticipateinupcomingevents.inadditiontothefourmainprojects duringtheyear,wehavetwoyearroundcausesthatdeserveyoursupport.wecollect donationsforthelocalfoodbanksateveryluncheonandexecutivecommitteemeeting andwearealwayslookingfordonationsoftoiletriesforareashelters.thoseofuswho travelhaveagreatopportunitytobringthehotelprovidedtoiletriesbackwithusand makeagreatlyappreciatedcontribution. If BRAC, GWOT and repositioning wasn t enough, Army Financial Management is in the middle a giant upheaval with the phased implementation of the General Fund Enterprise Business System or GFEBS. GFEBS is the Army s new web-based integrated financial system. This Enterprise Resource Planning system will incorporate financials, real property, cost management, and performance measures all in one system. The goal is to be able to produce an auditable financial system. GFEBS is totally different from anything else the Army has done in the way of a financial management system and it will change the way financial managers do business. General Fund Enterprise Business System or GFEBS. The emphasis from GFEBS is on cost accounting. How much does it really take to manage an installation, teach a class, or run a Company/Brigade/Battalion-sized element? How do financial managers cost out a product for external and internal consumers? That product might be as different as a class for helicopter mechanics or the customer service needed to run a large installation. GFEBS will be able to distinguish the direct and indirect costs and distribute those costs to the financial decisions. The end product of this upheaval will be a comprehensive, Army wide, auditable financial management system. It is not without impact on the day-to-day operations of Army financial management professionals. For many seasoned professionals, this new system represents a radical change in the way they conduct their business. It will be as if they have to learn a totally new language for their day-to-day business. Very little is similar between the old and new systems. Lines of accounting have changed, processes have changed, reports are different, even the way we access the system is different. And, like a foreign language, new users will have to adapt to the new ways of doing things or be lost in a sea of terminology that is unintelligible. The new system comes complete with a host of training that must be completed even before you start in the system. New users must take mandatory computer-based training in order to be assigned user roles. Separation of duties is a critical component of GFEBS, so many offices will have to shift workload and duties to realign them with the new user roles. The financial management landscape is changing and few people have a clear map. The professionals who emerge from the jungle of change will be the leaders of the future. Those that embrace the new language of GFEBS, without trying to translate back to the comforting systems of STANFINS and SOMARDS, will take point as the Army moves forward into a new era of financial decision making. Members of ASMC have already shown that they are committed professionals who are willing to lead the way. Now, those Army members will need to step up and blaze a new trail for the rest to follow. The months ahead will provide plenty of opportunity to practice the leadership skills of change management, trust building and credibility. It will be fascinating to see what happens.

AGA/ASMChadorganizedfundraisingactivitiesatthePDCfortheMarchofDimes andsucceededincollecting$762.agapledgedtomatchtheamountraisedand presentedacheckatanagafunctioninbaltimore.

Mr. Al Tucker is the Executive Director of the American Society Military Comptrollers (ASMC). He was the Hampton Roads Chapter (HRC) honored guest speaker at the 18 February 2010 monthly meeting held at the Langley Bayside Enlisted Club. Mr. Tucker personally and individually welcomed every member that attended. He began with the background of ASMC being a non-profit association that was founded in HQ National serves financial managers in five military services and defense agencies. The organization has about 18,000 members, 150 chapters, and 150 companies as corporate members. ASMC National offers its members many advantages, here are a few: National PDI along with regional PDIs, Chapter training programs, the special Certification program (CDFM), professional journal (Armed Forces Comptroller), and selected training courses. Mr. Tucker discussed the future of defense financial management and how it will affect the ASMC member. He stated the ASMC member s profession is Defense Financial Management that consists of specific body of knowledge that maintains the ethical standards that ensure the public trust and legal liability. Mr. Tucker explained to the membership that they must rebalance their resources in their career. The members should sharpen their skills, stay flexible, be mobile, get more training, diversify their experience, and obtain certification. Mr. Tucker provided details on how ASMC can help you in your career. ASMC will keep you informed, help you stand out, provide leadership opportunities, broaden your perspective and provide certification of your skills.

5 Page 5 ASMC helps keep you informed by providing the National Professional Development Institute (PDI). The PDI will provide you education and training along with CPE credits. ASMC can help you stand out by providing the test-based certification. ASMC provides the Enhanced Defense Financial Management Training Course. When you pass the three tests you become a Certified Defense Financial Manager (CDFM). ASMC gives out awards each year and presents the awards at the PDI. ASMC can help you be a leader by helping you to develop your talents while working in your local ASMC Chapter. The local chapter assists and trains the member in their continuing community service. Mr. Tucker talked more about the CDFM testing. He said there are currently four modules available for review and testing. Modules I-II-III are required to obtain your CDFM certificate. Module IV is optional and adds an A (Acquisition) to your CDFM Certification. Module I covers Resource Management Environment Module II covers Budgeting and Cost Analysis Module III covers Accounting and Finance knowledge Module IV covers Acquisition Mr. Tucker informed the audience to finish their CDFM requirements they must complete the following: Must complete four years of federal government related financial management experience with an Associate degree or higher), or Complete three years of Defense related financial management experience (without degree), or Complete two years of Defense related financial management experience an Associate degree, or higher. ASMC assists members trying to obtain their CDFM with audio conferences. Audio sessions for Module I, two 4-hour sessions on consecutive days. Audio sessions for Fiscal Law and Ethics updates for 1.5 hours. Mr. Tucker announced that the training schedule for EDFMT classes and for Modules is in the HQ ASMC web site, please ensure you take time to find these training dates and locations. Mr. Tucker said the National PDI 2010 will be held at Nashville, TN from 1 to 4 June Please try to attend, CPE credits will be awarded for workshop attendance, see all of you in Nashville.
