1 Training Programme on Regulation and Contracting in Public Transport Jointly Organised by UITP Centre for Transport Excellence (CTE) in Singapore and LTA Academy, Land Transport Authority (LTA), Singapore August 2014, Singapore This programme aims to provide a better understanding of how public transport is regulated, to offer an integrated, quality driven and efficient service to commuters. It combines UITP s international knowledge with LTA s experience as a regulator of public transport in Singapore. The course also provides opportunities for participants to take part in interactive discussions and workshops and to share their experiences. Objectives Provide participants with fundamental knowledge on the importance of a well regulated public transport system and introducing them to key regulatory models and market types (regulated & deregulated markets, the use of competitive tendering, the use of contracts and types of contracts etc.) Present basic definitions and concepts related to the organisation, regulation and contracting of public transport services and illustrate them with international examples of best practices Share Singapore s experience in regulating bus and rail services Gain a good understanding of alternative models of regulation, in particular the use of contracts and competitive tendering through international best practices Allow exchange of knowledge by tapping on UITP s international expertise and LTA s professional on the ground operational experience Provide a conducive platform for networking opportunities and interaction amongst participants Discuss lessons learnt from these models of organisation: success factors, challenges and limitations

2 Target audience Professionals working for transport authorities or operators in areas related to regulation of transport services and operations, contract management and tendering. Professionals actively involved in the relations between transport authorities and operators. This programme will be useful for cities considering a stronger and more efficient regulation of transport services, and/or looking at the introduction of contracts and competitive tendering. Participants are also required to make their own arrangements for airport transfers and daily travel from the hotel to the training venue.
