1 Position Objective Provide leadership and management to a multidisciplinary team providing primary health care services to individuals and communities across the area. Participate in the management and development of services provided by NWRH across the place. The Senior Team Leader will also provide a mentorship to other Team Leaders within the place either directly or indirectly. Willingness to take on activities or tasks that may fall outside of regular duties 2. Identify and/ or respond to areas of need within the workplace in negotiation with Area Manager. Recruitment Actively recruit to all vacancies demonstrating comprehensive and transparent recruitment and selection processes consistent with organisational policies and procedures. Maximum 20% vacancy rate at any one time Positive feedback from Pre & Post Orientation Surveys Demonstrated knowledge of 1

Coordinate and manage the delivery of locally relevant and high quality services Fulfilling Funding Requirements Collate and submit all internal monthly reports to Area Manager Collate and submit all external reports to Brokers and/or Funding Bodies. Deliver on all funding agreements. Ensure a confirmed travel itinerary is developed and disseminated to all relevant community networks at least 6 months in advance. Provide evidence of regular opportunities for localised community consultation Timely submission of all internal reports Timely submission of all external reports and plans Confirmation of fulfilment by Funding Body Trip planner completed and disseminated 6 months in advance Consultation evidenced for all relevant communities completed bi-annually Budgets are within a variance of 10% for each line item. Manage Financial Requirements Monitor and develop place budgets as part of the place management team. Provide financial leadership with a focus on efficiency, forecasting and compliance within the approved financial delegations. 2

3 Take a Lead Role in Risk Management, Quality and Legislative requirements Quality Improvement Risk Management Support and promote the organisational quality improvement and quality and risk system. Educate staff and develop opportunities for workplace activities to ensure organisational compliance with relevant legislation, including Equal Employment and Opportunity, Antidiscrimination and Workplace Health and Safety. Completion of all allocated Quality and Risk Activities (Tickit) No reported complaints and/or incidents Professional Development Commitment to lifelong learning Participation in relevant PD activities. Dissemination of learning to broader staff group. Appropriate use of PD budget/allowance Key Duties Key duties may include, but are not limited to the following: HUMAN RESOURSES: Recruit, organise contracts for, induction and orientation of new staff. Ensure staff teams are adequately supported for appropriate emergency response and service delivery at all times and all community events. Including co-ordinating extra staffing (QAS, RFDS, agency, support services, etc) where needed. Ensure adequate emergency response plans are in place for significant community events. Maintain a roster. Ensure staff timesheets and leave requests are in on time. Advocate for and support staff under your management to ensure everything needed is provided to maintain an excellent level of service provision. This may include support with debriefing, encouraging towards professional development, etc. Active performance management of staff. Implement performance improvement plans in conjunction with Area Manager. Ensure staff exit interviews and paperwork is completed. LEADERSHIP: Maintain strategic focus of clinics. Improve/maintain systems to ensure all systems, procedures and service delivery is in accordance with legislation, CNWQML policies & procedures, the clinic Operational 3

4 Manual, and funding contracts. Ensure maintenance of clinics and equipment is conducted according to guidelines. Update clinic operational manual as required. Monitor clinic budgets and purchase orders. Conduct pharmacy audits, and other systems analysis (e.g. patient files, POS systems) to ensure effectiveness and efficiency. Support the clinics in maintaining clinical systems and services, and collecting data as requested to meet reporting requirements. Attend management and staff meetings as needed. Regularly travel to clinics to encourage, assist, and touch-base with staff and communities. Ensure clinics are fulfilling funding requirements, & maintaining direction and focus in accordance with plans and community feedback. Report to CNWQML Area Manager, funding bodies, & shire council as required. Respond to audits. (RPHS, OATSIH, HACC, QHealth) Respond to arising staffing level emergencies or other events. Respond to arising community issues involving the health service, including complaints. SERVICE: Liaise with health providers to provide services according to community needs, and investigate options to expand services. Negotiate with services to increase/maintain services to the district. Maintain clinic medical emergency response plans region covered. Liaising with other emergency response teams (SES, QPS, RFS, QAS) to give medical/clinic input into emergency response plans for the district. Organise all aspects of health service delivery, medical emergency response, staffing (including accommodation and meals) for the Birdsville Races. Encourage strategic health promotion initiatives from the clinics. RELATIONSHIP MAINTENANCE: Ensuring services and feedback is provided to the community in the form of the Desert Yarns, s, and noticeboards. Build relationship & maintain communication with stakeholders, shire councils, community forums, visiting services, funding bodies, health advisory panels. Discuss with the council regarding how the clinics are going and planned changes / action plans / service delivery. Support CNWQML to hold community feedback forums. Reporting This position reports to the Central West Area Manager. 4

5 Additional Information Salary package: Commensurate with qualifications and experience Salary Sacrifice entitlement up to $16049pa Employer contribution to superannuation 9% Annual leave loading 17.5% Annual Professional Development allowance Hours: Location: Travel Requirements: This position is 1.0 full time equivalent (FTE), based on a 76 hours per fortnight. This position is based in Longreach Travelling by road and/or in small planes to communities within the place catchment area Financial Delegation: up to $2000 Criminal History Check: All final applicants for this position will be asked to consent to a criminal record check. Demonstrated ability to manage and supervise the activities and resources, (both financial and human), related to the provision of health related services in rural and remote areas. 2. Knowledge or the ability to gain knowledge of the issues and organisations involved in the delivery and support of health services in rural and remote communities. 3. Demonstrated high level of communication skills with the ability to communicate with a wide variety of stakeholders, including General Practitioners, Health Service Providers, Government and Non-Government agencies. 4. Awareness of Indigenous Health issues and an ability to work in a culturally sensitive manner. Ability to support team members working in a cross cultural environment. 5. Ability to undertake work in communities away from home base, travelling by road or in small planes. 5

6 6. Ability to work flexible hours when required. 7. Computer literacy in Microsoft Office Suite, or willingness and capacity to learn 8. Current unencumbered Class C driver s licence. 9. An understanding of Divisions of General Practice / Medicare Locals and their role in the health system. 6
