One way of accelerating MDG 3 and 5 can be in empowering girls and young women through a positive national multi-media communication campaign. UNICEF Ethiopia s campaign will build upon Ethiopia s commitment towards Sustainable Development Goal nr 5 Achieve gender equity and empower all women and girls; ending harmful traditional practices (HTPs) and becoming a middle income country by 2025 as spelled out in the countries Growth and Transformation Plan. Therefore, UNICEF Ethiopia is seeking a project / communications campaign manager who will strive for lasting change on girl s empowerment issues. Purpose of Assignment Under the direct supervision of the Chief of Media and External Relations, the incumbent will support UNICEF and the international and local PR company to develop campaign and outreach materials and content aimed at promoting Girls Empowerment among key target audiences. S/he will work in a team approach across UNICEF Ethiopia to develop engaging messaging that advances the campaign and organizational goals. The Project / Communication Campaign Manager with the support of the national consultant will function as liaison between UNICEF and the Consultancy firm. The incumbent is responsible for the daily oversight of the deliverables of the PR/ communication consultancy firm as outlined in the Terms of Reference during each phase of the communication activities of the campaign. 1

2 Essential Functions 1. Coordination: - Under the framework of UNICEF s Girl s Empowerment coordination platform, in conjunction with MoWCYA and other partners and on behalf of UNICEF, supervise the overall PR/Marketing firm consultancy contract. - Leads the communication between the PR/Marketing firm and the Girls Empowerment core group and advises the group on issues, opportunities and challenges. - Collaborate with the Chief of Media and External Relations, the Child Protection section and Gender and C4D focal points and others to support the PR Company to create compelling and accessible content that effectively the campaign mission and purpose. - Provide leadership for outreach activities including two regional Great Ethiopian Run races, exhibitions, media round tables and high level events with UNICEF and partners, both at national and regional level in line with the campaign s objectives. Leading and supervising the PR communication team s efforts to develop, implement and monitor material that communicates and advances the Girl s Empowerment long-term programmes and initiatives. - Provide leadership and proactive direction in the design and rolling out of the Campaign activities. - Work with the national consultant to coordinate the campaign activities including ongoing efforts in Amhara, Afar and Somali with technical support to the media component - Build the capacity of the national consultant SSA to take over the campaign activities after contract has ended. 2. Communication: - Provide support to analysis of sectorial needs and priorities to ensure an appropriate communications strategy to promote Girls Empowerment, in accordance with national and international frameworks. - Responsible for supporting UNICEF s response in the area of Girls Empowerment within UNICEF at national level and in the regions, related to ensure effective mass media and interpersonal communication in relation with the campaign objectives as per agreed strategy and benchmarks. - Review communication tools used to deliver improved outcomes in terms of reach, engagement and cost wherever possible. - Lead efforts of the PR/ Communication Company team and UNICEF team to create communications that distil complex policy and legal issues related to Girls Empowerment into tangible and accessible terms. 3. Content management: - In close collaboration with REPOM, review existing quantitative and qualitative data including behavioural/ anthropological/ ethnographic studies that may be relevant to Ethiopia and the region in line with the campaign theme - In close collaboration with REPOM, assess and identify trends and patterns in behavioural and participants analyses conducted at country level and or in the regions for response designs (including strategies; plans; M&E frameworks; research methodologies) 2

3 - Maintain in-depth knowledge of sector wide programmes and issues related to girl s empowerment and the underlying factors and contributing factors to the lack of girl s empowerment. - Review existing global, regional and national performance related benchmarks and checklists in the area related to the Girls Empowerment campaign, including FGM/C, child marriage, violence and adolescent boys and girls. - Provide technical inputs for the design of the UNICEF country and regional level programme implementation introducing and maintaining a Girls Empowerment focus - Support sections and APSO s with the identification of national or regional role models 4. Material Production and dissemination: - Oversee, at the national level, the creation of campaign materials to deliver positive, costeffective outcomes in support of Girls Empowerment taking into consideration theme s touching upon FGM/C, child marriage, violence and adolescent boys and girls. - Oversee and where needed develop, edit, and produce relevant communication materials in line with Girls Empowerment, meeting UNICEF requirements and quality standards. - Research, write and edit communications materials for a wide variety of audiences and channels. - Coordinating communications efforts to ensure consistency of messaging and integration of channels. - Overseeing quality control of campaign material to minimise errors and maximise clarity. - Collaborate with national PR/ Communication Company team and the UNICEF team to monitor the campaign s metrics and analytics and determine if we are meeting/exceeding our goal. Other duties within the range of skills normally associated with a position of this classification, as required by the Chief Media and External Relations. Deliverables: The consultant will be request to deliver the following in line with the first payment: Provide a 1 page report with input for Stakeholder mapping, to be provided after two weeks into the consultancy. Organize the logistical aspects of the meeting with the PR Company and UNICEF the development of objectives and results of the Gil s Empowerment campaign Supply studies and surveys to the PR Company for research and evidence mapping Provide documentation and contacts as to assist the PR Company with audience segmentation Document inputs of all partners in line with the meeting for the development of objectives and results of the Gil s Empowerment campaign Identify a minimum of 20 male and female role models with sections and APSO s, across all regions of the country and prepare a document with background and contact details of the candidates. Provide input on the communication channel mapping. Prepare list of documents and contacts for use of UNICEF. 3

4 Ensure that the inception report has been delivered to UNICEF after completing Phase One of the PR consultancy firm contract. Submit a bi-monthly progress report which covers the functioning of the PR Company, the collaboration with the national consultant and insights regarding the Girl s Empowerment Campaign process and implementation. The consultant will be request to deliver the following in line with the second payment: Keep close oversight on the strategy development and share insights and recommendations with the UNICEF team verbally and in writing Work closely with UNICEF key staff and the PR Company to develop the communication matrix, covering inputs from all programme sections and REPOM Make recommendations for the mid-term evaluation of the PR Company Coordinate with the PR Company a stakeholder consensus meeting on the proposed logo and branding and assist with the logistics of the meeting. Coordinate with the PR Company a stakeholder workshop to validated the communication objectives and strategy Ensure that the validated strategy and communication matrix have been delivered to UNICEF after completing Phase Two of the PR consultancy firm contract. Submit a bi-monthly progress report which covers the functioning of the PR Company, the collaboration with the national consultant and insights regarding the Girl s Empowerment Campaign process and implementation. The consultant will be request to deliver the following in line with the third payment: Keep close oversight on the development of the budget and share insights and recommendations with the UNICEF team verbally and in writing. Play an active role in the development of key messages and communication tools and templates and share insights and recommendations with the UNICEF team Keep oversight on the pretesting of tools and outputs and share insights and recommendations with the UNICEF team Write and submit handing-over notes to the national consultant to take the campaign to the next level two weeks prior to the end of contract. Make recommendations for the final evaluation of the PR Company Submit a final report which covers the functioning of the PR Company, the collaboration with the national consultant and insights regarding the Girl s Empowerment Campaign process and implementation, as well as insights and recommendations about the Girl s Empowerment strategy development and way forward. 4

5 Payment Terms Payment 1: 30% after two months and upon satisfactory delivery of expected outputs (30 June) Payment 2: 30% after four months and upon satisfactory delivery of expected outputs (31 August) Payment 3: 40% after six months and upon satisfactory delivery of expected outputs (31 October) Qualifications and Competencies: 1. Education: Advanced university degree in the field of communication, marketing, business administration, or social sciences is desired, with emphasis on strategic communication planning and research. A University Degree with qualifying experience may also be accepted in lieu of the Advanced University Degree. 2. Work Experience: Minimum 5 years of progressively responsible professional work experience in the development, planning and management of communication and or development programmes, with practical experience in the adaptation and application of communication planning processes to specific programmes. 3.
