3 DIPLOMA in TRAINING AND ASSESSMENT TAA50104 What is this training about and can you get recognition for your existing skills? At the successful completion of the core unit training, you will be able to: Develop, deliver and evaluate learning strategies Provide leadership in assessment and coordinate assessment validation and appeals processes. Integrate and extend delivery and facilitation practices to support learning of a diverse client base operating in a range of contexts within VET Manage your own work performance and take responsibility for your own professional development in relation to provision of training and/or assessment. 4 Of course, if you can already do all that, you may apply for skills recognition. This means recognition of prior learning and/or current competencies - often referred to as RPL or RCC. RPL means recognising competencies gained through previous formal and informal learning, or through work and/or life experiences but RCC puts more emphasis on what a person can currently do, rather than what they have already learnt. Information for applying for skills recognition (the newer term for RPL/RCC) is within these Guidelines. STRUCTURE OF THE DIPLOMA IN TRAINING AND ASSESSMENT - TAA50104 The Packaging Rules applicable to this qualification include a degree of flexibility. Up to 2 of the 7 elective units may be selected from the imported units (listed # 21-31) or from any other Diploma qualification. 1 of the 2 elective units may be selected from TAA40104 Certificate IV in Training and Assessment electives or from any other Certificate IV. 5 So why do you need this qualification?? You may be undertaking this Diploma because you have been requested (or told to) by your employer, but it is necessary to understand why you may need to obtain the qualification of Diploma in Training and Assessment TAA The Training and Assessment Training Package (TAA04) is designed to meet the current and future competency development and qualification needs of new and existing personnel working in a broad range of work functions and activities within vocational education and training (VET). The TAA04 Training Package provides significant choice and flexibility to suit a diverse audience with multiple competency development needs operating in a wide range of environments. This audience may range from the novice trainer or assessor who will use this Training Package to develop specific competencies for training and/or assessment practices to experienced practitioners using the Training Package for ongoing professional and career development. The competency development needs of the audience may range from the competence required to: - provide advanced facilitation to clients in their specific work areas, - develop training products or services - provision of training advisory services - provision of training consultancy services, - leadership and co-ordination of training and assessment services - management functions within an RTO. So, if you are required to do any of the above functions in your workplace (which would most likely be a Registered Training Organisation or RTO), then this qualification is relevant to you. The impact of this TAA04 Training Package is wide-ranging, and potentially affects: - individuals seeking to undertake training and assessment qualifications - individuals undertaking professional or staff development - individuals seeking to extend, enhance and complement existing qualifications - RTOs and staff intending to deliver and/or assess the TAAO4 package - all RTOs and other organisations providing training and assessment to internal staff and/or external clients - organisational quality management systems for training products through importation of TAA units, and - the quality of implementation of those Training Packages Crossbow Consultancy v

6 Diploma in Training and Assessment And what exactly does this training cover? Unit Descriptors for the Core Units only, taken directly from the TAA04 Training Package follows: Unit No. and Title TAAENV501A Maintain and enhance professional practice (No BSZ equivalent) TAADES501A Design and develop learning strategies TAADEL503A Provide advanced facilitation to support learning (No BSZ equivalent) TAAASS501A Lead & coordinate assessment systems & services (No BSZ equivalent) TAACMQ503A Lead and conduct training and/or assessment evaluations Description This unit addresses the processes required to maintain a high level of professional performance in the VET field. It includes modelling high standards of performance in accordance with professional standards and procedures, and the processes and outcomes involved in determining professional development needs and participating in associated activities. This unit is also designed to assist VET personnel to identify strategies for maintaining currency and to respond to changes in VET policy and the operating environment. This unit addresses the competency requirements for designing, developing and evaluating a learning strategy relevant to both Training Package qualifications and course-based qualifications. This unit specifies the competency required to integrate and extend delivery and facilitation practices to support learning of a divers client base operating in a range of contexts within the VET sector. This unit of competency draws on the trainer/facilitator s existing competency in delivery and facilitation to develop advanced facilitation skills, knowledge and practice. Successful achievement of this unit will depend on the trainer/facilitator having acquired competency across a number of delivery and facilitation methods and modes to support individual and group learning. Hence, pre-requisites are TAADEL402A and TAADEL403A plus at least one of TAADEL404A, TAADEL405A, TAADEL501A or TAADEL502A. This unit addresses the competence required to provide leadership in assessment and to coordinate assessment validation and appeals process. It involves a complex mix of extending own and others expertise in assessment practice, guiding and leading assessors, monitoring assessment practice and taking responsibility for assessment validation and appeals process. This competence also involves developing and/or confirming the assessment strategy for an assessment only pathway. Achievement of this unit requires high-level language, literacy skills and cognitive skills in planning, analysis, evaluation and synthesis. This unit also requires leadership skills. This unit is designed to address the competency of evaluation of training and/or assessment services and systems by both internal and external evaluators. In this unit evaluation represents a discrete competency carried out across a specific are of the organisation s training and/or assessment services. For the elective units, visit for unit descriptors. Already do this? (BSZ508A equivalent) (BSZ505A equivalent) Note: In the Skills Recognition process there may be overlapping evidence. 7 So you can already do that? Now what? Unless you are completely new at training and assessing, it is recommended you consider applying for skills recognition. To get started on this, you will need to read the steps below, and then check the Portfolio of Evidence. Decide on the units you will apply for and indicate this on the Intention to Apply for Certification (included in the plastic sleeve). Sign, date and fax to your Assessor as soon as possible. Have a detailed look at the Portfolio of Evidence and note the suggested evidence, experiences, sufficiency and other information and examples highlighted to assist your evidence gathering. (For full information regarding each Unit, you can consult the Training Package TAA04). A copy is available at the website A modified version of the Units, Elements, Performance Criteria and Range Statements are available from the website You will use the Portfolio to conduct your own self-assessment to assist you in deciding what you can already do and have evidence to support (see the odd-numbered pages). Process for Evidence Gathering for Skills Recognition This process describes the evidence requirements as well as suggested examples you might have as evidence. Various samples are available on the website The steps for this process are as follows: Step 1 Step 2 Step 3 Step 4 Step 5 Record your personal information, i.e. name, address, organisation etc. on the cover sheet of the Portfolio. Read through this Guide in conjunction with the Portfolio. (If it seems there is too much jargon get used to it! It is the universal language for Trainers and Assessors involved with National Training Packages.) Check Page iv of this Guide to select the units for which you believe you could provide evidence to satisfy making a claim for recognition. Discuss your selections with your facilitator. Reflect on your (recent) experiences as a trainer/assessor/consultant/project officer working in the VET sector. Talk to colleagues or your manager, as necessary. Refer to the units of competency, Qualification Packaging Rules, Training Package documentation for the TAA04 Training Package for guidance. Check the Portfolio of Evidence to gather your evidence against the units of competency that you are claiming. Collect you evidence in the folder provided, using the numbering system corresponding to that used in the column marked Self Assess. in the Portfolio of Evidence. Identify the evidence suggestions in the Evidence column. Some evidence will relate to more than one unit. In this case, include the evidence at the first of the relevant units and then refer to it in the other unit.) Where exemption or credit transfer for units from the TAA50104 is being claimed on the basis of completion (in full or part) of the Diploma in Training and Assessment Systems (BSZ50198), a certified copy of this certificate is to be included in the evidence. 8 Step 6 Once your evidence is collected, apply the features of evidence check to ensure that it is authentic, valid, current, sufficient, and consistent. (Eg, include the Statutory Declaration statement from your manager or colleague who is able to verify the authenticity of your evidence.) If you are satisfied with the evidence you have provided in the portfolio, sign the declaration on the Portfolio of Evidence (front page) as being your own work. Note: DO NOT SEND ORIGINALS Step 7 You should now arrange an interview with your Assessor. The Assessor will check your portfolio of evidence, and: verify evidence from the portfolio against the Units, and/or establish further evidence that may be required, and/or decide with you what training or coaching may be necessary to complete the Diploma. Sufficient Evidence Sufficiency is indicated within each example, but if an Assessor is not satisfied that the evidence provided is suitable they have the right to call for more evidence. The sufficiency is a guide for the assessee but the Assessor will advise if more is required on the day. Required Skills and Knowledge Each Unit has its own required skills and knowledge that you need to demonstrate, and you will need to be able to demonstrate these as being current. For example, you might use your current job description as evidence, as the unit skills/ knowledge may be necessary in your current job and you gained the job by already displaying these. Language, literacy and numeracy skills (LL&N) are necessary for this Certificate. If you are in an occupation that requires these skills, eg, a teacher/trainer, then recognition of these skills could be easily verified. This Training Package also calls for more in-depth computer/technology skills, so you may display these through the presentation of evidence vie electronic means or through work you have already completed using advanced skills. How much recognition can you apply for? Just because you don t think you will get skills recognition, doesn t mean you won t. Many applicants have been awarded more than what they anticipated. However, don t discount the value of actually doing training courses or receiving on-the-job coaching. Do the training if you have the motivation and willingness to revise skills and knowledge you may already have, and to update on skills and knowledge offered through training. and what happens if you don't get recognition for one or more Units? If you are not awarded, the Unit of Competency from the interview, then you will most likely need to: supply further evidence that satisfies validity, sufficiency, currency, authenticity and consistency, or complete the Unit through training, eg, flexible delivery, coaching or face-to-face, using workbooks and information provided by your Trainer/Assessor, or complete some assignments to satisfy element/s not attained. 9 Note: If you feel you have been unfairly assessed, you may appeal the decision in writing detailing the issues, within 7 days, through your Trainer/Assessor. If considered necessary an independent Assessor may be called in to consider the evidence. There is a non-refundable administrative cost of $75 applicable for appeals. Assignments - as alternative evidence If assignments are required, it is recommended these be completed within the context of your work environment. This ensures their relevancy - not completed just for the sake of obtaining the Unit/s of Competency. Several assignments have been designed and are available at the company s web site for applicants who do not have sufficient evidence in various areas. If you think you do not have sufficient experience or evidence, please complete the relevant exercises and have them ready for the Assessor on the day of interview. Short Answer Quiz Some applicants may need to complete various unit Short Answer Quizzes. These are referred to as the pinks. These may be submitted at any time, and are available from the website What type of evidence do you need to provide? Evidence is anything that substantiates your claims. Evidence may be any combination of the following (but not limited to): Policies/procedures written by you Letters/reports/testimonials of support Course or program outlines Feedback from trainees/colleagues/supervisors Actual work samples/documents you write and use Relevant Training Packages/curriculum used Newspaper/letter/brochures including your name Relevant Community work/volunteer information Video evidence of delivery or similar Records of sessions/trainee's work Demonstration in the workplace Evaluation questionnaires/analysis of programs etc Resource samples from sessions you conduct Authenticated diary/journal entires Modified training and lesson plans and/or programs Training reports written by you Responses to questions relating to required performance One-to-one briefs/distance training delivered Computer based information (authenticated as your work) Performance management/appraisals Statement of Academic Record - NOT the certificate by itself Statements of Attainment (as appropriate) received from another Registered Training Organisation Written summaries of activities for which there is no documentation with authentication and verification attached. Other relevant information you think suitable, and the Assessor verifies Crossbow Consultancy ix

10 and where might difficulties arise in the provision of evidence? Company Assessors have conducted over 1700 workplace and skills recognition assessments for training and assessment. Review of records and evaluations of the processes have indicated the following may be areas of difficulty in the provision of evidence: Locating any evidence. If evidence is not produced, you will need to meet the requirements some other way, possibly by doing a full unit of study or at least some assignments. (Note that this is not the Assessor's problem.) If you do not have any evidence you cannot obtain the qualification through skills recognition. Letters of reference/support. It may be more expedient to give the Assessor the name and phone number of referees, rather than wait for a letter to be produced. However, documented evidence is preferable, so a third party report template is available from your facilitator for this. Evidence of analysing and self-reflection of training/assessments processes. Many people conduct the analysis and self-reflection process in the head' and while talking with trainees and/or colleagues. However, documented evidence is required. This might be verified through minutes of meetings, completed evaluation questionnaires from trainees, PD sessions you have conducted with staff at work or written reports to your supervisor. Documented analysis and self-reflection reports with follow-up action and/or recommendations are necessary. Start recording as much as you can now. Authentic evidence. Ensure you supply evidence that has been designed and developed by you and that you are not just passing something off from another source as your work. If you have collaborated with others in the production of documented evidence, you should provide a 3 rd party report indicating what aspects of the project you were responsible for. Learning/Assessment Strategy. It is the responsibility of the RTO to produce the Learning and Assessment Strategy for the specific qualifications on the company s scope. However, for this Diploma you are required to produce at least 2, as part of the assessment requirements. Unless you actually wrote the Learning and Assessment Strategy yourself, you cannot use it as evidence. Discuss the implications with your facilitator. Templates may be provided if necessary. To reiterate, if you cannot locate the evidence, or have thrown it out, you will not be granted any Units based on what you say. You must be able to demonstrate your competency through the evidence you provide. Much of the evidence will come from what you are currently doing. For this reason, your Assessor prefers to conduct skills recognition interviews at your place of work. Observation of your training ability may also be required. Your Portfolio of Evidence Please keep the Portfolio of Evidence with you until all evidence has been gathered. It is your record of evidence collected to support your claim of competency. It is the only copy available of the assessment. Once all evidence has been provided you need to hand it to your Assessor. Until that time, please ensure the Portfolio is kept secure and all documents verified by the Assessor kept with the Portfolio file. The Training Provider will keep the record and associated evidence until it is validated. Your evidence will then be returned to you if you so wish. However, the Training Provider will hold and maintain the Record of Assessment for auditing purposes. You may apply for a copy of the record, in writing. Crossbow Consultancy x

11 What else might you need to do? If you do not apply for Skills Recognition or you are only awarded some Units you will need to complete the rest of the Units through other methods. This may be done in a number of ways. To complete this course successfully you may need to: attend training in a classroom, face-to-face with an Instructor, or attend workshops and complete self-paced study, (flexible delivery) or complete study independently at your own pace, or have coaching, and submit the assignments and/or other requirements as appropriate with phone/ fax/ contact only (external delivery) Assignments and other requirements, such as video evidence, cassette tapes, CDs or floppy disks need to be packaged securely and mailed to: Crossbow Consultancy P.O. 12 You now need to: Prior to the assessment: complete the Intention to apply for Certification, tick () to indicate your desired method of completing the Certificate, sign and date it and fax to Crossbow Consultancy. This will express your intention to complete the process. If requesting training, your Trainer will contact you to discuss requirements. You will be advised of what further action to take re training. If requesting skills recognition, provide your current and previous work / training / life's experiences. Have this documented and ready for the interview with an Assessor. NB: Using your recent CV/résumé is acceptable. collect and note relevant evidence that you will use to authenticate and support your claims for skills recognition and other supporting documents, and arrange for an interview with a qualified Assessor from Crossbow Consultancy to assess the evidence. Advise the Assessor if you have special needs, eg, wheelchair access, large print etc. On the day of assessment: provide the Portfolio of Evidence as detailed by the unit lists, in the plastic sleeves/file provided. Please do not use other types of files or protective plastic covers. Do not separate the Portfolio pages. sign the declaration on the front of the Portfolio indicating the evidence provided is your own work. arrange for a follow-up interview with the Assessor if further evidence is required. Alternatively, arrangements for specified training may be necessary. After the assessment (if not completed earlier): If required complete a Short answer Quiz and fax/post/ the answers to Crossbow.
