Job Purpose and Organizational Context The UNDP Junior Professional Officer (JPO) Programme: The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system. During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP s programs within UNDP s headquarters, regional or country offices. Job Purpose: The UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of December 20th, Called upon by United Nations Member States in 1978, UNDP was requested to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end. UNDP/PAPP has played a significant role to supporting governance since its inception. The portfolio aims to provide support at structural and comprehensive reform: within Palestinian governmental institutions, the justice sector and rule of law, local governance, the electoral cycle/civic education, service delivery, and promoting enhanced civic engagement based on full inclusion of women and youth. 1

2 UNDP/PAPP s programme is aligned to UNDAF in responding to the Government s National Policy Agenda and aiming at realization of SDG 16. The Programme Analyst will be responsible in the areas of responsive institution development, managing project portfolios, and build partnership in the concerned areas. Reporting structure and partners Programme Analyst will be placed in the Governance Team and directly report to the Governance Team Leader. III. Supervision Name of Supervisor: Title of Supervisor: Chikako Kodama Governance Team Leader, Advisor Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the assignment Easy access to the supervisor Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities and Output expectations Under the direct guidance of Governance Team Leader, the Programme Analyst will manage the following: Implementation of programme strategies Development, Management of, and Support to Country Office (CO) programmes Creation of strategic partnerships and pursuance a resource mobilization strategy Provision of quality policy advice services to the Government and other partners, including civil society, and facilitation of knowledge building and management 1. Ensures implementation of programme strategies focusing on achievement of the following results: Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, and other documents. Identification of areas for support and interventions within the thematic/sectoral areas assigned. CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management. 2

3 2. Ensures effective support to the management of CO programmes within the thematic/sectoral areas assigned namely rule of law and State/Citizen (civic engagement) relations - focusing on quality control from formulation to implementation of country programmes achieving the following results: Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results. Design and formulation of CO programmes within the area of responsibility, translating UNDP s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones. Initiation of project development, presentation of the project to relevant appraisal committees, entering project into Atlas (in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects. Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects. Follow up on audit recommendations. All exceptions are timely reported. Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports. 3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team focusing on achievement of the following results: Development of partnerships with the UN Agencies, IFI s, government institutions, bi-lateral and multilateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors priorities. Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization. 4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results: Identification of sources of information related to policy-driven issues, particularly those related to Rule of Law and State/Citizen relations in Palestine. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals. Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners such as civil society. Sound contributions to knowledge networks and communities of practice. Organization of trainings for the operations/ projects staff on programme issues. IV. Recruitment Qualifications Education: Master s Degree or equivalent Advanced Degree in development studies, political science, peace and conflict studies, international relations and any other related fields. Experience: A minimum of two years of paid working experience in governance and/or related fields (e.g. rule of law). Relevant field experience, especially in crisis or post-conflict settings Knowledge on and experience from international law Knowledge and experience in strengthening civil society in access to justice and other areas Language Requirements: Working knowledge of English 4

5 Other desirable education, languages and work experience: Describe any additional qualifications: Knowledge of Arabic an advantage. Experience of working with business and project administration systems, encompassing financial and human resources management, UN experience is desirable. VI. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA) In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: The JPO has mainly two learning streams. First, the JPO will have very hands on learning through UNDP/PAPP programme portfolios. UNDP/PAPP has one of biggest programme portfolios and delivery in the Arab States. The JPO will be able to learn about UNDP s programmatic approaches, strategy and management by assuming significant responsibilities. Secondly UNDP/PAPP promotes learning environment. The JPO will be able to learn UNDP s programme areas beyond the areas of responsibilities. In addition, the JPO will have full access to UNDP s Learning Management System. VII. The UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December Called upon by United Nations Member States in that year, UNDP was requested to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end. With the adoption of the GA Resolution, UNDP seized a historic opportunity to mobilize the international community in support of the economic and social development of the West Bank and Gaza Strip. Firmly rooted in the principle of the Right to Development, UNDP/PAPP was launched. The continued and deepening occupation of the territory, and its severe socio-economic consequences, serve as a stark reminder of the critical role that UNDP/PAPP continues to play today, over three decades after its establishment. UNDP/PAPP s comparative advantage rests on its development approach of empowering the Palestinian people and their institutions to achieve a resilient Palestinian nation based on national ownership and capacity development towards sustainability. With a long-standing presence in the occupied Palestinian territory, UNDP/PAPP has acquired a deep understanding of the local context. A trusted partner and convener, UNDP/PAPP enjoys a close partnership with Palestinian institutions, civil society, communities, academia, the United Nations Country Team (UNCT) and 5

Unlike many other development agencies, UNDP/PAPP works throughout the occupied Palestinian territory including, and as requested by the PA and the international community, in East Jerusalem, the Gaza Strip, and what is today Area C of the West Bank. Since its establishment in 1978, donor support to UNDP/PAPP has increased steadily reaching over USD 1.1 billion in In 2016 alone, it delivered close to USD 140 million. UNDP/PAPP has close to 240 staff and there are about 40 staff in the governance team. There are four main programme teams: infrastructure; poverty and economic development; environment; and governance.
