1 General Manager People and Culture The General Manager People and Culture leads the organisation s human resources, health and safety, communications and centralised administrative services for long term success. The General Manager People and Culture is a member of the organisation s Executive Leadership Team and together with other executive members, is responsible for leading and driving organisational strategies and priorities. Reports to: Chief Executive Tenure: Permanent Location: Avalon Direct reports: 4 Budget: Circa $4.5m operating expenditure budget Date: April 2018 Position Priorities and Responsibilities General Manager People and Culture functions include: Leadership and management of staff in the People and Culture Group, specifically staff in the following functions - Human Resources - Health and Safety - Communications - Administration Development and implementation of the strategic direction of the People and Culture Group Alignment of programmes within the People and Culture Group to drive culture change and achievement of the organisational strategic direction 1

2 Priorities and responsibilities Collective Leadership Contribute to the organisation s strategic development Actively contribute to embedding Vision Mātauranga across GNS Science and increasing organisational understanding of Te Ao Māori and Tikanga Māori capabilities Actively participating at meetings of the Executive Leadership Team Advise the Chief Executive and other senior managers on matters affecting the organisation Support and implement the decisions of senior management Display an awareness of all significant internal and external issues and developments impacting on GNS Science Build and maintain productive working relationships with stakeholders to secure opportunities, achieve results and enhance the reputation of GNS Science Promote the capabilities of GNS Science Strategic Leadership Contribute to the Executive Leadership Team s development of the organisation s strategic direction Provide subject-matter expertise in relation to the functions of the People and Culture Group to the Chief Executive, the Executive Leadership Team, the Board and other managers Lead the development of the organisation s diversity strategy Provide intellectual leadership on emerging people, health and safety and communications trends and issues and proactively identify relevant business related opportunities and risks Lead or support key strategic reviews or change programmes as directed by the Chief Executive or the Board Ensure that the Executive Leadership Team understands major Human Resources and Organisational Development challenges and the impact of these on GNS Science s services and activities to assist with robust strategic planning General Management Lead and drive an understanding of, and application of Vision Mātauranga through learning and development programmes Ensure there is capability across the organisation to deliver the application of Vision Mātauranga Develop and implement a strategy and operational plan for the People and Culture Group that supports the execution of the organisation s strategic direction Drive and facilitate the organisation s culture change direction Lead the development and implementation of the organisation s human resources management function including recruitment, remuneration and progression, performance management, organisational design and development, employment and industrial relations, learning and development and payroll Lead the development and implementation of the organisation s health and safety management function 2

3 Lead the development and implementation of the organisation s communications function including internal and external communications, media management, graphic design and desktop publishing, digital and channels and corporate outreach Lead the centralisation of the organisation s administrative services to ensure that administrative functions are performed effectively and efficiently Work with the General Manager Science and General Manager Strategy to develop strategies to develop world leading science capabilities in strategically relevant areas Put in place plans for business continuity and ensure staff are aware of individual responsibilities People Leadership Empower and coach direct reports and other people leaders in the People and Culture Group to effectively lead and manage their teams Ensure the recruitment of high calibre personnel required for the future success of the organisation Manage and review the performance, development and remuneration of direct reports and overall review of staff within the People and Culture Group Ensure people leaders are managing their staff resources and developing flexible working teams in order to meet existing and future needs Ensure the prompt and effective resolution of staffing issues or disputes Establish a positive culture and morale Health and Safety Create a culture that allows all workers to use their skills and knowledge to take personal ownership for health and safety in the workplace Lead and champion the observance and implementation of health and safety systems and process in accordance with policies Ensure health and safety is integrated into business-as-usual activities and is part of the organisational culture Actively support and participate in the Health and Safety Committees and presenting updates to the Board Financial Management Manage the People and Culture Group s budget Adhere to the organisation s accounting and financial control procedures and delegations In association with managers within the People and Culture Group, establish and monitor budgets to achieve the organisation s performance objectives Key Working Relationships Internal: Executive Leadership Team, GNS Science Board of Directors, managers and staff External: Crown Research Institutes, Iwi, union representatives, employee welfare providers, remuneration specialists, health and safety specialists, communication specialists 3

4 Person Specification Skills, knowledge and attributes Demonstrated leadership and management experience, and significant experience in organisational development and leading transformational change Demonstrated ability to think strategically; engaging others in the vision, and positioning the organisation to meet future needs Advanced influencing, relationship management and senior stakeholder engagement skills Skilled in leading multi-disciplinary teams, getting things done with and through others Highly developed written and oral communication skills. The ability to communicate with a wide variety of groups and individuals Able to manage and drive activity through times of ambiguity Develops builds and maintain effective relationships with Māori, respecting obligations under Te Tiriti of Waitangi and interacting appropriately with Māori taking into consideration tikanga (customs) and kawa (protocol) Experience Essential: Experience working effectively as a member of an executive team Demonstrated leadership and management experience, and experience in organisational change Experience in cross-functional leadership and agility to gain support of key stakeholders across layers Desirable: Experience in working in a multi-disciplinary organisation Qualifications Essential: Qualification in human resources or business management or other relevant qualification 4
