1 THE GOVERNMENT OF TOGO JOB VACANCIES To launch the operations of a non-bank development finance Institution in the Republic of Togo, the Government of Togo seeks to recruit the following members of the Programme Implementation Office: Managing Director; Agricultural Value Chain (AVC) Finance Specialist; Agricultural Value Chain (AVC) Development Partners and Government Relations; Agricultural Value Chain Market Systems Design with focus on Domestic Market, Industrial Market & Export Market and Procurement Expert. 1. Position Title: Managing Director Post of Duty: Togo Duration: Purpose of Post: Lome with frequent travel to across the Republic of Annual performance-based contract renewable To lead the implementation of the ORGANIZATION and be fully responsible for its day-to-day coordination, ensuring efficient and timely

2 implementation of all project activities in accordance with the overall project implementation schedule for the five-year period and duly approve and/or revised Annual Work Plans and Budgets, Procurement Plans, in compliance with relevant Protocols of Agreement as well as GoT Rules and Procedures. PRINCIPAL RESPONSIBILITIES Coordinate and supervise all activities of the organization Identify and work with targeted private sector value chain market actors to implement program activities, such as trainings and incubations, to support youth entrepreneurs in their agribusiness-related supply chains. Organize and conduct project coordination meetings, as well as facilitating the Local Steering Committee (LSC), including providing all information required by the committee. Manage project resources efficiently and effectively to deliver expected results, including being a signatory to the project special accounts. Coordinate the recruitment of technical assistants and national technical specialists to fill the positions in the ORGANIZATION, as well as short-term specialists and other service providers required for implementation of the project. Appraise THE ORGANIZATION s technical staff on regular basis on job performance and otherwise, and ensure effective supervision of other contracted service providers. With the assistance and guidance of the procurement officer, take full responsibility for procurement of goods and services in project implementation. Approve contracts for all transactions undertaken by the project in accordance with GoT procedures, where applicable. Manage the direct and general administration of the related section including project communication Develop train, motivate and evaluate project staff to achieve highest levels of performance for THE ORGANIZATION As the head of the Project Implementation Team, coordinate and supervise the activities of Implementing Partners, in particular NGO and Consultants, Technical Services Providers (TSPs) to ensure effective delivery of Project services. Ensure effective planning and execution of project activities in accordance with the appraisal report and grant agreements. Prepare Annual Work Plans and Budgets (AWPB) and Procurement Plans for approval by the Supervising Minister and ensure submission to the Presidency for approval every year. Authorize the subsequent releases of funds for agreed activities and ensure timely and appropriate reporting on progress and problems of

3 Project implementation, including Quarterly and Annual Progress Reports, a Mid-Term Review Report, Audit Reports and Project Completion Report, in accordance with agreed reporting format. Coordinate and fully participate in the activities of the supervision missions with all national stakeholders in the mission activities. Ensure that all project staff prepare and achieve KPIs, through monthly and annual monitoring. Developing, ensuring implementation and monitoring of targets and drawing annual plans for approval and execution in line with the overall programme targets Undertake any other responsibility that will ensure smooth and effective implementation of THE ORGANIZATION as may be directed by the Head of State or his representatives. 1. Minimum Academic/Professional Qualifications (a) Master s in Business Administration (MBA) or MSc in business-related discipline (e.g. Agricultural Economics, Banking, Agribusiness, Marketing or Business Development). Proven specialized training in Project Management is a plus. (b) A minimum of five (5) years of multilateral project experience related to agribusiness development, banking, and youth entrepreneurship, finance, marketing and or value chain development. (c) A minimum of (5) years work experience in the private sector with a demonstrated strong network with key actors of financial institutions, e.g. commercial banks or agricultural lending institutions. (d) Ability to speak and write fluently in French language is compulsory. Working knowledge of English language is an added advantage. (e) Experience in similar programs aimed at promoting youth entrepreneurship and providing access to finance, especially for agriculture-related businesses. 2. POSITION TITLE: Agricultural Value Chain (AVC) Finance Specialist Location of Post: Lome, Togo Duration: A minimum of two (2) years. POSITION S AUTHORITY Purpose of Post: To assist in the proper accounting of project funds, and ensuring that requisite reports are prepared thereof.

4 Report to: Managing Director MAIN RESPONSIBILITIES a) Collate relevant information and prepare budgets required to execute the plans of the PIO; b) Review budget submissions from various offices or departments; c) Prepare accountability reports regarding budget implementation. d) Ensure that the PIO is operates within budget and is not impaired. e) Identify and make contact with key stakeholders in various value chains f) Identify finance and investment opportunities utilizing partnerships with key value chain actors and strategies for connecting smallholders to market. g) Develop relationships with local DFI s and Commercial banks h) Work with financial institutions and value chain actors to design financial products to meet smallholder demands for financial services. i) Develop a pipeline of project related investment opportunities and provide initial due diligence to facilitate investment j) Work with project partners including rural farm stores and other donor programs to provide continued support for expanding access to finance and agricultural investment. k) Maintenance of up to date financial records in accordance with the project s accounting system, including journals, ledgers, fixed asset registers, etc. Qualifications: a) A Bachelor s degree in finance, bank, and/or accounting b) Familiarity with government and multilateral aid operations c) Comprehensive computer skills with practical knowledge of Microsoft Office (especially Word & Excel) and Accounting Software d) Should be able to show tolerance and patience while working in a highly challenging environment e) Team player and open to learn new techniques f) Minimum 5 years of experience in international development, preferably in programs supporting financial sector development or banking.

POSITION TITLE: Agricultural Value Chain (AVC) Development Partners and Government Relations Specialist Location of Post: Lome, Togo Duration: Minimum of two (2) years POSITION S AUTHORITY Purpose of Post: To interface with specialized NGO s and International Agencies, as well as Government departments and agencies, with a focus on developing the Agricultural Value Chain in Togo. Report to: Managing Director MAIN RESPONSIBILITIES Identify and establish relationships with Social Impact agricultural organisations. Liaise between the National and Sub-National agencies towards meeting the objectives of the PIO. Identify the main policy, regulatory, legal, institutional, infrastructure, and technical constraints to increasing value added in agriculture, including barriers to entry of the private sector; Assess the technical adequacy of the agro-processing industry and, together with the agricultural technology specialist, recommend interventions to improve and modernize the industry, keeping in view labor and employment implications; Determine the need to strengthen and provide management support to the private agro-processing industry; Determine the need for quality control equipment in the agro-processing industry, and training in its use; and Determine the type and extent of support that could be provided to ongoing initiatives aimed at developing the agro-processing industry. Qualifications: Minimum Academic/Professional Qualifications At least Bachelor s degree in agricultural economics, marketing or business management. Master s degree in one these areas is added advantage.

6 Minimum Experience At least 2 years experience in farm planning and economic analyses with extensive experience in small to medium scale agro-enterprise management. He/She will have extensive practical experience in the domestic agro-processing industry. Experience with externally funded development programs would be desirable, preferably with experience in market-oriented projects. 4 POSITION TITLE: Agricultural Value Chain Market System Design (AVCMSD) Location of Post: Lome, Togo Duration: Minimum of two (2) years. POSITION S AUTHORITY Purpose of Post: To design, establish structure, identify players, measure the effectiveness of the Agricultural Value Chain Market System. Report to: Managing Director MAIN RESPONSIBILITIES The Agricultural Value Chain Market System Design Specialist will generally ensure the effective monitoring of project processes, activities, outputs, outcomes/impacts through undertaking the following specific responsibilities, among others: Develop and manage the project MIS to ensure a proper flow of information to and from the operational level to the PCT, and especially the provision of timely and adequate information for decision-making by the Ministry of Agriculture ( MoA ), which is the Project Management and the Executing Agency; Work in close liaison with all PCT staff and AVCMSD staff of MOARD, the PRS AVCMSD Unit of the Ministry Planning and the National Institute of Statistics, as well as other project stakeholder agencies. Organise and undertake the baseline survey, ensuring the genderdisaggregated data of all relevant project indicators. Ensure that appropriate Agricultural Value chain procedures are prepared, established and implemented so as to provide sufficient basis for review of programming progress and for recommendation for any changes that may be found to be necessary;

7 Review on a regular basis the status of Project implementation to identify corrective measures, bringing to the attention of Project management any problems/issues arising thereof which may hinder implementation of the Project; Lead the process of preparing Annual and Quarterly Work Programmes in liaison with the Financial Management Specialist and Project Accountants and with the support and inputs from other technical specialists, for the consolidation and preparation of the Work Plans and Budgets. The Annual Work Plan and Budget must be prepared and submitted to AfDB by the end of October of every year. The Specialist will also be responsible for the timely preparation of project quarterly and annual project implementation reports, which will contain evaluation of project progress in relation to the project objectives and outcomes, and planned outputs and activities. She/he will have similar responsibility in regard to Program Mid-Term Review and Project Completion Reports. Participate in AfDB missions, including prior mission arrangements and providing all Agric Value chain market system information required by the missions in accordance with mission requirements, especially reports related to the project s AVCMSD. Harmonize the Project s AVCMSD with the PRS deliverables framework in general and the MoA Value Chain Market system in particular by putting in place and developing a MoA-driven process. This will entail effective establishment of the Value Chain Market System at the County, District, Clan and farmer group levels, using participatory methods; Prepare result-focused quarterly Monitoring Reports on all aspects of project implementation and progress, with special regard to cross cutting issues of gender, poverty, environment and climate change. Draft TORs for project results surveys, where necessary, and supervise the recruitment of the necessary service providers in liaison with the procurement specialist. Give relevant backstopping to project implementers; In collaboration with the Gender Specialist, ensure effective gender mainstreaming in project activities by identifying and accounting for gender issues in planning, monitoring and evaluation. Coordinate and consolidate periodical reports from various collaborating and/or facilitating agencies on the implementation of community activities as well as those of Implementation Partners and Service Providers. Design, organize, and conduct the Project Start-up Workshop, the Annual Review Workshop, and other such relevant activities aimed at assessing Project progress. Assist in providing coordination between various programme components to ensure achievement of overall programme objectives.

8 Carry out any other activities that are assigned by the National Project Coordinator/Managing Director. Qualifications: Minimum Academic/Professional Qualifications At least M.Sc. in Social Science, Agricultural Economics, Statistics, or related discipline. Specialized post graduate training in Project Management/Agricultural Economics Minimum Experience Minimum of 5 years working experience in bilateral or multilateral donor-funded programs with at least 3 years of specific responsibility as a Value Chain Market Design Systems specialist. 5. POSITION TITLE: PROCUREMENT EXPERT Location of Post: Lome, Togo Duration: Minimum of 2 Years Purpose of Post: To ensure the effective and efficient conduct of all procurement activities associated with the project, in full compliance with the requirements and procedures of the Republic of Togo where applicable Report to: Managing Director MAIN RESPONSIBILITIES Specific responsibilities of the Procurement Specialist will include, but are not limited to, the following: Establishing procurement procedures for the project in accordance with the Republic of Togo requirements where applicable. Prepare a Procurement Plan for the project, in consultation with other members of Project Implementation Team Prepare and update the annual procurement plan to be included in Annual and Quarterly Work Plans and Budgets. Ensure the timely procurement of goods and services as identified in the approved Procurement Plan and in accordance with AfDB requirements. Prepare Standard bidding documents and coordinate the preparation of relevant inputs to standard bidding documents, such as TORs, specifications and Bills of Quantities from and supervise bidding/tendering processes for

9 the procurement of works, goods and services following AfDB procurement Rules and Procedures in addition to the Republic of Togo s procurement regulations as applicable. Prepare draft procurement notices in liaison with user entities and coordinate the evaluation of bids and consultants proposals including preparation of bid evaluation reports, recommendations for award and draft contract documents in accordance with AfDB requirements. Arrange for bid opening and service contract and negotiation meetings, including recording of proceedings in accordance with AfDB and the Republic of Togo requirements. Provide support in all stages of the procurement process, in particular in the evaluation of the bids and tenders. Participate in project management meetings and supervision missions, including the preparation of all information required for the meetings and supervision missions, in particular the procurement records for facilitating post-procurement reviews. Keep and maintain up-to-date procurement records, ensuring that the bidding tender evaluation process is documented in accordance with GoT requirements. Constantly review procurement arrangements in relation to the procurement plan to ensure consistency with grant agreements and identify weaknesses, if any, and measures that should be undertaken to mitigate the risks posed by any weaknesses; Coaching and training of procurement staff. Carry out any other activities that are assigned by the National Project Coordinator. Qualifications: Minimum Academic /Professional Qualifications At least a Bachelor s degree in Public or Business Administration, or Accounting/Finance or Architecture or Engineering or equivalent with proven track record and/or specialized training in procurement. Minimum Experience Minimum of two years experience as a procurement specialist for multilateral donor funded project or program; experience with a procurement authority will also be considered. Familiarity with GoT procurement procedures is an added advantage. COMPENSATION All positions have a competitive compensation package. Application Process
