1 POSITION DESCRIPTION Technical Writer Unit/Branch, Directorate: Location: Direct reports: ICT Capability Wellington Nil Salary range: G $66,387 - $99,580 Purpose of position: The Technical Writer is responsible for supporting the development and sustainment of the systems ICT Capability Directorate maintain, both within the GCSB and the wider sector. It provides vision, leadership, and governance of the overall ICT strategy, ensuring alignment with the GCSB and NZSIS strategies and investment plans. UNCLASSIFIED

2 Key accountabilities Developing, and Maintaining Technical Documentation Work with engineering staff to capture information required for the useful documentation of technical processes and procedures. Work with engineering staff in producing technical documentation such as manuals, diagrams and system configuration records. Produce documentation to the detail and standards required to achieve certification and accreditation. Participate as a member of project teams as required to generate and maintain records. Generate and maintain training material for systems within the assigned work area. Deliverables/Outcomes Documentation is complete, accurate and relevant Documentation is of professional quality and free of errors. Diagrams drawings and tables are of a professional quality and add value to the documentation. Documentation does not require any rework to achieve certification. The jobholder is a valued member of any project team due to the unique services and skills they provide. Training material is of a high standard and appropriate to achieving the transfer of knowledge to the students. Requirements Interpretation Interfacing with customers to elicit and define requirements and interpret these into specifications with sufficient accuracy and detail for technical staff to design solutions to. Update specifications and track requirements changes. Documenting customer requirements and developing written specifications and work plans. Assisting in the prioritisation of work and scheduling of activities. Participating as required in the GCSB Technology Governance process through engagement with the Technology Standards Authority and Technology Investment Committee. Subject-Matter Expertise & Team Membership With the agreement and support of management and senior experts, develop an area of subject expertise that is beneficial to the bureau and in professional development. Demonstrating the Bureau values and acting as a role model. Managing their own time and workload. Is punctual and demonstrates a strong work ethic. Customer requirements are well scoped and resource implications identified. Requirements are interpreted to the level of detail necessary to prevent reiteration with customers. Requirements are accurately defined. The technical writer adds value to the engineering processes through improving efficiencies. Documentation is accurate, appropriate, and current and is a valuable reference source to developers and customers alike. Documentation is of a standard to assist with certification. Managers, Developers, and Engineers have accurate information from which to schedule and prioritise work activities. Provides valued input to the Technology Governance process. The staff member is gaining expertise in areas of benefit to the Bureau and their personal staff development. Research is relevant, builds on corporate and personal knowledge and can be applied to business improvement. Personal training development plans are up to date and relevant to their Job Description. Understand their contribution to the GCSB and Unit/Directorate business plans.

Knowledge of high-level technical principles, particularly relating to

4 systems and telecommunications engineering. Proven ability to understand information systems and technology concepts and issues Experience with the Atlassian suite of products, particularly Confluence and Jira, is desirable. Knowledge of the New Zealand Information Security Manual (NZISM), is desirable. Experience working in a classified environment, is desirable. Knowledge of Agile processes, particularly the development and management of their artefacts, is desirable. Knowledge and Skills: Be self-motivated, results focussed, innovative and able to work with minimal supervision. Be committed to undertaking high quality work. Display initiative and drive to ensure success of deliverables. Demonstrate the discretion required when working in a sensitive and compartmented environment. Ability to understand and translate complex information and issues Ability to communicate with people with a diverse range of professional backgrounds Qualifications and Courses: Bachelor s Degree in Information Technology, Computer Science, Engineering, Science or equivalent; or Equivalent relevant industry experience Graduate level qualification in

5 Information Management and/or Design or equivalent, is desirable. Industry standard certification in project management, business analysis or technical authoring, is desirable. Computer science, information systems or network and system administration industry certifications, is desirable. Specific Job Requirements: Ability to obtain and maintain a TSS security clearance Changes to Position Description Positions in the GCSB may change over time as the organisation develops.
