1 VSO ETHIOPIA JOB DESCRIPTION Job title: Technical Advisor Livelihoods Responsible to: Head of Programs Direct reports: Program Officers Duty Station/Location: Addis Ababa Service duration: One year with possibility of extension based on performance and availability of fund Role purpose: Lead on Program Development and Business Pursuit of the Livelihoods Programing Responsibilities Key Performance Indicators Competencies Skills, Knowledge & Experience Required Strategy and Signature Program Development In line with VSO s People First Framework, develop a contextualised Livelihoods signature program that reaches out to the needs of the Youth reflecting on emerging Youth issues Engage proactively with VSO s Global and Regional technical, thematic, and other advisory groups to develop an agile program that speaks to the country s need and VSO s global direction Develop the program thinking to identify new niche within an overall resilient livelihoods Theory of Action including entrepreneurship (and enterprise development), employment, and inclusive value chains Conducting a vulnerability and context analysis to emphasise the need for a deeper understanding of aspirations of primary actors before project design; identify the primary actors informed by the context analysis Use the relational approach through volunteering to sustain developmental impact in resilient livelihoods to design dynamic and fresh projects Put in place relevant program targets including the plan to achieve it by coordinating the required Excellent development of a quality Signature Program and widening its evidence base, and ensuring flexibility and focus in its approach Clear achievement of tangible resource mobilisation targets and securing long-term business stability of the sector Improved visibility of VSOs brand, including promotion of its approach within key sector players in country Production of excellent reports, documentation of project success, best practices and knowledge products for the sector Strengthened coherence of business development and program implementation within the sector Establishment of strong partnerships with key Ministries, donors, and other stakeholders including creation Working together: Successfully leads teams and develops others teamworking skills. Communication and influencing: Drives a compelling programme vision, inspires others by: advocating plans and ideas within and outside VSO; maintaining a wide, influential network; coaching. Managing Knowledge: Leads initiatives that improve knowledge management; develops others knowledge management skills. Striving for excellence: Leads initiatives to improve policies and practices; is a role model for continuous learning and improvement. Essential: Post Graduate Degree in Social Science or relevant field with strong experience around youth program design and engagement Minimum of 8 years work experience in relevant sector preferably significant portion of it to be in Youth Livelihoods interventions, Youth leadership, engagement and mobilisation Minimum of five years work experience in INGO or Donor world Excellent understanding of the country s socio-economic development, livelihoods opportunities, youth engagement platforms, and the private sector Experience of program development focused on using/accessing assets in skills, social capital, finance and information and natural resources, Already established professional relationship with Government institutions, well-versed with regard to

2 advice and support within the wider global team Provide technical leadership and strategic direction to the sector so that different projects and initiatives are cohesive and effective Champion integration through working with the education and health sectors in ensuring a holistic systems thinking approach to our work in order to build community resilience Collaborate and engage with other key functions in the country office, the Hubs (regional) and the Global teams to mobilise technical support, ensuring effective learning and continuous improvement of programming in the country office. Ensure alignment of the Signature Program to the core program areas focusing on resilience, social accountability and social inclusion and gender Constantly monitor the emerging livelihoods situations in the country, including market linkage development, and make recommendations for implementation, review and CPAT learning Partnership and Networking Develop the sectors partnership and engagement strategy to implement the Signature Program and meet its Business Pursuit targets Based on the partnership strategy, engage meaningfully in strategic networks, platforms, and meetings as well as informal networking with influential decision makers in these spheres Increase VSO s visibility with line Ministries, donors, academia, private sector, platforms and other relevant partners for its unique approach, products and service offerings in the sector Champion in youth leadership and engagement initiatives representing the country office in different platforms Strongly engage with the Federal Ministry of Youth of youth platforms and initiatives Demonstrated team leadership and team management Managing Resources: Organizes own and others' work to meet objectives; clarifies accountability or roles; allocates budget wisely, seeks ways to generate and save money through cost-effective implementation of activities. Managing People: Builds a high performing team that meets challenging objectives linked to corporate objectives, and works efficiently with other teams. Developing People: Be a role model for coaching, mentoring and developing others, and for effective use of VSO s staff development processes and opportunities Leading for the Future: Builds confidence and excitement in VSO's work and vision, both internally and externally; leads innovative projects. Thinking Strategically: Leads strategic projects, coaching others to consider global and long-term impact, and to consult within and beyond VSO. successful livelihoods initiatives, youth networks, and CSOs Well established business development and resource mobilisation experience with proven track record of achievement Proven record of high level strategic thinking and engagement with donors, academia, development partners, government institutions, and the private sector Experience in new partnership establishment and development for program achievement Demonstrated analytical skills for strategic thinking, policy engagement, and program delivery Demonstrated experience in managing and working with teams of multidisciplinary professions and cultures Good communication (written and oral) and interpersonal skills, particularly in a cross-cultural environment able to work with a diverse support team and volunteers Sound level of program delivery experience Desired : Technical knowledge of M&E Significant level of understanding of the country context in VSOE target locations Budget and grants development and management skills. Coaching and mentoring skills

3 and Sports to ensure VSO continued to be seen as one of the lead development actors within our program focus area Manage high level partnerships that spans across different projects and ensure VSO s integrity, commitment and policy is maintained Represent the sector in relevant forums and task forces and promote VSO s approaches and program values Business Development and Resource Mobilisation Lead on the development of technically sound concept notes and project proposals for the sector and achieve a stable pipeline for business sustainability Explore and identify business opportunities for the Livelihoods Program and work closely with VSO s wider team to ensure the sector is ready and well equipped to take on opportunities Ensure that the signature programme s funding plan includes feasible business development strategies Proactively link networking and partnership outcomes to business development and resource mobilisation efforts Lead on high level national and global collaborations, including preparation and coordination of international events, to support business pursuit efforts Develop the volunteer resourcing plan for the program and ensure the JDs are adequate for resourcing and develop the volunteer performance agreements by closely working with the Program Officers Delivering Results: Effectively leads large teams or complex projects, generating a goal-oriented, problem solving team mentality and ensuring timely, high quality results. Strategic Opportunism: Explores and sieges opportunities in funding, networking, and policy change Attentions to details: Has grasp over current donor priorities, proposal formats, log-frames, budget and variance analysis formats, ability to understand and interpret complex M&E reports Ability to demonstrate: Team Management and Coordination: experience of leadership and high level coordination and management of people Communication - Excellent verbal and written communications and report writing skills Representation and negotiation skills ability to negotiate difficult deals and maintain relations with stakeholders Planning and Time Management Excellent in prioritising tasks, time management, effective while working under pressure with tight deadlines Financial being well versed with financial requirement and able to capture top line indicators of financial performance Advanced computer skills in MS Office word, outlook and excel. Flexibility to adapt, positive attitude towards change, and constructive and creative approach to problem solving Strong team player Commitment to VSO s values Team Leadership and Quality Assurance Provide strategic leadership to the team and oversee the overall livelihoods projects under the

4 signature program Lead the livelihoods sector s donor management and reporting requirements including sectorial and global periodical reporting needs Effectively support and manage the delivery of the project officers through setting and monitoring of KPIs and ensuring on project delivery meets the expected standard by providing timely support including mentorship Monitor the implementation of the Signature Programme and conduct regular performance review of the targets set including for the Volunteering for Development deliverables Provide Quality assurance of projects through the review of project outputs, key milestones, M&E plans, including quarterly and annual reports, documentation and other requirements Support programme and project budgeting in collaboration with the project officers, procurement and finance functions Periodically travel to project sites and engage with primary stakeholders and partners, both to support the program implementation as well as to ensure quality program delivery Knowledge development, Evidence Generation: Lead the generation of knowledge products, publications and documentation of the program including preparation of project briefs and evidence to support the program direction Provide leadership in documenting and scaling up promising practices in Livelihoods with special focus on integration Lead on Program/Project Evaluation initiatives and work closely with program officers and the MERL team to ensure accurate data and learning is captured during project monitoring and evaluation

5 Engage with research and knowledge generating institutions to ensure VSO s developmental added value is recognised widely Collaborate with regional and global Knowledge and Impact team to maximize outcome of the country office including defining of research priorities and undertake research and evidence gathering Engage in relevant policy fora at national and international level to connect VSO s program delivery outcomes to build up the evidence base on relevant policy and its practice Take part in the livelihoods community of practice (COP) and share lessons and learnings with the CPAT and the COP members. Other Duties Actively contribute towards the development and effective implementation of VSO-E Country Strategy Plan and work closely and collaboratively to assist VSO-E in delivering its objectives, Fulfill other appropriate level responsibilities as defined by the Country office from time to time
