TENDER FOR CONSULTANCY SERVICES ON MANPOWER PREAMBLE: Tourism Corporation of Gujarat Ltd., (TCGL) is wholly owned Government of Gujarat Undertaking engaged in the business of Development and promotion of Tourism in the State of Gujarat. TCGL is operating various hotels & cafeterias in the state of Gujarat. The Corporation is also operating Tourism Information Bureaus within and outside State. The activities of the Corporation are manifold which includes project implementation, events, operational activities etc. Manpower strength: The Corporation has total strength of 322 employees. The break up of man power strength is as under:- Regular employees/officers : 245 Fixed pay employees : 77 Total Strength : 322 The class wise classification of manpower strength is as under: Class : 1 : 02 Class II : 06 Class III : 164 Class IV : 73 Total : 245 Scope of work: TCGL invites detailed proposals from reputed and experienced management/hr Consultant for the following:

3 1) Restructuring of existing manpower keeping in view the fact that majority of the staff is retiring from 2012 to ) Promotional policy for the existing staff 3) HR policy for the Corporation. 4) Adopting best practices by using tools like ERP/SAP/KAIZEN etc. 5) Skill Development of existing staff through training. Time Limit for completion of assignment: The assignment has to be completed within a period of one month from the date of awarding the work. Two bid process: (a) Technical bid: The Consultant has to submit the technical expertise, experience, proof for similar assignment handled in the past and other relevant details as a part of technical bid in the format Part A. The hard copy of technical bid along with supporting documents shall have to be deposited in the office on or before 21 st February (b) Financial Bid: The Consultant has to submit the financial bid for implementing the assignment as per the format enclosed Part-B. The financial bid has to be submitted through only. Technical weightage will be 30% and the same will be based on presentation focused on concept and methodology of assignment. The Financial Weightage will be 70%. Tender Fee: The tender fee of Rs. 1000/- (non refundable) has to be deposited along with the technical bid by way of Demand Draft in favour of Tourism Corporation of Gujarat Limited payable at Gandhinagar. EMD : The EMD of Rs.50,000/- has to be deposited along with the technical bid by way of Demand Draft in favour of Tourism Corporation of Gujarat Limited payable at Gandhinagar. The EMD in case of unsuccessful bidder will be returned and in case of successful bidder the same will be converted in to Security Deposit which will be returned after successful completion of the assignment

4 Criteria for selection of the Consultant: Consultant should have experience of minimum 5 years in undertaking the above activities. The necessary proof to be submitted. Consultant should have experience of man power restructuring of a body corporate having minimum man power strength of 500 employees. Consultant should have enough staff to undertake the assignment on a time bound basis. The turn over of consultant shall be Rs.1 Crore in three immediately preceding financial years. Preference will be given to Consultant having experience of similar assignment in Governments PSUs. Special Clause: The Corporation reserves the right to accept or reject the tender without assigning any reasons. Last date for submission of proposal: 21/2/2012 up to 3.00 pm.
