We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions. We work in Africa and Asia with communities, governments, academic institutions, and local and international organisations, to ensure effective delivery of services, which are supported by strong evidence. Our areas of expertise include: disease prevention, diagnosis and treatment disease control and elimination systems strengthening research, monitoring and evaluation leading to best practice behaviour change communication national and international advocacy and policy development

2 Country and project background Malaria Consortium began activities in South Sudan in 2005 and is currently implementing an integrated community case management programme for malaria, diarrhoea, pneumonia and nutrition in Northern Bahr el Ghazal, overseeing Global Fund supported universal distribution of LLINs in Norther Bahr el Ghazal, supporting the management of NTDs in four counties in Yei River State through mass drug administration and providing strategic technical assistance to the MoH in Wau, Tonj, Eastern Lakes, Western Lakes, Gok, Yei, Juba, Kapoeta and Torit states. Malaria Consortium works with partners at all levels of government in an effort to support South Sudan in rebuilding the health system after successive conflicts. The Health Pooled Fund is a consolidation of funding from the British Government s Department for International Development (DFID), the Government of Canada, the European Union, the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for International Development (USAID) and aims to support the Government of South Sudan in reducing maternal and infant mortality, ensuring universal coverage, and improving the overall health status as well as the quality of life of the South Sudanese population. The Health Pooled Fund is based on a county model, whereby support is provided to the county health departments for the delivery of health services, health system strengthening and community ownership. Malaria Consortium is planning to support the county health departments in Aweil Centre, Aweil East and Aweil South under Health Pooled Fund. Job purpose To work closely with the Juba finance team and field finance officers to ensure MC South Sudan Programme maintains acceptable accounting standard and financial control according to the MC finance rules and procedures. Scope of work Senior finance officer will be responsible for posting of transactions into PSF (Accounting system) after all compliance checks are met and preparation of month and year end report as required by MC. Key working relationships Finance team Juba, Log and program team Aweil. Key accountabilities (percent of time spent on each area) 1. Finance work Register Invoices delivered by suppliers into PSF after making sure that all compliance checks are met. Post invoices to the relevant ledgers after processing by the relevant departments. Recharge on a monthly basis Vehicle, Guest house, Travellers, staff salary, Operations costs into PSF as per MC guidelines

3 Review and post Field returns into PSF as per MC guidelines. Review all cash and Bank transactions posted into PSF on a weekly basis. Review bank and other reconciliations on a monthly basis. Support Payroll review especially time sheet allocations and daily rate calculations. Advise the Finance and Management Accountant on the arising financial matters and sharing areas of concern suggesting solutions. Support and supervise the Finance Officer Cash to arrange for timely bank transfers to the field offices, check approval by budget holders and ensure proper accounting of transfers. Support In the preparation of monthly BVAs. support in budgetary planning and revisions. Support in the timely completion of checklists for month and year ends. Any other reasonable duties as may be required from time to time. 2. Suppliers Invoice 3. Support the Finance Officer Cash in posting payments onto PSF general ledger. 4. Petty Cash: Count Petty Cash on a weekly basis with Finance Officer cash as per MC Guidelines 5. Operations related work: Support in archiving all finance documents and ensuring that they are in safe custody and easily accessible by the finance team. Support External and internal Audit Participate in induction of new staff and advise MCSS staff in relation to compliances to donors, MC operating standards, local laws and Acts Person specification Qualifications and experience: Essential: Diploma or Bachelor degree in Finance, Accounting or Business studies Minimum of one year for Bachelor degree and three year's work experience Desirable: Studying for a recognised accounting qualification, ACA, ACCA, AAT or CIMA. Working knowledge of accounting software, especially PS Financial Work-based skills: Essential: Strong ability to be able to manage and prioritise multiple tasks
