This consisted of 18 key actions to be completed by end March/April Progress on these actions was reviewed in May It was agreed that there had been good progress on the action plan in completion of actions and good Page 1 of 6

2 progress on the uncompleted actions or valid external reasons for non-achievement. Of the 18 actions, nine were fully achieved, one mostly and one partially. Of those activities that were not achieved, five relate to the census. While the census results have not yet been released there has been substantial progress since January 2012 (from 35% scanned to over 96% scanned by end April 2012). As a result of this progress, EU and UK DFID agreed that this was sufficient to justify meeting their original replenishment commitments. Despite this progress, GSS face challenges to completing all project activities by the end of December In particular the completion of the following three elements, accounting for US$2.4 million of project expenditure, were considered most at risk: census analytical reports; manual of standardised concepts; completion of ICT activities. The possibility of extending the closing date for the MDTF, to allow for completion of these activities, was discussed. It was agreed that any final decision on extension would be made in mid-june when progress would be assessed on: release of census results; availability of consultants to undertake census analysis and report writing; agreement and approval of format to undertake the census analysis and report writing; recruitment of consultant to lead on development manuals of standardized concepts etc; and ICT elements (enterprise architecture consultant in place, identification of Local Area Network (LAN)/ Wide Area Network (WAN) provider, contracts issued on user hardware and software supply and installation etc). 6 Key Decisions Regarding Implementation Following the review mission May 2012 UK DFID and EU have decided to continue their planned replenishment to the MDTF.
