1 JOB DESCRIPTION Position: Location of position: Reporting to: Graduate Structural Design Engineer Suva Structural Design Manager Objective The position is responsible for assisting in the preparation of structural engineering designs across a broad range of infrastructure projects such as bridges, jetties and crossings. Key Duties and Responsibilities Scope, investigate, define and prepare project plans for structural engineering investigation and design projects. Preparation of structural design drawings, specifications, risk matrices and cost estimates for a range of structural design projects Assist in the preparation of consultant briefs for designs and investigations. Assist in the management of multi-disciplinary consultant teams to achieve design objectives within budget expectations. Develop a project plan for each assigned project Monitor project plans to ensure objectives are being satisfied and provide timely advice to the Engineer/Manager on any anticipated delay affecting project commitments. Undertake technical investigations and assist in the preparation of reports on a range of structural investigation and design projects. Investigate, document and assist in the preparation of applications for statutory approvals. Undertake structural designs in accordance with FRA approved design standards 1

2 Assist in the preparation of draft reports to the FRA Board on design and investigation projects Liaise with Public Utilities and other Authorities, user groups and FRA staff regarding engineering matters. Undertake inspections of construction works and assist in providing advice on any required design modifications. Provide assistance to other design staff as required to achieve an effective team. Undertake post construction reviews and assist in recommending areas of improvement. Ensure speedy and courteous responses to all enquiries from the general public, other Departments and Authorities dealing with FRA. Maintain knowledge of standards policies, current best practice and challenges in Structural Engineering. Contribute to the long-term planning and strategies relating to the projects and programs within the Structural Design Section. Co-operate with FRA to enable compliance with any reasonable request relating to OHS. Other duties as may be required Common Accountabilities Compliance Ensure that all actions of the Authority and its Contractors and other agents are at all times within the law Ensure that all actions are within such powers as may have been delegated by the Authority Compliance at all times with the Authority s Procurement Plan, Contracts Management Policy, Asset Disposal Policy, Complaints and Requests for Service Policy and all such other policy decisions that the appointed Authority or the CEO may make Full compliance with the adopted risk management framework within the Officer s area of responsibilities 2

3 Organisational Performance Promptly furnish, complete and accurate financial and non-performance results (against such of the performance targets listed in the Asset Management Plan and Corporate Plan and any other performance criteria within the assigned area of responsibility) throughout the year and for the Half Yearly Repot and the Annual Report. Note: A named position will be allocated responsibility for each performance target General Management In all decision-making (at all levels) identify all reasonably practicable options for achieving the objective of the decision and assess the economic, environmental and social impacts of each option in order to identify the preferred option In all work relating to the Officer s particular area of responsibility be satisfied that value for money is being achieved and that the roads are being managed in the most effective, efficient and optimized way possible in a manner that will ensure preservation of their long term service capacity and integrity Protection of the Authority s intellectual property rights Protection of the Authority s reputation Good public relations Others Emergency Management Contribute to the formulation of, participate in the preparation of, and participate in regular training relating to a Business Continuity Plan and an Operations Recovery Plan 3

4 Personal Performance The personal performance of all employees will be evaluated against their respective Specific Accountabilities and these Common Accountabilities annually, following submission of the Annual Report to the Minister. The Structural Design Manager will appraise the Graduate Structural Design Engineer and this will be reviewed by the Head of Design & Procurement. Mandatory Requirements Bachelor degree in Civil Engineering and/ or Structural Engineering Experience in engineering design and construction Project management experience. Experience in applying relevant legislative, statutory and industry standards in relation to engineering design. Experience investigating, analyzing and resolving design problems. Sound written, interpersonal and negotiation skills with the ability to relate to a diverse range of stakeholders. Ability to present accurate, concise and timely reports on relevant matters. Sound English communication skills (written & oral) Desirable Requirements Full Drivers License (preferred manual) Experience in engineering design and construction with an emphasis in the design of bridges, crossings and jetty infrastructure. Project management experience with the ability to deliver projects that meet deadlines, budgets and deliver identified outcomes. Possess a result driven, value for money focus Result oriented 4

5 Ability to meet stringent timelines and work under pressure Ability to work independently with minimum supervision on a diverse range of design projects. Ability to manage a number of conflicting priorities simultaneously. 5
