Sir, S N E AE AI L On behalf of thousands of Comrades of SNEA MH we convey sincere thanks to you for attending the Open Session of the Circle Conference of SNEA MH at Nagpur on18th Sept 2017 by sparing time from your busy schedule. Even though due to short span of time between the Air tickets booked and mainly due to delayed arrival of plane from its schedule, you good self could not spare time for addressing the gathering and there was no chance for members present at Circle Conference Nagpur to have interaction with Circle Head as well as with HR head of BSNL Maharashtra Circle which is always main purpose of such open session. We have detailed discussions on development issues as desired by CGMT MH and to keep focus on the goal of development it is need of time that HR issues needs to be settled immediately for high level motivation of staff and officers working for achieving such extra ordinary goal. We are very happy that once again Shri. Peeyush Khare CGMT MH Circle has publically announced that he has delegated entire HR powers to you and we are confident that you will accept it at least hence forth and help us in resolving HR issues. I would like to put on record that even though some of HR issues are settled by you as pursued by SNEA MH, till there is mass unrest among the present careless and casual working of Staff section while dealing with HR issues of executives. It was pointed out by about all District Secretaries and delegates who have taken part in discussions that attempt of your office for issuing transfers on name of Non Performance and its wrong pleading in Hon Court by saying it as transfers not on basis of Non-Performance with bare violations of basic guidelines on Page 1 of 5

2 transfer policy has been criticized by all and definitely there is need of serious review of it. If your HR is so interested on Performance bases transfers, we are with you then please first act on Non Performing GMs/ DGMs and 50% SSA Heads who are nonperformers in the eyes of CGMT MH Circle as being quoted in Brain Storming session. Anyhow, we have detail discussions on many of the HR issues and we have consolidated same and we are in need of detail discussions and proper, timely & logical solutions on these issues which are pending for different reasons. The details are as follows. 1. Permanent and timely procedure for issuing DGM LA orders before completion of ongoing/current spell. 2. Permanent and timely procedure for issuing DE/AGM LA orders before completion of ongoing/current spell. 3. Permanent and timely procedure for issuing SDE LA orders before completion of ongoing/current spell. 4. Immediate arrangements for online VCs for all DPCs and promotions. 5. Tenure transfers of executives who have completed tenure by QE Sept Circle Tenure stations and its applicability for different units viz Telecom, Finance, Civil, Electrical etc. 7. While HR integration works monitoring & control also with SSA head to avoid loss of time & of course money of BSNL. 8. With perfect HR integration salary, VC & Service book maintenance of every ACE executives should be with working SSA not with Division 9. Biased approach by Staff/FC section in granting facility of immunity on transfers of Office Bearers 10. Centralization of HR works of Finance & Electrical wing etc at par with Civil & Telecom wings with Staff Section under GM HR/Admn as per guidelines from BSNL Corp Office. 11. Withdrawal/Removal of ban on request transfers till March 2018 as per guidelines on the subject. 12. No transfers even 10% also on so called performance basis or its applicability limited to 10 % starting from top or from bottom and not only against JTOs/SDEs. 13. 3 15. Arrangements for periodical Posting of executives to TERM cell Mumbai/Nagpur and Pune. 16. Final review and stand on request transfer from and to Mumbai. 17. Special Drive by calling options for filling up vacancies at SSAs like Ratnagiri, Buldhana, Chandrapur, Jalgaon etc. 18. Rationalization of staff strength of SSAs in different cadres. 19. Counting of executive strength as per transfer orders and making it practical with on joining of officer. Officer not joining after three months of order may be counted in working SSA and not under transferred SSA. 20. An instruction of CGMT MH for No Separate polices and working only on transfer policy issued by BSNL CO in 2008 with amendments and how to work for resolving filed difficulties. 21. Framing guidelines for posting of JTO trainees for field training as well as on completion of field training. 22. Pick and choose approach while considering request out of Arch section and need of corrections in policy thereof for uniform applicability thereof. 23. Consideration of request transfers for Non-Recruiting Units. 24. Give free hand to SSAs to have their Urban/Rural transfer policy in consultation with recognized association SNEA locally or give common guidelines applicable to all SSAs equally and stop interference direct or indirect by GM HR /Admn in such transfer posting within powers of SSA Heads. 25. No long stay transfers from Most Non Popular stations. 26. Personal Hearing to executives by GM HR /Admn Mumbai on fixed day and timing without appointment and review of visiting Hours 27. Review on frequent use of tool of relieving officers from ERP and action against SSA Heads/ officers who are relieving officers on pick and choose basis. 28. Overall control of CTCC Nashik, RTCC Nagpur and RTCC Pune with office of CGMT MH Circle at par with other circles. 29. Review on stand of Revenue loss of SSA and posting of executives thereof. 30. Standards for posting of SSA/BA Head and it proper implementations. 31. Review of Business Areas by accessing practical difficulties. 32. Request for posting of GM Level officer at Business Area Head Solapur. 33. Request for posting of GM Level officer at Business Area Head Nanded. 34. Equalization of DGM/GM & PGM level Officers saturated in Pune, Mumbai and Nagpur and meeting shortage of SSA/BA Heads in filed units. 35. Regular posting of SSA Head Kalyan. Page 3 of 5

4 36. Transfer / Replacement of existing SSA Heads who have completed their tenure as SSA head being a sensitive post. 37. Considering at least VRS given by the Non Performing SSA Heads or action against them for non-performance as per special policy designed by your office e.g. TDE Wardha and TDM Parbhani. 38. Application of long stay Criteria & in case of Mrs. Namrata Tiwari GMT Nagpur on completion of 23 Years at same location. 39. Underutilization of capacities and talent of GM level Officers viz RTCC Pune and GM Arch Mumbai, PGM Yavatmal etc and their posting at suitable place. 40. Proper use of idle manpower available at Architecture wing Mumbai. 41. Following steps of CGMT MH for maximum utilization of video conferencing and not calling even single officer for any work at Circle office Mumbai thereby saving lakhs/crores of rupees on TA/DA and stay/food arrangements and mainly saving time of the field officers. 42. Review of Vindictive actions during agitational programme. 43. Cancellation of DGM posting order of Mr. Shende DGM Aurangabad which is issued in back door without publishing on MH intranet by using bogus handicapped certificates and mainly after expiry of the 40 days period defined by BSNL Corporate Office and action against officers who are involved in such malpractices. 44. Reasons for Prolonged retention granted with new trend of temporary abeyance for three months period to Com. D R Pokale DE Beed on his transfer to Ratnagiri and action to cancel his abeyance order to settle unrest among the executives in Beed as well as Ratnagiri. 45. Pay fixation case of LDCE passed candidates for allowing CDA option at the time of first promotion. 46. Stand on posting policy on DGM, DE SDE L/A, in the cases referred by SCT cell for verification of validity of cast certificates of concerned officers. 47. Avoiding repeated corrigendum s issues by each and every order of staff section by taking prior precautions. 48. Allotment of dedicated vehicle for Civil & Electrical executives in each SSA at least combined for both wings. 49. Non Standard Electrical Fittings /wiring under directions by Civil wing spoiling interior decoration of Staff Quarters. 50. Using separate file for issuing correspondence and minutes of recognized association SNEA. Page 4 of 5

5 51. Apart from this, the individual cases as attached in Annexure need your kind attention for resolving their grievances and giving justice to them. Sir, these are just consolidation or listing of issues and with detail discussions on each and every subject in this Circle Conference, Nagpur, we are ready with supporting documents and evidences and before matter is taken to the court of CGMT MH, we would like to have detail discussion on the subject and please spare some time for it form your busy schedule.
