1 Estates and Buildings Division The Post ASBESTOS CO-ORDINATOR REF: MC40 The postholder will ensure the safe completion of asbestos re-inspection material and priority risk across the UEA portfolio; assist in the management of asbestos removal and analytical contractors to comply with Statutory Asbestos Legislation (Control of Asbestos Regulations 2012) and Codes of Practices; and ensure that identified works completed are updated in the MICAD system. The precise duties will be agreed in discussion with the Manager. Person Specification The person specification for this post is attached as Appendix B. Applicants will be expected to demonstrate how they meet the essential criteria for the role and provide evidence to support this. GENERAL Salary Salary will be 20,989 to 24,298 per annum on Grade 5 on the single salary spine. The normal expectation is that starting salary will be at the minimum of the advertised salary scale. Additional remuneration will be paid for participation in voluntary overtime. Overtime is not guaranteed but may be available during peak periods of activity. Starting date The post is available immediately on an indefinite, full-time basis.

Annual Leave Entitlement There is an annual holiday entitlement of 20 days plus statutory (8 days) and customary (6 days) holidays. Superannuation The post is superannuable under the Universities Superannuation Scheme. 5 APPENDIX A JOB DESCRIPTION REF: MC40 Job Title: Asbestos Co-ordinator Grade: 5 Division: Reporting to: Estates and Buildings Division Asbestos Manager Job Function/Purpose: To ensure the safe completion of asbestos re-inspection material & priority risk across the UEA portfolio. To assist in the management of asbestos removal and analytical contractors to comply with Statutory Asbestos Legislation (control of asbestos regulations 2012) and Codes of Practices. Ensuring that identified works completed are updated in the MICAD system. To be the Deputy Responsible Person for Asbestos and to comply with all legislation, Health and Safety, statutory and internal policies and regulations. To work effectively with colleagues within the Estates Division and the wider University community, always being mindful of the academic environment we are operating within. Main duties include: To Undertake Asbestos Survey Re-inspections of UEA assets within a 12 month Period and arrange the agreed program. To assist in the management of and or undertaking of Asbestos projects / works / inspections associated with the Universities Estates related statutory obligations, and general business risk. Supply accurate information in a format that is compliant with existing procedures Input asbestos material risk assessments & Priority Risk assessment information from current asbestos re-inspections directly into the UEA MICAD asbestos register data base using a hand held tablet with dedicated software. Provide advice, information & support the HFM, Estates staff, customers and building managers. Liaise directly with the HFM, Estates staff, customers and building managers with issues directly related to asbestos re-inspections and removals. Carry out ad-hoc asbestos inspections outside the agreed program as required by the UEA operational demands. Where required engage and arrange inspections / Sampling from UEA approved UKAS accredited Laboratory. To assist in identifying current and future assets asbestos related risks. Understand and agree asbestos removal method statements for all asbestos related works on UEA assets.

6 Ensure that robust health and safety procedures and practises are maintained on all aspects of the projects/works, escalating issues to the Asbestos Manager. Undertake regular site visits and inspections to report on work in progress, quality and compliance in working environments. Auditing of asbestos removal contractors and works for compliance with Control of asbestos regulations & licenced Contractors Guide. Auditing In house & HFM staff for compliance of UEA asbestos management plan. Collate all post removal information in order to update the MICAD system. Act as the main point of contact in the absence of the Asbestos Manager, to ensure that work continues in a safe way and any issues arising are brought to the attention of the appropriate manager without delay. To be the Deputy Responsible Person for Asbestos in the absence of the Responsible Person, taking responsibility for the following activities (all other activities will not be undertaken when the Responsible Person is absent): Ensure the Asbestos register is updated to reflect all asbestos removal works; changes to material or priority assessment; discovery of previously unknown ACMs (asbestos containing materials); and updates following re-inspections. Taking responsibility for ensuring that the records are accurate, up-to-date and readily available. Instruct for the removal or encapsulation of ACMs resulting from the programme of inspections, with reference to standard procedures and processes. Circulate Refurbishment and Demolition Surveys to all relevant persons, if requested. Communicate progress to relevant Client, School, Department or the University community. Assist with post project evaluations at project completion and review those findings in discussion with the Asbestos Manager as a process of continuous improvements. To participate in team meetings and other Estates activities. To meet the University s business needs, there may be a requirement to work outside of normal working hours. Any other such duties as may be assigned by the Manager that are commensurate with the grade of the post. February 2016

7 PERSON SPECIFICATION APPENDIX B Post: Division: Asbestos Co-ordinator (Ref: MC40) Estates and Buildings Division Applicants will be expected to demonstrate how they meet the essential criteria for the role and provide evidence to support this. Criteria Essential Desirable Education, experience and achievements Skills & Knowledge Personal Attributes 1. Educated to NVQ Level 2, BTEC Certificate, Diploma or City and Guilds Level 2 (or equivalent qualification or demonstrable equivalent experience). 2. Experience of undertaking a lead role within a building maintenance / construction environment. 3. Knowledge of budget management experience including the application of cost control methods for projects. 8. Understanding of statutory legislation (Control of Asbestos Regulations 2012). 9. Understanding of relevant Health & Safety legislation and evidence of recent training. 10. Good written and verbal communication skills in English language. 11. Able to demonstrate tact and diplomacy in working relationships. 12. Customer focussed approach to project delivery. 13. Proficiency in Information Technology use, including Microsoft Office and Project Databases (i.e. Access) software and CAFM packages. 14. Good problem solving skills. 18. Able to organise and prioritise own workload. 19. Team player. 20. Flexible and creative. 21. Commercially aware. 22. Evidence of Continuous Professional Development. 4.
