Oxfam International (OI) is a confederation of 17 organizations working together with over 3000 partners in more than 100 countries to find lasting solutions to poverty and injustice. The OI Secretariat is based in Oxford, UK and operates advocacy offices in Washington DC, New York, Brussels, Geneva and Addis Ababa. Team Purpose CaLP is the global partnership for cash transfer programming in humanitarian assistance. We work with individual organisations to help them increase the scale and quality of cash programming. And we bring organisations together to address the most pressing collective issues for cash. CaLP currently has 50 members, united by their commitment to our shared mission. Collectively, the members of CaLP deliver the vast majority of cash transfer programming in humanitarian assistance worldwide. Our members include UN agencies, donors, international NGOs, local NGOs and private sector organisations. Our Board, Technical Advisory Group and Global Advocacy Cash Network are all drawn from our membership. CaLP does not deliver cash transfer programmes directly. A small secretariat works with members to achieve the four strategic objectives set out below: 1. Provide specialist capacity building services and advice. 2. Make the evidence base easily accessible, improve it and apply it through standards and tools. 3. Provide support to coordinating bodies. 4. Ensure influential policy processes advance CTP and the global framework for action. CaLP has offices in the UK, Geneva and regional offices in West Africa, East Africa, Middle East and the US. The East Africa Regional Office is in Nairobi. It engages with members and other stakeholders to promote the scale-up of quality CTP. Its agenda includes advocacy, promoting improved coordination, information sharing, advice, capacity building and strengthening the evidence base for cash. The Regional Office supports work in various country contexts within East Africa. Job Purpose - Key Responsibilities and Accountabilities The CaLP Capacity Building Lead Regional will lead the development of CaLP s training in the region. With an emphasis on consistently high quality work, s/he will plan, deliver and evaluate training courses and provide support to CaLP members in the delivery of their CaLP affiliated training. While the role has a strong training focus, the post holder will also engage with and support a wider capacity building agenda. This will include planning and facilitating learning events; providing advice and information to organisations engaged in CTP and contributing to the development of learning resources. The post-holder will contribute to the development of regional and global plans. At times, the postholder will contribute to the development of funding proposals and will be responsible for generating

3 information to contribute to donor reports. The post holder will ensure compliance with CaLP and donor policies and procedures as relevant to their work. The post holder will achieve all the above by working closely with the East Africa and Global CaLP teams, engaging with CaLP members and the broader community of practice. Working with a high degree of autonomy when delivering training, the post holder will maintain a high quality of work and professional standards at all times. The Capacity Building Lead will work with a range of CTP actors, engaging with people with a wide range of backgrounds, experience and seniority. Job Dimensions Contribute to CaLP s regional and global strategies and plans. Develop and roll out agreed training plans, ensuring training work is delivered to a consistently high standard and evaluated to assess its effectiveness. Contribute to the review and revision of CaLP training courses, leading the development of agreed elements as appropriate. Contribute the development of new CTP information and resources generated by CaLP in East Africa and input to the development of global materials. Represent CaLP externally, engaging with a wide range of humanitarian actors in training and other contexts as appropriate. Influence the work of CTP actors in East Africa by sharing information, evidence and learning to support improved programming. Key Responsibilities Strategy and Plans: Assess CTP training needs in East Africa and provide guidance to inform the plans of CaLP staff, members and other stakeholders. Develop a training strategy and plan for East Africa, in alignment with the regional strategy and CaLP s Global Capacity Building Strategy. Continuously map stakeholder priorities, training initiatives and gaps related CTP at a regional level identifying entry points for CaLP training and potential partnerships and collaboration. Working within agreed policies, disseminate CaLP training materials to other practitioners and follow-up on their adoption and use. Training Course Development, Delivery and Review: Actively contribute to the development of CaLP training policies and guidelines. Input to the development, revision and piloting of CaLP training courses. Lead the planning, organisation, contextualisation and delivery of CaLP training courses in the region, working with co-trainers as relevant. Document and respond to training inquiries and requests in collaboration with the Regional Representative. Deliver trainings and facilitate workshops to enhance CTP capacity of people involved in CTP in East Africa, and potentially other locations, as per the regional plan and global needs. Collaborate and coordinate with partner organisations and/or Training Roster consultants to organise and deliver CaLP-affiliated trainings. Oversee all logistical and financial arrangements related to the delivery of CaLP-led trainings to ensure they are efficiently organised and CaLP processes any donor compliance requirements are adhered to.

4 Oversee timely communications and pre-training preparations including, but not limited to, communication with additional facilitators, management of participant applications, selection and registration, ensuring that training participants follow the required procedures. Support the use of Cash Learning Hub (and other platforms) for online trainings and coursework. Prepare high quality training reports, in agreed formats, ensuring that reports are prepared, signed off and shared within agreed deadlines. Ensure CaLP-led training courses are evaluated - including the performance of CaLP, partners and facilitators and feedback is provided to all parties as needed. Technical: Contribute the development of new resources generated by CaLP in East Africa and input to the development of global materials. In collaboration with the Regional Representative, define and plan a learning agenda for CaLP organised learning activities in East Africa. Contribute to identification of speakers, provide technical input and contribute to the facilitation of events. Provide input to policy, guidelines and tools regionally and globally, assist with the gathering and disseminating regional learning on cash-based interventions, informing and shaping regional and global initiatives. Outreach, Partnership and Representation: Engage with a broad cross-section of stakeholders to augment and expand the wider CaLP network and CTP community of practice. Assist in establishing regional partnerships. Upon request of the Regional Representative, participate in Cash Working Groups, represent CaLP during meetings and as a speaker at events organised by others. Participate in relevant fora in East Africa to build knowledge, networks and partnerships. Technical Skills, Experience & Knowledge Required: Substantial work experience in the humanitarian sector Solid experience of cash transfer programming (preferably in East Africa). A degree level education Experience of working as a trainer, with adult learners, facilitating training and learning events. Knowledge and experience to undertake training with ability to transfer knowledge, skills and information - utilising various adult learning methodologies. Understanding of how training contributes to individual and organisational capacity building. Excellent interpersonal skills to lead and develop others and to influence and negotiate with diverse stakeholders. Demonstrable ability to communicate effectively, articulating complex and sometimes competing ideas and experiences simply as well as navigating language barriers and cultural differences sensitively.

5 Ability to tailor messaging and use different presentation styles to suit various audiences. Excellent organizational skills, strong ability to anticipate and manage competing priorities. High level of energy and creativity. Strong skills in reporting and internal communication (within a team). Self-starter, able to work in a small team in East Africa and remotely with CaLP s geographically-dispersed, multi-cultural and multi-disciplinary team. Ability to take initiative and respond to a wide variety of demands relating to CaLP work, as well as the ability to remain calm under pressure and to maintain focus on strategic priorities. Evidence of sound judgment and proven decision-making capability working with significant levels of autonomy. Proven project management capacity to successfully deliver high quality outputs within agreed timelines and budgets. Strong English language skills verbal, oral and written. Desirable: Experience of developing curriculum and materials. Familiarity with the use of audio and visual technologies and multi-media. Postgraduate level qualification in a relevant discipline.
