General Summary of Function/Purpose of Position This employee will serve as the first line supervisor to a Lead Ranger 9, 6 Ranger E-8 s, & 23 STW04 staff and will assist the Park Manager in the management of Tahquamenon Falls State Park, 2 Harbors, rustic state campgrounds, & boating access sites. Responsibilities will include day to day operations, training, safety program, work assignments, scheduling, building/grounds maintenance, and personnel management. The purpose of this position is to provide high quality recreational opportunities to the public, while preserving and balancing the protection of the natural resources. This person performs scheduled and unscheduled inspections of the Unit, checking quality and quantity of work. Competency in leadership skills, safety and maintenance, public relations and financial management is required. This person will regard safety as a personal responsibility, and respect the safety of other employees and the public. This employee also represents the Division with the legislative, local governmental units and business groups in relation to the administration of State Lands and facilities under his/her jurisdiction. Duty 1 General Summary of Duty 1 Supervision % of Time 30 This position will act as the first-line supervisor to 1 Lead Ranger, 6 Park Rangers, & 23 STW04 s. Selects and assigns STW04 staff, ensuring equal employment opportunity in hiring and promotion. Assist the Park Manager in the recruitment, screening, interviewing, selection, and retention of Park Rangers. Coordinates activities by scheduling work assignments, setting priorities and directing the work of subordinate employees Evaluate and verify employee performance through review of completed work assignments & work techniques Identifies staff development and training needs and ensures that training is obtained and documented to develop well rounded skilled individuals. Ensures proper labor relations and conditions of employment are maintained. Employee performance and issue discipline with guidance from the Park Manager and Human Resources. Oversees special program personnel and volunteers in activities. Monitors work to make sure that it is being completed according to schedule and with appropriate quality; makes appropriate scheduling revisions given changing priorities Ensure that employee engagement, team building, and staff morale are a high priority. Mentor, support and encourage professional development for all staff in all aspects of their jobs. Facilitate leadership opportunities for staff. Page 2

3 Duty 2 General Summary of Duty 2 % of Time 24 Operations and Law Enforcement Supervises or assists in the operation and maintenance of Tahquamenon Falls state park. Identifies, establishes and oversees the unit s safety program to ensure compliance with safety regulations. Inspects sites on a routine basis for safety risks and hazards to users and employees and takes corrective measures. Supervises and participates in patrol activities to prevent and/or correct violations of park and recreation or department rules. Supervises the operations at harbors and public access sites in a geographical area. Develop & maintain a solid working relationship with the Chippewa & Luce County Prosecutors Office. Direct enforcement efforts at each campground/day-use/harbor and respond to employee/public requests for enforcement/safety in a professional manner. Establishes unit emergency response procedures and responds to emergencies related to accidents, injuries or threats to control the facility. Provides guidance, clarification or interpretation to staff on enforcement of park policies, rules and regulations. Maintain officer citation log and work directly with the courts to provide requested information as needed. Collaborates with other division for work on co-managed lands. Duty 3 General Summary of Duty 3 % of Time 24 Maintenance Supervise subordinate employees in the maintenance of public use buildings, parking lots, vault toilets, office buildings, grounds, service areas, day-use areas, and boat launches. He or she will schedule, train, and assist employees in routine maintenance activities such as: Cleaning, mowing, grading, staining, chainsaw work, and snowplowing. Inspects facilities and equipment to ensure the safety of users and employees. Supervise, teach, & document safe use of hand/power tools, equipment/vehicles, and ensures timely maintenance of them. Identifies malfunction (trouble shoots) in power equipment, heating and cooling equipment, electrical systems, plumbing and drainage, and decides course of action to complete repairs. Coordinate with the park manager to plan, design, and implement small and large construction projects. Prepare material lists, solicit bids, and determine appropriate contract vendors for materials and repairs. Assist with stewardship efforts within the unit. Coordination between park staff and stewardship staff to identify natural and cultural resource needs. Page 3

4 Duty 4 General Summary of Duty 4 % of Time 10 Administration Maintains records, prepares reports, completes permit applications and composes correspondence relative to the work. Maintains the building and equipment inventories, updating policies & procedures, and evaluating long term maintenance needs. Assist the Park Manager in preparing annual budgets, tracking project expenditures, soliciting bids, and preparing special project, capital outlay, and yearly equipment requests. Assist the Park Manager in the administration and responsibility of remitting/reconciling revenue & making bank deposits. Review, track, & certify Recreation Passport inventory when required. Assist the Park Manager as needed in preparing financial reports including financial reports that account for revenues and expenditures. Plan and manage within the unit budget, coordinate with the Unit Manager on spending priorities and weighing wants vs. needs. Maintains inventory on supplies and materials. Duty 5 General Summary of Duty 5 % of Time 10 Public Relations Contacts local government authorities in order to coordinate work efforts and solve problems that may arise from the public Develop and maintain relationships with outside agencies, community organizations, friends groups, volunteer groups and stakeholders. Attend and present at public meetings Address public complaints, resolve issues and educate the public with policy, rules and regulations. Lead the guest hospitality and customer service activities for the unit. Duty 6 General Summary of Duty 6 % of Time 2 Other duties as assigned Coordinate plan and administer the unit hosted special events. Participate in district or statewide committees. Page 4

Make independent decisions regarding budget spending within the unit s allotment, enforcement/security efforts, requesting enforcement assistance and settling differences involving users and/or staff. Decisions are made on who to hire, where work is assigned and disciplinary actions. Determination of unsafe conditions and/or equipment in the unit to ensure public and employee safety. Seasonal heavy park use may require overtime, weekend and/or holiday hours and may generate situations and confrontations that are stressful in nature. On an almost daily basis, experiencing physical activities such as, sitting, bending, lifting and standing. On a weekly basis, experiencing climbing, balancing, stooping, kneeling, crouching and reaching. Physical and mental ability to safely use items such as; hand tools, power tools, and/or wheeled/tracked vehicles periodically. Daily work in environmental conditions including both in and outdoors in all climatic and seasonal conditions. Might be exposed to hazardous work environments, disease and illness. 19. The function of this work area is to provide high quality recreation opportunities to the public, while preserving and balancing the protection of natural and historic resources. The function of this position is to carry out those tasks necessary to operate the parks and assigned outdoor recreation programs and facilities on a day to day basis in compliance with the Department and Division policies, procedures, and standardized operating practices. 7 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Education Level typically acquired through completion of High School EXPERIENCE: Four years of park and recreation experience, including one-year equivalent to a Park and Recreation Supervisor 9 or one year as a Park and Recreation Ranger 9. OR Four years of park and recreation experience, including two years equivalent to a Park and Recreation Ranger E8. Alternate Education and Experience Completion of at least 8 semesters or 12 terms, college-credit hours in natural resources, park management or outdoor recreation may be substituted for one year of experience as a Park and Recreation Ranger-E. Completion of at least 15 semesters or 22 terms, college-credit hours in natural resources, park management or outdoor recreation may be substituted for two years of experience as a Park and Recreation Ranger-E. KNOWLEDGE, SKILLS, AND ABILITIES: Possession of a valid Michigan Driver s license.
