3 Goal 16 commits to promoting effective, accountable and inclusive institutions - critical to realize the SDGs * People s vision of the future is crystallized in institutions and translated into concrete programmes of action. In the absence of effective, accountable and inclusive institutions, none of the SDGs will be realized. It is important to transform institutional architectures. But it is even more important to transform mindsets. For nations to move forward on the SDGs, new capacities at the individual, institutional and society levels are needed.

5 What new capacities are required to implement the SDGs? Inclusive institutions and integrated approaches strengthening whole-ofgovernment approaches and mechanisms that support inclusive and integrated policies and public service delivery. Policy coherence- strengthening national analytical and quantitative capacities to conduct cross-sectoral analyses and identify policy options that help achieve national goals. Social inclusion providing visibility to disadvantaged groups to give them a voice in national policymaking and implementation. Evidence-based policy modernizing statistical systems to increase national production and access to quality and disaggregated data for policy formulation Means of implementation strengthening capacities of national systems to mobilize resources for sustainable development. 5

9 Example: Global Initiative of Schools of Public Administration to mainstream the SDGs Our Approach: Empower schools of public administration to work together in sharing knowledge and mainstreaming the SDGs in their curricula Lead a community of practice to transform mindsets-behaviors for SDGs Regional Task Forces in: Africa: UN ECA, Associations of public administration (e.g. AAPAM, CAFRAD), APS-HRMnet, leading PA schools (e.g. ENAP), ENA of Canada, OIF (PACB/DPADM) Latin America: CLAD, LA Group of PA Asia-Pacific: UN ESCAP, leading PA schools, Asian Assoc. for PA, and AGPA (UNPOG/DPADM) Arab States Partnerships: Core Global Group: UN DESA/DPADM, UNITAR, IASIA, IIAS, PA association or school leading in each region 9

17 Possible Follow-up Actions 1. We will send out a survey on how to revamp the UNPAN platform by mid-may 1. Share Minutes containing key recommendations by Mid-May 2. Have follow-up quarterly video conferences to discuss progress 3. Set up sub-thematic networks (by when, who will facilitate and who will join?) 4. Produce joint products/services and report next year 5. Sub-network s activities will solicit feedback from member states through presentations at the UNPS Forum and other meetings. 6. Other forms of acknowledgement i.e. visibility and promotion of network s good practices?
