Purpose of the Position Role of Department The Environment & Policy Department is one of four departments within the organisation. Its purpose is to provide planning and regulatory services and the promotion of environmental stewardship. It is also responsible for emergency management. Role of the Resource Consents Section The role of the Resource Consents section is to administer Council s Plans prepared under the Resource Management Act 1991 providing for the sustainable management of natural and physical resources within the Gisborne district. The Resource Consents section process resource consent applications, provide planning information to customers and implement the rules of the relevant Plans. Role of RESOURCE CONSENTS PLANNER/SENIOR PLANNER To assist the Resource Consents in the provision of a responsive and efficient service processing resource consents, providing planning advice to customers both internal and external, ensuring compliance with plan rules and relevant legislation, providing information to customers on planning matters, providing planning input into Land Information Memoranda and Building Consent applications. Assist with developing and reviewing Council s District Plans and other environmental strategies as well as monitoring and compliance where necessary.

3 Primary Functions 1. District Plan Implementation Assist with applications, provision of information and representation of Council with regard to consents made under the District Plan, in a timely manner. Assist with the development of Council planning policies and strategies, and monitoring and compliance where necessary. 2. Professional Advice Assist in the provision of proper and professional advice on resource management matters, development of land and management of the region s resources to staff and the public. 3. Support/Administration Provide advice and support to the with respect to consent administration and compliance. Assist in development and implementation of the Resource Consent section s work programmes. Ensure work is within budget constraints and, where appropriate, prepare and present reports to Council, Council Committees or Environment Court. 4. Development of Staff Assist in the development of knowledge and planning skills of junior staff. 5. Teamwork Active participation and support of Resource Consent colleagues. Academic / Professional Competencies Tertiary qualification in planning, resource management, or equivalent. Skills / Knowledge Excellent written and oral communication skills, particularly report writing. Time and project management skills. Sound knowledge of resource management legislation. Sound knowledge of resource management theory and best practice principles. Microsoft Windows: Word, Excel, . Team work. Work Experience At least five years relevant post-graduate work experience in resource management planning or related activities is essential for entry at Senior Planner level. Two years relevant post-graduate work experience in resource management planning or related activities is essential for entry at Planner level. 4 Additional Responsibilities The job holder is expected to contribute to maintaining a safe working environment, reporting incidents and accidents as they occur and assisting with hazard identification. Furthermore, the job holder must participate in civil defence emergency management training initiatives upon request and assist with any civil defence emergencies as required. Hours of Work Normal office hours, plus attendance at training opportunities as arranged with the together with such other times as may be reasonably necessary to fulfil the responsibilities of the position. 5 Job Expectation RESOURCE CONSENTS PLANNER / SENIOR PLANNER Primary Functions and Related Deliverables District Plan Implementation Receive, administer, investigate and report on all resources consent applications in accordance with the RMA Prepare and present reports for consideration of the appropriate Committee of Council following review by the Environment & Planning. Provide an information service to individual enquirers on planning matters. Monitor the performance of holders of consents in implementing the terms of those consents. Follow up any observed breaches of the district plans or of any consents and initiate any required remedial action. Assist in monitoring the effectiveness of the district plans in achieving the Council s development control objectives. Represent Council s land use and subdivision planning interests before Government departments, other local bodies, the Environment Court, iwi authorities, other community or business organisations. Provide planning information for the preparation of Land Information Memoranda. Check Building Consent applications for compliance with the District Plan rules. Assist with the development of Council planning policies and strategies. Professional Advice Provide proper and professional advice on Resource Management matters, development of land and management of the region s resources to other officers of Council and members of the public. Support / Administration Provide advice and support to the with respect to consent administration and compliance. Assist in the development and implementation of divisional work programmes. Work within the financial control on all activities carried out by the Planning team. Development / Monitoring of Staff Assistance in development of knowledge and planning skills of junior staff in the team. Teamwork Provide assistance to colleagues, particularly relating to large scale events and initiatives. Actively participate in team planning and organising. Assist in generic planning initiatives and programmes as directed. Corporate Requirements Show support for organisation development initiatives.
