1 UPPINGHAM SCHOOL JOB DESCRIPTION Job Title Reports to Health & Safety Manager Deputy Bursar Job context Uppingham School, founded in 1584, is a leading co-educational independent boarding school. Its 800 pupils, aged 13-18, are accommodated in 15 boarding houses, taught by over 20 academic departments, and participate in numerous extra-curricular activities such as sports, music, and drama. The academic programme is supported by business units responsible for marketing, estates, finance, human resources, IT, catering, cleaning, health and safety, and the School s trading subsidiary. In term-time (about 32 weeks each year) the School operates seven days a week. In the summer months it operates a commercial summer school. It has about 700 full-time and part-time employees in about 40 different professions, among whom the teachers report to the Headmaster and the support staff to the Bursar. The School is a company limited by guarantee and a Registered Charity and governed by 20 voluntary Trustees who are responsible for guiding the Headmaster and Bursar in matters of governance and strategy, and ultimately for the health and safety of staff, pupils, contractors and visitors. The estate covers 120 non-contiguous acres, almost one mile apart at its extremities and interspersed by town housing and retail properties. It includes an estate of 80 buildings, mostly large, many old, and 23 with listed status. Buildings include teaching blocks, assembly buildings, boarding houses, staff housing, administrative and technical accommodation, a commercial theatre and sports facilities. Health and Safety is thus managed in the context of a complex and diverse organisation. Job purpose To develop, review and monitor the School s health and safety management systems. To ensure that the School complies with all current health and safety legislation and best practice, through the agency of senior and middle managers. To manage the School s minibus fleet and safe driving. Your accountabilities 1. Strategic leadership: setting and communicating a 3 year strategic plan for Health and Safety; implementing that plan in consultation with the Health and Safety team and the School s senior management; reporting on implementation to the Deputy Bursar and Trustees; providing competent advice and guidance on Health and Safety matters to Trustees, Headmaster, Bursar,

2 Estates Director, Health & Safety Committees and all employees; chairing the Executive and General Health & Safety Committees; leading by example to embed a positive health and safety culture; promoting health and safety at senior management level; working closely with staff to seek solutions to any health and safety related concerns; liaising with external health and safety agencies over policy requirements and interpretation. 2. Team leadership: leading and motivating Health & Safety and School Transport staff (currently 3 in total); managing staff performance; modernising working practices, including moving health and safety management procedures onto appropriate on-line systems; attending designated senior team meetings; developing technical skills in department staff. 3. Competent advice: being the School s competent person in regard to the Regulatory Reform (Fire Safety) Order Compliance: ensuring that the School complies with the Health & Safety at Work etc. Act 1974 and all regulations made under that Act; ensuring that health and safety policy is developed, implemented, reviewed and amended as required to provide a safe working environment and as necessary to comply with all applicable legislation; taking independent action to amend policy or practice as legal requirements change or otherwise as circumstances dictate. 5. Communication and Training: developing and implementing communication and training to increase awareness of health and safety; meeting statutory training requirements; ensuring that all staff undergo appropriate training; and maintaining all records as required to ensure they work within the law and in accordance with good practice. 6. Monitoring and reporting: planning and organising periodic external and internal audits and ad-hoc site inspections of the effectiveness of management structures and risk controls; where shortcomings in compliance exist, taking steps to adjust working practices or activities so that compliance occurs as soon as possible; accurate and appropriate reporting to the Health and Safety Committees and Trustees; informing the Health and Safety Executive (HSE) of accidents and incidents that require notification. 7. Record-keeping: maintaining complete, accurate and up-to-date records in order to demonstrate beyond doubt that Health and Safety is both well-planned, and implemented on the ground, across the School. 8. Cost and budget management: ensuring that Health & Safety expenditure is kept within budget at all times; keeping the Finance Department informed in a timely manner of costs, invoices and accurate accruals and forecasts; preparing an annual budget submission in respect of the following academic year; complying with the School s tendering rules. 9. Transport: ensuring that there is an effective system for managing vehicle safety (both vehicles and drivers); ensuring that legal requirements regarding tax, MOT, and licensing are met; producing a 3 year strategy for minibus replacement based on analysis of the usage of the existing fleet. Outcomes 1. Strategic leadership: production of robust and credible three-year Health and Safety strategic plan with goals and KPIs; systematic reporting of data against those goals and KPIs; active contribution to the School s wider strategic planning; optimal performance in annual appraisals gauged against key areas (Leadership; Alignment with strategy; Management of change;

3 Departmental organisation; Teamwork and communication; Personal competences; Personal organisation); effective chairmanship of Health and Safety committees. 2. Team leadership: well-motivated, productive and engaged Health and Safety and Transport teams, evidenced (as a minimum) in 360 annual appraisals; efficient deployment of resources. 3. Competent advice: competence evidenced through thorough, continuing professional development and training. 4. Compliance: no issues raised in School Inspections and external audits; central record of suitable and sufficient, regularly reviewed risk assessments; all required training up to date; all accidents, incidents and near-misses investigated and reported to the Health and Safety Committees and Trustees; suitable first aid facilities and equipment in place; fire precautions in place which ensure compliance with the Regulatory Reform (Fire Safety) Order 2005; compliance with all other legislation, regulations and statutory testing relating to buildings including asbestos, legionella, electrical safety, gas etc; central record of accurate, up to date COSHH risk assessments; portable appliances tested on an appropriate basis; clear process for planning and approval of off-site visits; effective system for managing minibus safety in place; contractors monitored and controlled; regulatory notices displayed where easily accessible to staff; all other legal requirements and good practice recommendations met; compliance evidenced through documentation and certification. 5. Communication and Training: see also Compliance above; clear, concise and timely communication with staff on health and safety matters. 6. Monitoring and reporting: triennial external and policy audits and annual ad-hoc site inspections carried out and all required actions completed; high quality reporting to Health and Safety Committee and Trustees, including the Trustee with special responsibility for Health and Safety. 7. Record-keeping: (see Compliance above) compliance evidenced through documentation and certification; all records complete, accurate, up-to-date at all times and easily visible to relevant parties; 8. Cost and budget management: budgeted expenditure not exceeded at year-end; clear, accurate reporting of costs and forecasts to Finance, requiring minimum of further investigation; annual budget submission for following year submitted on time and supported with required analysis. 9. Transport: all School vehicles correctly licensed, taxed, have current MOT where applicable and are adequately maintained; staff who drive on school business are regularly assessed to ensure they have the licence entitlement required to drive particular vehicles, that they are medically fit to drive, not under the influence of drugs or alcohol, not too tired to drive and refrain from using a mobile phone whilst driving. Qualifications, skills and experience, personal qualities required Qualifications: Good honours degree desirable NEBOSH National Diploma in Occupational Health and Safety or National Diploma in Occupational Health and Safety Part 1 NEBOSH National Certificate in Fire Safety and Risk Management

4 Membership of Institution of Occupational Safety and Health (MIOSH) First Aider Skills and experience: Strong administrative skills Strong IT skills (in MS Office products Word, Excel, Outlook etc) including scrutiny and analysis of data Experience of managing health and safety in relation to buildings (maintenance and projects) Minimum three years experience in Senior Health and Safety Management Experience in schools or higher education establishments highly desirable Personal qualities: Excellent verbal and written communication skills at all levels of the organisation Highly organised and accurate with meticulous attention to detail Possessing the capacity to analyse and improve systems and working practices Personable, supportive and able to motivate and work in a team Positive, can-do, and forward-looking attitude Diplomacy, persuasiveness and a sense of humour Key relationships The Health and Safety Manager is responsible for the line management of the following roles: Direct reports: Health and Safety Administrator (part-time) Transport Manager Transport Officer Other key relationships: Headmaster Bursar Estates Director Operational Services Manager Director of Information Systems Development Director HR Manager Enterprises Manager Senior Deputy Head Deputy Head Academic Housemasters and Housemistresses (15 in total) Membership of wider teams: Business Services Team (BST), chaired by Bursar Support Staff Heads of Department, chaired by Bursar Boarding House Improvements (BHI), chaired by Bursar Health & Safety Executive Committee, chaired by Health & Safety Manager Health & Safety General Committee, chaired by Health & Safety Manager

Safeguarding The post-holder s responsibility for promoting and safeguarding the welfare of children and young persons for whom s/he is responsible, or with whom s/he comes into contact, will be to adhere to and ensure compliance with the School s Safeguarding (Child Protection) Policy at all times. If in the course of carrying out the duties of the post the post-holder becomes aware of any actual or potential risks to the safety or welfare of children in the School s/he must report any concerns to the School s Designated Safeguarding Lead or to the Headmaster.
