Engineering Division - Pipelines Qualifications Consideration will be given to those with: Bachelor of Science in Engineering Registered or eligible for registration as a Professional Engineer (P. Eng) from the Association of Professional Engineers and Geoscientists of BC. Preference will be given to qualified applicants who demonstrate experience: Experience in regulatory enforcement and a strong working knowledge of relevant legislation and legal terminology; Understanding of pipelines systems, and issues related to pipeline design, maintenance, testing, operation and decommissioning; Good understanding of oil and gas pipeline integrity operations, safety and loss management issues, hazard identification, risk management and assessment, auditing and management systems; Working knowledge of regulations, standards and recommended practices applied to pipelines within British Columbia; Demonstrated ability to conduct audits of management systems (Pipeline Integrity and Health safety and environment in Oil and Gas sector). 2 OIL AND GAS COMMISSION POSITION DESCRIPTION POSITION TITLE Engineer, Pipelines POSITION #: DIVISION/UNIT: Engineering LOCATION: Fort St John or Kelowna SUPERVISOR S TITLE: Supervisor, Pipelines POSITION #: SUPERVISOR S CLASSIFICATION: APPROVED CLASSIFICATION: ENTERED BY: LSO 5 LOCATION: Kelowna OGC 4 Joey Lynn Anderson CLASS CODE: PHONE NUMBER: PROGRAM The BC Oil and Gas Commission (Commission) is an independent, single-window regulatory agency with responsibilities for regulating oil and gas operations in British Columbia, including exploration, development, pipeline transportation and reclamation. The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. PURPOSE OF POSITION The Pipelines Engineer reviews applications for pipelines and attaches conditions to approvals where appropriate. This person will also be responsible for providing engineering advice to decision makers for pipeline and amendment approvals. The Pipelines Engineer is also responsible for the review and acceptance or declination of Notices of Intent for non-amending pipeline work, and for the review of as built submissions. The Pipelines Engineer participates in the development of regulatory guidance and assists permit holders in understanding regulatory requirements within BC. The incumbent also assists in the development and maintenance of the regulations which apply to pipelines in BC. The pipelines Engineer may also be required to interact with the public providing information on regulations and landowner rights, as well as technical engineering issues. Input of information and guidance for technical briefings to Commission staff and government may also be required. The Pipelines Engineer may be required to perform technical subcommittee or working group roles related to CSA Z662 and other industry standards and will actively contribute to the development and maintenance of standards. They may also be required to participate in and support work related to industry working groups such as CEPA, CAPP and UPIMA. The Pipelines Engineer may lead or provide support during investigations into pipeline incidents and develops investigation reports, safety advisories or other documents and reports to communicate findings and recommendations and to provide information to industry that may prevent a recurrence. The Pipelines Engineer may be involved in supporting program development initiatives related to applications and engineering requirements, integrity management, safety and loss management systems and other aspects of pipeline control and regulation. They may also be involved in integrity management assessments, field audits of testing, construction and/or records, and other operational oversight tasks. 3 NATURE OF WORK AND POSITION LINKS The Pipelines Engineer works within the Commission s regulatory framework for evaluation of pipeline engineering related topics, conducting assessment audits, preparing assessment reports and following up with the industry. The Pipelines Engineer provides engineering advice and opinion related to safety and conformance with CSA Z662 requirements and works closely with Commission inspection staff in evaluating compliance and technical safety issues related to pipelines. In this role the Pipelines Engineer is required to develop and maintain a professional network consisting of engineers and technologists within the Commission and external to the Commission from sources including industry and other regulators. This network is maintained and strengthened through program development, streamlining processes and industry initiatives such as standards development or the development and implementation of new regulatory approaches and best practices. SPECIFIC ACCOUNTABILITIES / DELIVERABLES The Pipelines Engineer; Supports execution of the Commission s program for the assessment of integrity management programs (including selection of auditees, notification of assessment audits, planning initial seminar for industry, evaluation of self-assessment protocols, performing assessment audits, review of audit material, making concrete decisions on compliance, preparing audit/assessment reports and conducting audit follow ups; Contribute to the pipeline performance report and other reporting and measurement documents; Coordinates with the Compliance and Enforcement Department to ensure that pipeline operations are inspected by knowledgeable and trained inspection staff when issues are identified through assessment audits; Provides and implements recommendations on processes and procedures essential to the work of the Pipeline Engineering Department; Leads the analysis and review of oil and gas activity operational issues and makes orders or issues other directions as necessary to ensure that operations are conducted safely and in accordance with regulatory requirements; Provides information and advice to the Commission, Ministry of Energy, Ministry of Natural Resource Operations as well as industry, federal and provincial agencies on the engineering aspects of oil and gas technical regulations; Works closely with Legal and Regulatory Department in ensuring that legislation reflects current accepted practices and accommodates the safe employment of new technologies; Participates in the evaluation of procedures and safety practices, and conducts technical assessments and inspections of industry projects and activities for pipeline engineering; Participates in special projects or project teams relating to inspection of facility and pipeline operations, providing technical assistance in the investigation of failures of pipelines; Processes pipeline applications; Assists with the development of objectives, policies, measures and standards for the regulations of pipelines in conjunction with industry and Commission managers and staff; Provides input into recommended changes to legislation, regulations, provincial policy and standards for pipelines; Keeps current on developments in the petroleum industry related to pipelines and exchanges information with other jurisdictions, agencies, operator organizations and management groups, etc., by actively attending meeting, seminars, and by giving presentations; Prepares technical papers on pipeline integrity and safety, correspondence and briefing notes as required, Maintains contact with other professional staff from the Environmental Assessment Office, BC Utilities Commission, BC Safety Authority, Work Safe BC, Enform, National Energy Board, Environment Canada, the Alberta Energy and Utilities Board and various other agencies, Boards, and petroleum producers, for the purposes of gathering information, assessing trends and ensuring consistency with Page 2 of 5
