2 About the Position Reporting to the Team Leader, TSS-IMD, the position is critical for the AMD/IMD interface relationship and leads the provision of ICT requirements to Chancery projects to ensure the successful delivery of the Ministry s technology systems, and baseinfrastructure for shared agencies. Primarily this role acts as the liaison between AMD Project Managers and the technical disciplines involved in a Chancery project and is responsible for providing expert level technical advice and co-ordination from project initiation to delivery. The role provides strategic advice to AMD led projects taking into account the Ministry s Information System Strategic Plan (ISSP), the AMD Work Place Strategy and needs to tightly integrate with AMD s processes and work plans. Delegations The position is not responsible for staff The position s full delegations are set out in the Instrument of Delegations. These include: Human Resources - Nil Financial - As delegated by the IoD Relationships The position builds and maintains the following relationships: Internal (within MFAT) Team Leader, Technical Support Services, IMD Technical Operation Manager, IMD Project Managers, Design Team and Management Team, AMD Technical Project Manager, IMD Security Division (Technical & Policy Staff) IMD Management and staff Post Staff (incl. HOM/HOP, PSO, PTC, and LES) Other Divisions & Posts External (outside MFAT) MFAT Appointed Architects and Design Companies MFAT Appointed Construction and Project Management Companies Government Communications Security Bureau and NZSIS Service Delivery Partners (Vendors, Networks, Contractors, Suppliers) NZinc Partners and other government agencies including Police, Customs, NZDF, NZTE, MBIE etc Key Accountabilities The following key accountabilities of this role support the delivery of the IMD Division and the Ministry s strategy, vision and mission. Technical Maintain best practice knowledge and apply industry standards to technical input into Chancery Projects; Actively promote the exchange of technical information and learnings between internal and external stakeholders, MFAT technical staff, and contractors; Understand the future directions contained in the ISSP and translate these initiatives into practical advice; Responsible for ensuring that ICT physical infrastructure is designed, specified and installed in accordance with the PSR and NZISM; Manage relationship with the Ministry s global network provider(s), including tracking orders and escalating incidents; Manage the flow of technical information between internal and external stakeholders, IMD technical groups, and contractors; 2 of 5

3 Provide continuous, consistent and expert level technical input at all stages of a Chancery projects from initiation to close-out; Identifying and reporting on any potential technical security issues and managing the development and implementation of solutions; Lead in researching and developing technical and ICT solutions that allow fit for purpose and cost effective benefits to be realised; Responsibility for the delivery of technical documentation from external contractors, and coordinating internal technical reporting and ensuring that the relevant As-Built documentation is provided to relevant IMD teams; Building and maintaining strong relationships with the technical teams of NZinc agencies and advisory agencies (GCSB, NZSIS) Project Management: Provide direction and management of the delivery of the Ministry s ICT systems to Chancery projects from initiation to completion; Provide advice on the initiatives and innovations from the ISSP and how they could impact on Chancery projects; Liaise with internal and external stakeholders and clients to ensure business needs are catered for during scoping, planning, execution and close-out of projects; Develop detailed ICT technical specifications for each Chancery Project by engaging with external contractors, internal SMEs, and advisory agencies (GCSB, NZSIS); Reviewing and endorsement of conceptual and detailed design plans on behalf of IMD; Deliver successful project outcomes measured in terms of time, cost and quality; Direct and lead contractors and suppliers to achieve project deliverables; Determines ICT elements of the project schedule by studying project plans and specifications; calculating time requirements and sequencing project elements; Develop and manage resourcing plan for ICT elements of Chancery Projects; Maintain project schedule by monitoring project progress; coordinating activities resolving problems; A strong level of participation and the provision of expert technical direction in steering committees and working groups for Chancery projects; Prepare scoping requirements and take an active role in the building selection process, and if required, participate in Chancery project scoping visits; Take responsibility for MFAT Change Control activities in respect to Chancery Projects; and Provide logistical support as required, including purchasing, preparation, dispatch and tracking of parts and equipment. Budgets Prepare, review and endorse project budgets for internal and contracted ICT works; Review and endorse project expenditure relating to IMD activities; Monitor project costs and ensure approved budgets are not exceeded; Perform scope development and rationalization to maintain approved budgets; Ensure the Ministry s procurement and purchasing policies are adhered to; and Ensure people resource costs are correctly scoped and approved. 3 of 5

4 Organisational Responsibilities Understand the Ministry s strategic priorities and high-level outcomes framework and how this role contributes to the framework; Understand the Ministry s ISSP and Workplace Strategies and how this role contributes by bringing the initiatives to discussions; Understand tikanga and Treaty of Waitangi principles, and have sufficient appreciation of Te Reo Māori to be able to apply the Ministry Māori dimension, underpinned by Ministry values, in a way that is relevant to the context of our business; Share in the responsibility for health and safety in the work environment by carrying out work-related activities in accordance with safe operating procedures and by accurately recording all hazards and reporting accidents and incidents; and Using the Ministry s Capability and Leadership Frameworks, identify and participate in opportunities for learning and development, including through regular coaching and mentoring. Knowledge Management Contribute to the continuous development of the Ministry s knowledge base by using the Ministry s internal systems, sharing information and data with relevant internal stakeholders Qualifications, Skills, Knowledge and Experience You must have the following qualifications, skills and experience: Recognised industry standard qualification/certification and 8+ years experience in an ICT operational environment covering some of the technical experience areas listed below: High level understanding of procurement procedures. Good knowledge of secure communications and technical security practices. Proven experience of ICT and premises systems environment. Experience with CAD and other software drawing packages. Good knowledge of building plant, A/C and power systems. Experience with national and international communications networks. Proven experience in IT cabling infrastructure technologies, including planning, design and installation; Strong project management skills with the ability to manage projects at different phases of delivery; Strategic thinker and able to lead discussions on technology; Excellent technical documentation and report writing skills; Demonstrated organisational skills; Demonstrated communications and interpersonal skills; Proven ability of self-management and ownership; Demonstrated ability to work in a team environment; Ability to anticipate issues and problems and think of creative solutions; Sound judgement and decision making skills; An aptitude for self-development and demonstrates the drive and ability to improve own capability.
