1 JOB TITLE: Representative JOB LEVEL: D-1 REPORTS TO: Regional Director LOCATION: Field /Country Office PURPOSE OF THE JOB JOB PROFLE NO.:_ CCOG CODE: 1.A.11_ FUNCTIONAL CODE: MR JOB CLASSIFICATION D1 Under general supervision by the Regional Director, responsible for overall development, formulation, conception and management of UNICEF Country Programme of Cooperation (Medium to large size CO), approved by the Executive Board. Represents the Executive Director in all aspects of UNICEF's co-operation with the Government/Country Office. Collaborates as part of the UNCT in this regard. Accountable for the formulation and management of the UNICEF Country Programme of Co-operation, as approved by the Executive Board. Accountable for UNICEF's advocacy with the government and other partners for the enhancement of the survival, protection, development and participation of children and women in national development efforts. Responsible for all aspects of office management of the UNICEF country office. Supports implementation of the UNICEF supported emergency programme, ensuring that the Situation Analysis and EPRP are regularly updated. Participates in organizational and institutional initiatives to strengthen UN Coherence. Ensuring that joint programming (including joint programmes) and common services are achieved to the extent possible. Provides policy support, guidance and advocacy on the development and establishment of common services arrangements agreed to by participating organizations/agencies at the country level. To ensure that these joint operational arrangements, assists UNICEF in its objective to provide efficient and economical support services to the implementation of the country programme. Provides policy support, guidance and advocacy as required in emergency situations and other humanitarian programme implementation. Collaborates as part of the UNCT in this regard, including in leading and managing cluster coordination for Nutrition, WASH, Child Protection and Education (co-lead). KEY END-RESULTS 1. Effective country programme management and development activities promoted in line with national development priorities and the UN Development Assistance Framework. 3. Effective country programme management and cooperation arrangements resulting in a stronger UN presence to better able to promote the agenda for children. 4. Rights-based and Results-based programme development and management approach fully incorporated into all project programming and humanitarian programmes. Include Emergency awareness and preparedness in programme development and management. 5. Programme efficiency and delivery are enhanced through effective leadership and management. Ensures that Situation Analysis, and CO EPRP are regularly updated. 6. UNICEF programme evaluations are effectively conducted in compliance with the established UN quality standards and the results are disseminated in a timely fashion to stakeholders in order to improve programme performance. KEY ACCOUNTABILITIES and DUTIES & TASKS Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results. 1. Representation and Advocacy undertaken to ensure effectives leadership and UNICEF Representation Establishes and maintains the highest level of contact with the country's national and local decision- and policy-makers, (including the head of state, representatives of donors, and other external aid agencies present in the country). Keeps them informed of UNICEF's mission, goals and strategies, with the aim to establish children and women as the highest priority constituents on the country's political agenda and its national development efforts. Identifies problems, needs and opportunities, seeks solutions and provides authoritative advice on matters relating to the well-being of children and women. Carries out negotiations with government authorities, representatives of donors and other external aid agencies, with the aim of augmenting the impact of the UNICEF programme by increasing their level of technical cooperation and financial contributions. Directs design and implementation of strategy to (a) provide public information on UNICEF-supported programmes to create greater public awareness about the needs of children and women in the country, and (b) enlist the support of national and local mass media, legislators and other national public figures to ensure the survival, development and protection of children and women. Collaborates with Regional Advisers and HQ Senior Managers for overall coordination. Collaborates with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability. 2. Effective Country Programme Development and Management Advocates, monitors and assists the government to implement its National Development Plan and Plan of Actions for WFFC for attainment of goals endorsed by the Executive Board. Ensures that area/country programmes are supported by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of lessons learned" and other corporate-level databases. Directs professional staff in negotiations and dialogue with the government, establishes priority areas of programme cooperation in long-term (five years) and short-term (1-2 year(s)) periods. Directs and oversees the implementation of agreed-upon programme procedures, (i.e. Situation Analysis of children and women, country programme formulation, Programme Plan of Action, Mid-Term Review and evaluation of programme co-operation and EPRP). Designs appropriate office management systems and directs staff in implementing them to ensure appropriate utilization of the organization's financial resources (i.e. cash, fixed assets, programme supplies and equipment) in compliance with UNICEF financial rules and regulations. 3 3. Effective Country programme management and institutional and organizational cooperation arrangements resulting in a stronger UN presence better able to promote the agenda for children. Represents UNICEF, in the UN Country Team (UNCT), and supports UNCT programming and advocacy for children, taking the lead as necessary. Meets with high level and senior government officials as well as multi-lateral, bi-lateral agencies and NGO's, identifies strategic alliances and influence policy development to facilitate achievement of UNCT goals and objectives related to children and women. Be accountable to the Resident Coordinator for actions as part of the UNCT, including leadership of Theme Groups as required; leadership role in establishing and maintaining common services; making substantial contribution to UNCT analysis of the situation and programme planning; leads and supports advocacy for children and women; makes substantial contribution to monitoring and evaluation of UNDAF. 4. Rights-based and Results-based programme development and management approach fully incorporated into all phases of projects programming including Emergency operations and Humanitarian programme initiatives. Ensures the quality of Rights-based programmes through the formulation of programme goals and objectives and the development of strategies and implementation frameworks. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design. Incorporates a children and women's rights perspective into UNCT/UNICEF policy analysis and advocacy at all levels, thereby elevating credibility in national and international policy debates. Promotes the organization goals of UNICEF through advocacy and policy dialogue. In case of emergency situations created by either natural disaster, war or civil strife, directs necessary funding and prompt implementation of appropriate interventions to assist (in cooperation with the government and other partners), the affected population, especially children and women. Responsible for instituting measures to safeguard the welfare of UNICEF staff and their families. 5. Programme efficiency and delivery enhanced through effective leadership and management As the Country Representative in the Region, participates in the formulation of the region's UNICEF programme strategy through periodic consultations with the Regional Director and his/her advisory staff and with the other Representatives at Regional Management Team meetings. Oversees and approves programme work plans and monitor progress and compliance. Takes appropriate actions to optimize use of programme funds. Ensures programme efficiency and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation. 6. UNICEF programme evaluations effectively conducted in compliance with the established UN quality standards and the results are disseminated in a timely fashion to stakeholders. Carries out a rigorous and transparent approach to evaluation and coordinate the major programme evaluation exercises in consultation with the Deputy Representative, Chief of Operations, Chief of Monitoring & Evaluation, and others to improve efficiency and quality of programme delivery. Participates in annual sector review meetings with government counterparts. Ensures the timely preparation of annual program status reports. Page 3 of 6

Ensures the building or reinforcing of the commitment and institutional capacities of the national and local partners, taking a strategic approach to the identification of these partners and partnerships. 8. Appropriate office and staffing structure to support Country Programme of Cooperation. Establishes and maintains an appropriate office/staffing structure to support the Country Programme of Cooperation, through UNICEF's established budget procedures. Decides on behalf of the Executive Director regarding cases of general services staff, and recommends on matters related to national and international professional staff, on recruitment, deployment, promotion, organizational development and staffing development in the Country Office. Provides leadership to foster and maintains amongst all staff high morale and team work, sound management-staff relations, and ensures general staff welfare and security. 9. Effective advocacy, communication and networking achieved through partnership and collaboration with internal and external counterparts. Promotes and ensures the inclusion of children and the obligations of various actors to meet their rights in international debates, in UNDAFs, in cross-sectoral national policies in legal reforms, in budgetary decisions, in poverty reduction strategies, in sector-wide approaches and individual programmes and projects. Champion communication strategies for information and social mobilization. Promotes partnership and collaboration with internal and external counterparts, including UN and national partners, in order to improve the collection and dissemination of development data and information, exchange information on programme/project status and implementation and distribution of supplies, and to conduct programme advocacy and negotiations. Education Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines. 2. Work Experience Twelve to thirteen years of relevant professional work experience. Experience in programme/ projects management. Building strategic alliances and partnerships and resource mobilization. International and Developing country work experience and field work experience.
