1 Job No 90 JOB DESCRIPTION JOB TITLE RESPONSIBLE TO RESPONSIBLE FOR LOCATION Senior Housing Officer Housing Manager Housing Officers Londonderry SALARY Salary NJC scales SO1/SO points ,951 to 30,153 per annum plus essential car user allowance PURPOSE The Senior Housing Officer is responsible for providing a generic, customer-focused Housing Management service to our tenants and stakeholders, whilst supporting the Housing Manager and delivering all aspects of a high quality Housing Management service. PERSON SPECIFICATION REQUIRED CRITERIA FOR POST Essential Desirable Three years experience in a Housing Officer role in a social housing management setting A minimum of three years Line Management experience Experience in dealing with community safety issues including anti-social behaviour Knowledge and experience of community/resident development/participation 5 Proficiency in the use of Microsoft Office applications including Outlook, Word and Excel Knowledge and understanding of current social housing policy and issues Working knowledge, understanding and experience in the use of Housing Executive HMS computer system Knowledge and understanding of Common Selection Scheme

2 REQUIRED CRITERIA FOR POST Essential Desirable 9 Access to a car for business use QUALIFICATIONS 1 Hold a relevant Degree or equivalent Hold a Degree or equivalent in Housing Management SKILLS & ABILITIES (may be tested at interview) Evidence of excellent written and oral communication skills Demonstrate an ability to identify and resolve issues quickly and efficiently Ability to take on responsibility and ownership and accountability of projects and tasks Ability to meet key performance targets and deliver excellent customer service Ability to work directly with tenants and customers 6 Skilled in managing complaints 7 Ability to carry out housing allocations in accordance with Housing Selection Scheme We reserve the right to enhance criteria to facilitate short listing. SCOPE OF WORK: 1. CUSTOMER To respond positively to resident concerns or expressions of dissatisfaction with any aspect of our service and resolve them locally as far as possible and in accordance with relevant policy and procedures. To carry out scheme and tenant visits as required.

3 To work with Housing Officers to ensure that incidents of Anti-Social Behaviour are dealt with in line with policy and procedures. Attend inter-agency, group meetings as necessary. To assist with the implementation of any surveys carried out to measure customer service and satisfaction. To implement the Association s Community Involvement Strategy and Action Plan in conjunction with the Housing Team. To promote and support resident involvement and attend meetings where necessary. To represent Habinteg at external meetings, workshops and other events.. FINANCIAL To monitor tenants former and current rent accounts, and ensure Housing Officers manage accounts to achieve effective rent collection and arrears prevention. To liaise with Housing Officers in monitoring and actioning rechargeable accounts to maximise income. To comply with the required financial procedures and controls and ensure accurate records are maintained, including cash control audits within the North West. To prepare Service Charge Budgets and accounts for schemes and properties. To deputise for the North West Manager in approving relevant expenditure and expenses. 3. OPERATIONAL EXCELLENCE To actively promote and reflect Habinteg s culture, driving the organisation s goals and values.

4 To represent Habinteg and deputise for the North West Housing Manager displaying a professional, positive can do attitude. To ensure that all allocations are carried out in accordance with the Housing Selection Scheme guidance. To review all transfer assessments, assignments, successions and exchanges, ensuring compliance with Housing Selection Scheme guidance. To assist the Housing Manager in achieving voids control. To liaise with the Maintenance Team to ensure that Maintenance service are delivered to Habinteg s performance standards. To monitor Housing Officers in the achievement of quarterly Tenancy Audit Visit targets. To assist in achieving internal and external Key Performance Indicators. To liaise with statutory and voluntary agencies, public representatives, and any other relevant external agency regarding queries. Preparation of Reports, letters and papers. To assist the Housing Manager with the preparation of reports and statistical information. To provide input into the development, implementation and reviewing of policies, procedures and systems. To attend any of the Association s Committee meetings. 4. OUR PEOPLE To assist the North West Housing Manager in delivering and monitoring quality standards in service and performance. To promote the development of team members skills through personal development discussions, coaching and identifying

5 training needs and providing training personally or through other sources. To participate in the recruitment and selection of staff, as required. To undertake line manager responsibilities for the North West Administration Team. To co-ordinate and manage the North West Team to ensure the delivery of effective and efficient services. To fulfil the requirements of the induction of new team members. To maintain a high level of commitment and morale among the team. To foster good working relationships both internally and externally with all customers. To implement health and safety and security processes To adopt a flexible attitude to the duties which may be varied subject to the needs of Habinteg and are in keeping with the general profile of the post. To undertake any other duties which may be reasonably assigned to you by the Housing Manager or the Director of Operations. To ensure that no religious, political or sexual discrimination, intimidation or harassment or obscene behaviour occurs within the Association. Any other duties as required by the Chief Executive to ensure the successful operation of the Association. NOTE: Conditions of Service of the National Joint Council for Local Authorities will apply.
