1 IOM International Organization for Migration VACANCY NOTICE OPEN TO INTERNAL & EXTERNAL CANDIDATES Title: Project Assistant (Return Monitoring Assistant) Location: CBRR Programme/ Herat Duration: 6 Months Vacancy No VN-KBL-004/16 (Re- announce) Grade: G 4 No. Position: 1 Contract Type: Out-Sourced through private sector Gender: Date: 02 November 2016 Closing Date 15 November 2016 Male/Female (Female candidates are highly encouraged to apply) Background: Under the overall supervision of Cross Border Return & Reintegration (CBRR) Unit in Kabul and direct supervision of Head of Sub-Office & CBRR Unit in (Herat), the incumbent will assist in conducting the field level post return monitoring of undocumented Afghan Returnee Families, particularly in high return areas or as directed by Program Management Unit and Supervisors in the field. This is a new component under the CBRR Programme, the main aim of which is to provide information on the living situation of the undocumented Afghan families and individuals once they are settled in their provinces of final destination, and share the reintegration needs of the families with a verity of organizations that might be willing to assist these families. Duties and Responsibilities: Represent IOM in all the coordination meetings conducted by the UN agencies NGOs and government entities on exchanging of information of post return monitoring Schedule post-return follow up phone monitoring interviews with the families assisted under the IOM s post-arrival assistance in all the border crossing points Interview each family for about minutes asking them about their settlements and after return situation.

2 Manually or directly enter the raw data from the questioner into the database, while interviewing the families through phone or manually once completed the interview. Conduct frequent field visits for filling up specific questionnaires for the post return monitoring Fill and track post return monitoring questionnaires and extract data and reports on need basis Analysis the information in the database and extract reports of the first phone interview and spot or indicate specific vulnerable families for a visit and full interview. Visit the families spotted in the database in their places of origin at least after a month of the phone interview, and fill out the detailed questioner that captures the information on the living situation of the families. Enter the data on the spot as real-time data entry or, bring the documents to the sub-office and do the entry as traditional manual system. Extract the reports from the Database, and suggest provide the most vulnerable families further humanitarian assistance in their final destination. Establish Person with Specific Needs PSNs Network in the provinces of high return, and share the outcome of the post-return monitoring with the humanitarian and developmental partners in order to assist the vulnerable families in their places of origin or final destination. Conduct, by-weekly, monthly or by-monthly meetings, with the humanitarian and developmental partners in the provinces of high return of the undocumented Afghans and encourage them to assist the undocumented Afghan families. After, each family has been monitored by phone and actual field visits, conduct a final close up phone monitoring with the families and formally close the cases. Monitor the situations of returnees in the field, particularly in the high return area, collect data and other information relevant to post return monitoring Travel to high risk areas when needed, to assess and monitor project activities;

3 Report weekly, monthly, in any emergency or after any notable event to supervisors. Coordinate with all the post-return monitoring visits with relevant HSOs for smother implementation of the activities. Perform other assigned duties as necessary. 5 Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors, Technical Must demonstrate a good understanding of the flow of migration and type of displacement in Afghanistan, including the organizational mandate for dealing with these types of beneficiaries. Must have demonstrated knowledge of IOM s migration related areas of work in order to understand the types of caseloads the IOM s Cross Border Return & Reintegration CBRR assist. EDUCATION AND EXPERIENCE Bachelor s degree in Business Administration or Political Science, or equality 4 years programme experience with International Organization. Minimum 2 years of professional experience in programming area, within communities. Experience working with specialized international agencies (UN Agencies, International Organisations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred.
