8 Performance measurement and improvement system This system measures and improves performance: Assessment Excellence Programme assessment and CouncilMARK TM rating awarded Perception How the council is perceived by: Ratepayers Voters Central government and stakeholders Service and value continuous improvement Transparency CouncilMARK TM rating and accompanying material made available to council, stakeholders and public Council response Improvement in: Value and service delivered Communication of value and service 8

10 Public release of results > We have created the CouncilMARK TM brand to communicate Programme results. > CouncilMARK TM will help deliver top value councils for communities. > It certifies councils meet a Standard ranging from AAA to C based on their performance against indicators across leadership, finance, service delivery and community engagement. > All assessment results will be made available on LGNZ Excellence Programme website ( and council websites. 10
