As the central hub of the State of Texas, San Antonio is a big, busy city the nation s seventh largest without feeling crowded. The City of San Antonio in Bexar County has a 300-year history that dates back to Spanish Texas, and the battles for independence are entrenched in the City s diversity and prosperity as a crossroads of culture. Located at the head of the San Antonio River, the City has both interstate and state highways and bus services that help you traverse San Antonio with ease given its 1.5M population, whether you re searching for that new mexicasian fusion restaurant or on your way to hike through Friedrich Wilderness Park. With 19 school districts in Bexar County and more in its regional counties, education specifically student engagement through diverse course offerings is a cornerstone of students educational environment. In the Alamo Heights School District alone, over 93% of graduates are college bound, and both SAT and ACT scores exceed national averages. In May 2018, the U.S. Census Bureau cited San Antonio as topping the chart for cities with the fastest growth. That growth is a testament to the City s mission to welcome residents of all ethnicity, language, age, and interests a mission that facilitated the City earning the All America City Award for Equity and Civic Engagement in 2018: the fourth time in five years. 3 THE COMMUNITY CONTINUED Fiesta San Antonio began in 1891 with a single parade event as a way to honor the heroes of the Alamo and the Battle of San Jacinto. Over a century later, Fiesta San Antonio has evolved into one of this nation s premier festivals that celebrates San Antonio s rich and diverse cultures. More than three million people participate in the weeklong celebration that includes more than 100 events from confetti runs to art exhibits to live music to parades and more all hosted across the City. One of the hallmarks of the event is the Fiesta medal, a collectible that commemorates the annual celebration, and BCFS is proud to have won first place accolades in the San Antonio Express-News Fiesta Medal Contest for the last three consecutive years! THE ORGANIZATION BCFS Health and Human Services (HHS) is one of seven non-profit organizations in the BCFS global system, which has locations and programs throughout the United States, Eastern Europe, Latin America, Southeast Asia, and Africa. We have provided mass care services for over 70 years and disaster-related services for 24 years. Our Emergency Management Division (EMD) is a nationally recognized leader in the field of emergency management and disaster response, providing all-hazards turnkey response solutions and comprehensive emergency management planning, training, and exercises for local, state, and federal jurisdictions. EMD developed a unique core competency in Emergency Support Function (ESF) #6 Mass Care, Emergency Assistance, Housing, and Human Services and ESF #8 Public Health and Medical Services by successfully providing incident management and human services in major catastrophic incidents, ensuring equal access for disproportionally impacted populations. EMD has been the primary partner to United States Department of Health and Human Services by providing complex incident management and turnkey mass care services for Type I incidents since 2012, managing response budgets in excess of $170 million. EMD is driven by leadership and coordination to build an effective disaster management system that makes a lasting impact on the communities it serves. 3

4 THE POSITION Under the supervision of the Executive Vice President/Chief Operating Officer Administration, Education & Emergency Operations, the Executive Director directs and evaluates emergency management preparedness and response program activities. AREAS OF RESPONSIBILITY STRATEGIC PLANNING: Define goals, objectives, and implementation activities to broaden business and deepen the EMD brand over the next three years. Ensure timeliness of implementation and alignment with desired agency outcomes designed to strengthen and mature the division. PREPAREDNESS, RESPONSE, & RECOVERY: Direct and evaluate emergency management planning, training, and exercise programs, including internal (agency) activities as well as external contracts for consulting services. Ensure response readiness for task orders issued under local, state, and federal contracts for incident management, mass care, and health and human services. Serve in Command and General Staff role during disaster responses. MARKETING & COMMUNICATIONS: Facilitate support of agency Public Affairs and Communications. Develop and oversee implementation of additional marketing strategies and materials, including print and social media. Foster and participate in opportunities for publication. FINANCE: Ensure financial stability of EMD through the management of the EMD fiscal budget and assets. Monitor contract budgets for the division according to applicable laws, regulations, and contract terms. Prepare and present the annual EMD budget and analysis of options to proactively position EMD to maximize potential funding opportunities. LEADERSHIP AND INNOVATION The BCFS System has undergone rapid growth, including the Emergency Management Division. The new Executive Director will play a key role in developing strategies and implementing short and long-term initiatives that capitalize on opportunities for sustainable growth. RESOURCE MANAGEMENT: Due to the organization s rapid growth, resource management requires diligent attention. BCFS Health and Human Services provides a wide variety of services that require personnel to have diverse experience and unique qualifications. STRATEGIC PLANNING: The organization is addressing continual emergency management incidents. There is a need to know trends in emergency management and projecting out on how to address those trends. A long-term business model is needed in combination with management of current projects. COORDINATION WITHIN THE BCFS SYSTEM: The Emergency Management Division (EMD) is part of the Health and Human Services (HHS) of the overall BCFS System. EMD has responsibility for emergency management among the other divisions. ORGANIZATIONAL STRUCTURE: Emergency Management processes need to be continually reassessed. The successful candidate will have the opportunity to work with leadership to address the organizational structure within the Emergency Management Division. 4

5 LEADERSHIP AND INNOVATION CONTINUED PROTOCOL DEVELOPMENT: In addition to existing all-hazards protocols, the new Executive Director will need to pull from experience and training to address emerging situations. This will necessitate additional process and protocol development. IDEAL CANDIDATE The Emergency Management Division seeks an innovative leader with strong organizational skills and excellent written and verbal communication skills to serve as its new Executive Director. The ideal candidate has the personality and ability to collaborate with a diverse group of emergency management stakeholders, including local government elected and appointed officials, state emergency management directors and staff, and federal and private sector partners in disaster response from contracting officers representatives to operational and tactical level personnel. Due to the fluid nature of the division and position, the selected candidate must be structured but flexible. The ideal candidate will have excellent time management skills because of the emergency nature of the position. The organization desires someone with strong leadership and management skills that must be effectively used under stressful situations. Effective delegation skills to manage responsibilities and people will be essential. The Executive Director will manage various types of contracts and budgets, and budgets are often executed within short timeframes and can frequently change. The chosen candidate will need to be skilled in developing and managing budgets. This person must be able to thoroughly defend and justify budgets and must have a good understanding of financial reports and spreadsheets. It will be critical for the Executive Director to have strong financial skills and be familiar with governmental budgeting, since this position will deal extensively with federal, state, and local grants and contracts. A good understanding of grants and grant processes and proposals is required; grant writing experience is a plus. The selected candidate will be politically astute, but not political. The Executive Director must have a strong business sense and the ability to develop business plans. Emergency Management experience is desired, with strong Incident Command System (ICS) skills. Due to the emergency response nature of the position, it requires time beyond normal working hours. 5

6 EDUCATION AND EXPERIENCE The selected candidate must have a bachelor s degree in business, public administration, or a related field and at least seven (7) years of experience working in emergency management or public safety to include management experience and experience in providing financial oversight of multi-million dollar programs and projects. Knowledge of federal, state, and local grants and contracts and experience in a leadership role during real-world disaster response are required. Those candidates must have NIMS 100, 200, 300, 400, 700, and 800 or the ability to obtain them within a year of employment. Ten (10) years of experience will be considered in lieu of a bachelor s degree. PREFERRED CREDENTIALS: Master s degree in emergency management, public administration, business or related field Professional emergency management certification (Certified Emergency Manager, Associate Emergency Manager, or state equivalent) Master Trainer or Master Exercise Practitioner certification Project Management Professional (PMP) certification COMPENSATION AND BENEFITS BCFS Health and Human Services offers a comprehensive compensation package inclusive of salary benefits and relocation allowance that surpasses competitive markets for similar positions nationwide. A generous benefits program includes 11 paid holidays, vacation, sick, and personal leave. The BCFS System participates in health, dental, and other insurance programs to benefit staff members and their dependents. A healthcare and dental plan for full-time regular staff members and their dependents is available on the first day of the month after completion of 30 days of full-time employment. The terms of the health and dental plan, the life insurance plan, and the long-term disability are controlled by the applicable plan document. BCFS Health and Human Services provides eligible staff members with a retirement plan, currently a 403(b) plan. After completion of two years of eligible employment, BCFS or an entity within the BCFS System contributes an amount equal to 5.25% of the staff member s monthly earnings to the plan, provided the staff member is contributing a minimum of 3% of their own salary to the plan. After two years of eligible employment, staff members are 100% vested in all contributions made to the plan on their behalf. Vehicle and communications equipment provision is identified during employment contract negotiations. The final salary will be commensurate with education and experience. 6
