Do you want to play an important role within our environmental leadership team? Our Water Quality Program (WQ) is looking to hire a NWRO Section Manager (WMS Band 2). The position is located at our Northwest Regional Office (NWRO) in Bellevue, WA. This position manages 44 employees and four work units. The work includes inspections and compliance actions for wastewater, stormwater and nonpoint source pollution discharges, water cleanup planning and implementation, and water quality financial assistance. The Section manages approximately 2200 water pollution discharge permit coverages, including individual permits for sewage treatment plants and industries, stormwater permits for construction sites, industries and municipalities; aquatic pesticide permits, and general permit coverages for sand & gravel facilities, fruit packers, hatcheries, and water treatment plants. The workload includes approximately 1100 site inspections and approximately 30 formal enforcement actions biannually. Nonpoint source pollution management includes agriculture and forestry-related activities, as well as water quality certifications for hydropower projects. The section manages millions of dollars in active state and federal financial assistance contracts. It is developing several plans for cleaning up water bodies that don't meet water quality standards. We are looking for an experienced mid-level manager with excellent people skills and the ability to problem solve with large groups that deal with complex environmental / WQ projects and who has great HR / personnel skills and team management experience. Statewide impacts The mission of the Water Quality Program (WQ) is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health. The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying waterbodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington's waters. The NWRO Section manager position directly implements water quality laws and regulations including the issuance of state and federally delegated permits, enforcement actions, nonpoint activities and natural resources decisions impacting local, state, and federal agencies. Some of the key work activities include: Planning, leading, organizing, and controlling the work performed by the organization. Assuring appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities. Supporting effective communications throughout the organization. Maintaining the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce. Administering the delegated functions of the Clean Water Act to assure Ecology is effectively meeting federal delegation responsibilities according to the U.S. Environmental Protection Agency/Department of Ecology delegation agreement. Representing the agency on complex negotiations, including development of inter-agency Memoranda of Agreement, and resolution of site-specific or issue-specific disputes. Assessing the organization's performance and work with managers to optimize program effectiveness. Coordinating operations manager meetings and participating in Program Management Team meetings. Mentoring, supervising and evaluating performance of unit managers and other direct reports. Support teamwork and cooperation through open and honest communication. Recognize the contribution of others.

3 Page 3 of 6 Communicating effectively with program and agency managers, other agencies, elected officials, tribal governments, and stakeholder representatives. Serving as member of regional and Water Quality Program management team by sponsoring program teams and initiatives, and recommends and approves policies pertaining to personnel, budget, and environmental management. This position requires a knowledge of advanced principles of human resources, environmental, and engineering management; principles of business economics and planning, strategic planning, and detailed knowledge of multiple state and federal laws and regulations regarding all aspects of water quality management. QUALIFICATIONS: Required Qualifications: A Bachelor's degree involving major study in environmental, physical, or natural science, engineering, planning, business administration, or closely related field. AND Five years of significant project leadership experience in forestry, natural resources management, water quality policy, or environmental analysis, control, or planning. An advanced degree can substitute for 2 years of experience. Desired Qualifications: Two or more years of experience as a supervisor. Advanced degree in engineering, environmental science, public administration, a law degree, or other closely aligned field. Strong leadership and management skills that promote a productive and supportive work environment. Demonstrates skills in working on complex public policies. Ability to communicate clearly and concisely. Knowledge of environmental laws and regulations. Strong collaboration and facilitation skills. Demonstrates skills in creative problem solving. Ability to focus on priorities and measure and track success. Ability to be flexible, open to change and not bound by tradition. Demonstrates ability to work effectively on teams. Demonstrates ability to appreciate and value individual needs and diversity.
