2 Canyon Regional Water Authority Position Title: Position Category: Compensation Level: Operations Manager Officials/Managers $55,000 - $68,000 salaried position General Position Summary: This is a skilled managerial, administrative and technical position directing the operations and maintenance of the Canyon Regional Water Authority through the operating staff. The Operations Manager is responsible to the General Manager to organize personnel and direct the allocation and use of materials, equipment and staff to provide effective, efficient, and economical water production and plant operations. Work is performed under the general supervision of the Authority's General Manager and normally is completed in a 40-hour week. However, the Operations Manager is subject to 24-hour emergency call status. Work requires technical knowledge of the operation and control of treatment plant equipment and processes used to purify and clarify raw water for human consumption and industrial use and to distribute potable processed water to customer entities. The Operations Manager is expected to attend all Board Meetings and workshops and to represent the Authority in civic and utility industry organizations, as directed. Strong individual initiative and exercise of judgment in the management of programs and personnel is required. Frequent travel is required. Specific areas of management include: directing, coordinating, and managing financial controls, programs and practices, including help developing and managing the annual budget and financial resources; directing and coordinating the operations, maintenance, repair and modification of water production systems and transmission requirements of the Authority; recommending policy and procedures related to system operations and management to the General Manager; assuring orderly development of the Authority s services within the framework of adopted policy, budget and available resources; selecting, training, assigning work, and evaluating staff, developing operating and maintenance policies and procedures; directing and supervising treatment plant operations, preparing performance, technical and regulatory reports; performing routine laboratory chemical and bacteriological tests; assists with special operations and projects; serves as back-up Treatment Plant Operator (including filter plant operation, maintenance of records and logs, minor mechanical work, chemical delivery.

3 The Operations Manager plans, organizes, directs and coordinates the allocation and use of materials, equipment and personnel to provide effective, efficient and economical services. This includes selecting, training, assigning and evaluating personnel; preparing and administering capital, operations, and maintenance budgets; developing operating policies and procedures; resolving operational, procedural and customer service problems; and preparing performance and operational reports. It also includes working with and assisting consultants to the Board of Trustees in long-term planning for water resources, treatment, quality and system expansion or development; cost-effective financing of capital improvements and continuing evaluation of budget, debt-service and rate requirements; and ongoing interaction with regulatory and legislative issues and organizations affecting the Authority goals. EXAMPLES OF WORK PERFORMED 1. Directs and supervises facility operating processes. Directs staff and plans work schedules; makes work assignments; informs staff of policies and procedures; reviews work quality and quantity; resolves work problems; makes visual inspections of plant locations and equipment; notes and reports needed maintenance and repairs. 2. Manages the operational, financial and external affairs of the Authority according to budgeted resources and program requirements. Plans, organizes, directs and coordinates all operations, maintenance, repair and modification activities for water production and transmission within the guidelines set down by regulatory agencies, Board policy, and accepted industry safety and financial standards. 3. Assures the technical, professional and operational adequacy of all Authority systems. Plans, organizes, directs and controls the procedures and methods used to efficiently, effectively and economically accomplish the Authority's mission and to provide accurate and timely records and reporting of Authority activities to the General Manager. 4. Assures that the quality and quantity of water produced and transmitted through the Authority's facilities or water supply contracts meets or is better than all Federal, State and local requirements. Assures that the Authority complies with all applicable regulations for public water utilities. 5. Works with the General Manger and participates in various regular and special meetings of the Boards of Managers and various committees. As appropriate, provides reports on operations, personnel, system development, and regulatory issues. 6. Helps in the development of operation and maintenance budgets for review and approval by the Board of Mangers and Board of Trustees in conjunction with consultant recommendations and organization data. Monitors adopted financial programs to assure that the Authority pays for capital improvement and ongoing operations and maintenance in a cost-effective and fiscally prudent manner. Recommends additions or changes to the O&M budget, and other economic actions needed for sound financial operations and assures financial accountability management. 7. Develops or recommends long-range finance programs, including regular cost of service analyses, rate schedules, cost-recovery programs and the like. Regularly provides the General Manager and Board with information on costs of providing water and wastewater services,

4 anticipated new regulatory requirements which will affect costs, and the like in a timely manner so that Authority rate-making can be completed in a fiscally responsible manner. 8. Recommends the need for ongoing and specialized consulting and contractor services to the General Manager. Requests proposals for services and materials from consultants, contractors and suppliers; evaluates proposals for content, applicability, and cost-effectiveness; makes recommendations to the General Manager concerning the qualifications of firms. Coordinates with the ongoing activities of the Authority s engineers and accounting department. Monitors the activities of selected consultants and contractors to assure that the Authority obtains quality products and services within established project budgets. 9. Acts as the Authority s personnel officer in operations and directly supervises activities of the field and maintenance staff. Assigns personnel, assures training, and evaluates performance. Reviews and evaluates personnel and program performance including weekly and monthly operating reports, absences, personnel actions, budget expenditures and the like. Supervises employee pay schedules, retirement program, medical benefits and adopted personnel policies. Identifies and resolves functional and personnel problems. 10. Establishes or participates in establishing and implementing safety policies and procedures and work standards to insure correct and efficient operations and high levels of productivity. Assures compliance with safety rules and provides training to promote an accident-free work environment. Investigates all personnel and equipment accidents and prepares reports concerning causes and prevention methods. Maintains statistics concerning lost-time injuries and Worker Compensation claims. 11. Plans, schedules and delegates major projects undertaken by the Authority or outside contractors; assures proper supervision under established policies; reviews and approves all invoices and bills presented by contractors for payment. 12. Establishes and monitors inventory and control systems for all equipment, materials, supplies, and related appurtenances. Establishes and maintains systems to ensure controls on financial, human resource, and operations requirements. 13. Resolves Member Entities customer service inquiries. Establishes positive customer and public information programs for the Authority. Prepares and presents oral and written reports on customer service matters for varied audiences including the Board, community groups, professional consultants, and regulatory and industry agencies. 14. Recommends changes in Authority policies and procedures based on operational data, organizational changes and sound management principles. Implements policies established by the Board and assure compliance with adopted policies by employees, contractors, suppliers, other agents and, as appropriate, Member Entities. 15. Performs other duties as directed by the General Manager.

5 DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Comprehensive knowledge of water production systems, operating methods, and procedures, including equipment use and maintenance; Comprehensive knowledge of water production system maintenance methods and procedures, including equipment use and maintenance Comprehensive knowledge of locations and characteristics of water resources, transmission, treatment, storage and distribution systems and appurtenances Comprehensive knowledge of Authority policies and procedures and of Federal/State regulations and standards to be met/complied with Comprehensive knowledge of safety procedures Considerable knowledge of the principles and practices of management, including budget and personnel management Considerable knowledge of record-keeping practices and procedures Working knowledge of new treatment and maintenance technologies Working knowledge of distribution system characteristics of customer entities Working knowledge of the laboratory techniques necessary for plant operations and for thorough assessment of water quality including laboratory equipment and testing procedures related to water treatment Working knowledge of mathematics Skill in planning, organization, directing and managing personnel and equipment within established budget and staffing standards; Skill in identifying and resolving operational, procedural and personnel problems; Skill in scheduling and setting priorities in work assignments; Sufficient skill to supervise the operation, use, service and maintenance of water treatment and other related equipment; Sufficient skill to supervise the required physical/chemical tests, data calculation, water transmission, and quality control procedures; Ability to develop and implement improved cost effectiveness, operations and maintenance procedures;

6 Ability to communicate orally and in writing and to prepare and give clear and concise reports, and presentations to internal and external audiences; Ability to learn/apply new technology to improve job knowledge/performance; Ability to train employees and develop their proficiency and job growth potential; Ability to work safely, alone or as part of a work group, to establish and implement safety procedures and to recognize and correct safety hazards in the workplace; Ability to establish and maintain working relationships with staff; management, the Board of Trustees, consultants and vendors, customer entities, State and Federal regulatory agencies, and the general public; DESIRABLE EDUCATION AND EXPERIENCE At least three years of experience in water production, water treatment, system maintenance, and system operations, with demonstrable supervisory management skills. A high school diploma is required and at least two years of college or technical education is highly desirable. Any combination of education and experience that provides the desired knowledge, skills, and abilities, will be considered. NECESSARY SPECIAL REQUIREMENTS Must be able to respond to Emergency Calls within 30 minute s notice and live within the area to be able to respond to this requirement. Must possess a valid Texas Driver's license, maintain a good driving record, and be able to pass an Authority driving evaluation. JOB PHYSICAL REQUIREMENTS Must be able to hear audible warning signals and to speak clearly thru communication equipment. Must be able to drive a motor vehicle and meet certain sight requirements to drive a motor vehicle. Must be able to read meters and walk extensive distances. An individual would need use of his/her legs. Must be able to lift and carry at least 50 lbs. weight. Must be able to climb stairs, ladders, rough terrain and work in elevations that exceed 30 feet. Will need to be able to stoop, bend, twist, reach above the shoulders, kneel, and crawl in order to perform the functions of the work.
