Tanker Forum Vessel Performance Monitoring (PM) Francesco Bellusci Scorpio Ship Management International Association of Independent Tanker Owners

Contents 1. Background What is Performance Monitoring (PM)? Why are we interested in PM? 2. Regulatory Framework 3. ISO INTERTANKO WG/Performance Monitoring 5. Hull Performance & Insight Conference (HullPIC) 6. Future deliverables 7. Summary

What is performance monitoring? 1. Background Collecting data affecting vessel performance, calculating efficiency and benchmarking it with optimal one.

1. Background What is the concept of performance monitoring? No universally agreed / reliable / accurate methodology for monitoring vessel performance EEDI (new building), SEEMP and EEOI(ships in operation) ISO 19030: standard method to measure degradation of hull coatings & propeller performance Part 1 (General) Part 2 (automated data) Part 3 (manual data) (Ken Takagi, ISO 15016, 2015)

1. Background Why are we interested in performance monitoring? Fuel saving, emission reduction, regulatory compliance Charterers expectations Question: Are Tanker Operators, Charterers and Regulators talking about the tanker performance in the same language?

2. Regulatory framework Green House Gas (GHG)/MRV/IMO DCS/SEEMP/EEOI/EEDI IMO Initial Strategy: to reduce CO2 emissions per transport work (carbon intensity) by at least 40% by 2030, pursuing efforts towards 70% by 2050, compared to 2008 and to reduce the total emission by 50% in 2050 as compared with 2008.

Autonomous Ships 2. Regulatory framework Definitions for Autonomous Merchant Ships, NFAS IMO has already kicked-off the conceptual discussions. Without a shore-based vessel PM system, would it be possible?

3. ISO What is the concept of ISO 19030? Calculation of degradation of performance Vd Comparison between benchmark period and evaluation period Warning when degradation excessive for polishing or measuring the benefit of intervention (drydock/fed including hull paint) JOTUN, INTERTANKO WG1, EURONAV INTERTANKO WG 1

4. INTERTANKO WG/PM ISTEC established a Working Group in Task to look into the possibility of finding an agreed method beyond hull degradation only (beyond ISO 19030) Membership: Scorpio SM, Stena Bulk AB, CMM, Euronav SM, V Ships, Springfield Shipping Co, Tsakos Columbia SM, Stolt Tanker BVm Minerva Marine, Anglo Eastern, d Amico Group, Odfjell Tankers ABS, DNVGL, JOTUN, Vessel Performance Solutions ApS, Herbert Engineering, UCL, BMT Smart Ltd., Propulsion Dynamics US, Prisma Electronics SA, OCIMF WG 1 Nov 2017: a scooping exercise WG 2 Apr 2018: an action oriented meeting [WG 3 Nov 2018: a table of contents of Best Practices]

5. HullPIC 2018 HullPIC (Hull Performance & Insight Conference) Members: ISO developers and users, industry experts Objective: Share their experiences using ISO INTERTANKO WG: plans to continue to engage

Questionnaire Future deliverables Internet-based questionnaire has been developed. To what extent tanker operators are applying PM What PM measures they are applying Are they applying ISO 19030? To what extent? Results.

Consideration for future work 6. Future deliverables Develop a set of guidelines addressing minimum data required, alternatives in case, data accuracy and uncertainty Invite HullPIC participants to improve ISO in this regard Develop best practices guidance with the aim to get clarity on what does it mean technical and commercial performance Build up a level playing field for avoiding misinterpretation by regulators which are very active in this moment or charterers Contributing in properly addressing the concept of ship performance index amongst responsible stakeholders

7. Summary The following two components could work together: The wealth of expertise within HullPIC, and Practical experience and feedback from field operation (INTERTANKO) INTERTANKO WG is to continue ISO experience sharing amongst its membership. Development of Best Practices for dealing with data Further consideration, contingent upon completion of the above near term task. Thank you
