1 Government of Karnataka (Department of Horticulture) No. DH/ADDL.DH/FRUITS/AHO-2/55/ DIRECTORATE OF HORTICULTURE LALBAGH, BANGALORE DATE: SHORT TERM TENDER NOTIFICATION FOR ENGAGING PROJECT MANAGEMENT AND IMPLEMENTATION CONSULTANT FOR THE PROJECT ON ESTABLISHMENT OF MANGO DEVELOPMENT CENTRE IN KOLAR AND CHIKKABALLAPURA DISTRICTS UNDER RKVY (Two Cover System) The Department of Horticulture invites sealed tenders in the prescribed format in 2 sets from eputed, technically competent and experienced Firms / Group of individuals for taking up consultancy services for the management and implementation of the project on Establishment of Mango Development Centre in Kolar and Chikkaballapur districts under RKVY. The total estimated cost of the project is Rs crores for a period of 4 years from to The estimated cost for infrastructures is Rs crores. ABOUT THE PROJECT: The project is aimed at the integrated development of Mango industry in the major mango growing tracts of Karnataka, with focus on improving the production and productivity, post harvest management, marketing and export of mangoes. It is envisaged to establish a Backward Linkages Centre for Mango Development at Hogalagere Horticulture Farm, Srinivasapur taluk, Kolar district and a Forward Linkages Center for Post Harvest Management and Market information on Mango at Madikere Horticulture Farm, Chintamani taluk, Chikkaballapur district. OTHER DETAILS: The scope of the task, qualification, requirement of consultant, documents to be produced, terms and conditions and other details are given in the tender document (Request For Proposals (RFP) documents) which can be obtained from the office of the Additional Director of Horticulture (Fruits), Directorate of Horticulture, Lalbagh, Bangalore-04. The cost of the RFP document is Rs.500/ % tax (Rs.563/-) (Rupees Five hundred and sixty Three only) payable in cash. ABOUT THE BIDDING The RFP document may be obtained from the Office of the Additional Director of Horticulture (Fruits), Lalbagh, Bangalore from to between am and 5.00 pm. The bids should be submitted in two separate forms, viz. Technical Bid and Financial Bid, along with an EMD of Rs.50,000/-(Rupees Fifty thousand only) by way of crossed Demand Draft, drawn in favour of Director of Horticulture, Lalbagh, Bangalore. The duly filled Tender forms should be submitted to the Additional Director of Horticulture (Fruits), Directorate of Horticulture, Lalbagh, Bangalore-4. The last date for submission of duly filled Technical and Financial bids is (by 5.00 pm). The details regarding submission of the Technical and Financial bids are given in the RFP document. The technical bid will be opened on at am in the Mini Meeting Hall, Directorate of Horticulture, Lalbagh, Bangalore, in the presence of Tenderers / their authorized representatives. The financial bid will be opened on at am at the above venue. 2 2 TERMS OF REFERENCE (TOR) Annexure 1 The following are the Terms of Reference : 1. Background The Department of Horticulture will be implementing the project on Establishment of Mango Development Centres in Kolar and Chikkaballapur Districts under the Centrally Sponsored Rashtriya Krishi Vikasa Yojana (RKVY) from for a period of 4 years, at a total project cost of Rs crores. The rationale behind this project proposal is to improve production and productivity, minimize post harvest handling losses and to streamline and improve the market / export share of Karnataka mangoes in national and international markets. The project envisages survey of mango gardens, identification of potential farmers for export, development of effective scientific technologies and their adoption in the field, creation of essential infrastructures for procurement, post harvest management, marketing and export and to promote extension services through training and demonstrations. The project proposal also covers creation of Export Information Centre and conducting HRD programmes to the mango farmers and other stake holders. Under this project, two full fledged Mango Development Centres i.e., Backward Linkages Centre in Hogalagere Horticulture Farm, Srinivasapura taluk, Kolar district and Forward Linkages Centre in Maadikere Horticulture Farm, Chintamani taluk, Chikkaballapur district will be established. The estimated cost for infrastructure is Rs crores. 2. A concise statement of the objectives of the assignment To establish a full fledged Mango Development Centre, focusing on providing various backward and forward linkages. To demonstrate scientific production technologies, such as adoption of high density planting vis a-vis use of poly-embryonic rootstocks and adoption of Good Horticultural Practices, for enhancing production, productivity and quality. To create the necessary common infrastructural facilities, such as Office for the Center, Training cum Demonstration Center, Dormitory for Trainees, Grading Centre, Packing Unit, Vapour Heat Treatment (VHT) Unit, Hot Water Treatment (HWT) Unit, Irradiation unit, Fumigation Unit, Pre-cooling Unit, Cold Storages, Pack Houses, Ripening Chambers, etc. To support the growers and the traders by organizing the mango festivals, national and international mango trade fairs and conducting exposure visits to the leading mango markets within India and abroad. To establish an Information Centre, to facilitate inland traders and exporters, with the necessary market information services. To provide HRD support to both the mango growers (to produce the export quality fruits) and the entrepreneurs (to understand all the procedural aspects involved in export). To help the state and the country to earn valuable foreign exchange. To help to secure a prominent position to the State on the export map of mangoes in India and the World. 3. An outline of the tasks to be performed (a) Preparation of detailed plan and estimates and tender documents. (b) Planning and supervision of the civil infrastructures (including interior and exterior) installation of machinery and equipments (c) Verification, Bill Checking and Certification of the works till completion and commissioning.

3 (d) 3 All aspects related to the planning and estimation and consultation for execution of Civil Structures till / after completion, of the following Centres: (1) Backward Linkages Centre at Hogalgere Horticulture Farm, Srinivasapura taluk, Kolar district. Civil components: Complex for Backward Linkages - Office, HRD centre, Dormitory / Hostel / Guest House. (2) Forward Linkages Centre at Madikere Horticulture Farm, Chintamani taluk, Chikkaballapura district. Civil components: Office building Human Resource Development Centre Post Harvest Infrastructures - Grading Unit, Packing Unit, Vapour Heat Treatment (VHT) Unit, Hot Water Treatment (HWT) Unit, Irradiation Unit, Fumigation Unit, Pre-cooling Unit, Cold Storages, Pack Houses, Ripening Chambers, etc. Dormitory for trainees / Guest house / Hostel e) Comprehensive study of the existing site and its location and periodic site visits during the execution of the project till completion. f) The necessary clearances need to be obtained from the concerned Government agencies for creation of facilities like electricity, water, drainage etc., in co-ordination with the Department of Horticulture. g) Assisting the Department in the procurement and installation of equipments and machineries. 4. Schedule for the completion of the tasks:- As agreed in the MOU. However, the probable / indicative dates are as follows: 1. Preparation of detailed design /plan and estimates for the infrastructures under the project Preparation of tender documents, completion of tender process for infrastructure Commissioning of the Backward Linkages Centre and Forward Linkages Centre Data, services, and facilities to be provided by the Client Since this consultancy service is basically for management and implementation of the project with focus on civil works, basic information regarding the required infrastructures, facilities to be provided in the project centres, co-ordination as and when required and other facilities can be finalized through mutual discussions.

4 4 6. Final outputs (i.e., Reports, drawings, etc.,) that will be required from the Consultant A. Scope of the task 1. The consultant will be the exclusive resource person / organization / agency for planning and supervision of the civil infrastructures related to the establishment of Mango Development Centres at Hogalgere Horticulture Farm, Srinivasapur Taluk, Kolar District and Madikere Horticulture Farm, Chinthamani Taluk, Chikkaballapur District. 2. The Consultant will be the exclusive technical advisor for Civil / Engineering, Mechanical, Electrical, Sanitary and Interior / Exterior decorations for the Mango Development Centres. 3. The consultant will provide all the necessary services related to preparations of plans and estimates as per the requirements of the Department of Horticulture. 4. The consultant will prepare the necessary Tender Documents and will serve as member of the Project Management Committee, which will scrutinize the technical and financial bids and make selection of the competent tenderer. 5. During the execution, the consultant will advise and assist the Department of Horticulture in site selection, supervision of the construction works, verification of the correctness and genuinity of the materialistic aspects and civil works, ensuring the specified quality as defined and elaborated in the award of Tender / MOU. He will also advise the concerned on the rectification of faults, deviations, mistakes, etc, committed in the civil, electrical and sanitary works by the contractor. 6. The consultant will critically assess the satisfactory completion of all the civil, electrical, machinery / equipments and sanitary aspects related to the establishment of backward and forward linkages centres and build up the documents related to project completion and necessary certification. 7. Composition of the Review Committee and review procedure to monitor Consultant s work The Sub-Committee of the Project Management Committee (PMC) will be the Review Committee to monitor the consultant s works. 8. List of Key positions, whose CV and experience would be evaluated. a) A note on the Firm / Organization details to be provided. b) Curriculum Vitae of Head / CEO / Board Members of the Organization / Firm. c) Experts in the field of Architecture/ Civil / Mechanical / Electrical / Agricultural Process Engineering, Interior and Exterior Decorations and Management. 9. Professional Qualification of the Consultants / Firm / Organization and Eligibility Criteria a) The consultants team / firm shall have qualified Architect, Civil / structural / mechanical / mechanical engineer and a qualified electrical engineer and also shall have experts from agricultural engineering field. b) The team must have at least 3 years of professional experience in the relevant field. c) The consultant should have a track record of successfully completed projects, whose contract value is not less than Rs.100 crores in the last 3 years. 8

5 Proposals: 5 SUPPLEMENTARY INFORMATION FOR THE CONSULTANTS Annexure 2 1. Proposals should include the following information: (a) Technical Proposals: (b) Financial Proposals: (i) Technical Proposal Submission in Form F-1 (ii) A brief description of the firm/organization and an outline of recent experience on assignments/projects of similar nature executed during the last three years in the format given in Form F-2; (iii) Any comments or suggestions of the Consultant on the TOR (iv) A description of the manner in which Consultants would plan to execute the assignment, work-plan, time schedule in Form F-3 and approach or methodology proposed for carrying out the assignment; (v) The composition of the team of personnel which the Consultant would propose to provide and the tasks which would be assigned to each team member in Form F-4; (vi) Curriculaum Vitae of the individual key staff members to be assigned for the assignment and of the team leader who would be responsible for supervision of the team. The curriculum Vitae should be in Form F-5 and signed by the concerned personnel. (vii) The Consultant s comments, if any, on the data, services and facilities to be provided by the Client as indicated in the TOR. The financial proposals should include the following: (i) Financial Proposal submission in Form 6 (ii) Cost Estimate of Services, List of Personnel and Schedule of Rates in Form Two copies of the Proposals should be submitted to the Client. 3. The Consultants should note that the Contract for this Assignment will be with the Client Director of Horticulture, Department of Horticulture, Lalbagh, Bangalore (Project Agency). Payments to the Consultants shall be made in accordance with the agreed estimated schedule assuring the Consultants of regular payments along as progress on the Assignment proceeds as planned and invoices with relevant supporting documents are submitted for approval on a timely basis. 4. Review of reports: A review committee (to be restricted to three members) consisting of the following officers will review all reports of Consultants (Inception, Monthly, Quarterly and other reports) and suggest any modifications/changes considered necessary within 15 days of receipt. 6 6 5. Other Terms and Conditions: 1. The Consultants shall not have free hand to commit anything pertaining to the project without the prior consultation and approval from the Directorate of Horticulture and the Project Management Committee. 2. The Consultant shall be prepared to visit the sites as and when required. 3. The consultant should draw a PERT chart in respect of sequence of delivery of construction works. This should synchronize with the time fixed for the establishment of full fledged Mango Development Centre. 4. The consultant should have a constant review after every important event or delays due to any reason whatsoever to determine the ultimate time schedule in completion of the project. 5. The Department of Horticulture is not responsible for any delay in the receipt of offers from any bidders due to any reason. No bids will be received after the scheduled date and time fixed. 6. Documents, Proofs, Testimonies to be produced. A note on the firm / organization, details of registration, key professionals, staff strength / details, relevant experience, years of active business in similar area, abstract of works under taken so far with emphasis on the last five years, along with details of turnover from similar business. Value of the works executed in a single consultancy with documentary proof. Brief of similar infrastructure project executed for any State Government. Total value of the works of National and International level projects. Any other relevant information. 7. Earnest Money Deposit:- The tenderer should submit an EMD of Rs.50,000/- (Rupees Fifty Thousand only) along with the Technical Bid proposal in the form of crossed Demand Draft drawn in favour of the Director of Horticulture, Lalbagh, Bangalore. The EMD of the unsuccessful bidders will be returned within 15 days from the date of opening of financial bids. The EMD of the successful bidder will be retained as security deposit and returned once the project is completed in all respects as per contractual obligations. The EMD so retained by the Department of Horticulture will not carry any interest. 8. Schedule of payments:- The breakup of the cost estimate in Form F - 7 is for the information of the client to guide the reasonableness of the cost. However, payments will be made on the basis of deliverables as specified in the contract. Payment to the consultants shall be made in accordance with the agreed payment schedule and incorporated in the contract.
