3 INTRODUCTION BACKGROUND ON THE GAMBLING COMMISSION The Gambling Commission was set up under the Gambling Act 2005 to regulate commercial gambling in Great Britain in partnership with licensing authorities. We also regulate the National Lottery under the National Lottery etc. Act We are an independent non-departmental public body (NDPB) sponsored by the Department for Culture, Media and Sport (DCMS). We aim to permit gambling in so far as we think it reasonably consistent with pursuit of our statutory licensing objectives of: preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime ensuring that gambling is conducted in a fair and open way protecting children and other vulnerable persons from being harmed or exploited by gambling. We are also responsible for licensing and regulating the National Lottery. We protect the integrity of the Lottery, protect players and maximise funds to good causes. We license operators and individuals in Great Britain that provide the following: Arcades Betting Bingo Casinos Gaming Machines Lotteries Remote Gambling including gambling online, by telephone or via any other electronic communications device Gambling Software We are also responsible for awarding a single licence to a commercial operator to run the National Lottery. The licence is currently held by Camelot UK Lotteries Ltd. How we regulate We regulate in a transparent, accountable, proportionate and consistent way. Using a risk-based approach, we focus our resources on those issues and operators that potentially present the greatest risk to the licensing objectives. All commercial gambling operators which hold a licence under the Gambling Act must comply with the legislation, licence conditions and codes of practice (LCCP). The National Lottery operator has a separate licence, we make sure that the operator complies with the licence, and also monitor and challenge the operator to maximise returns for good causes.

4 We combat illegal gambling activities and integrity issues relating to sports betting. We publish the way we intend to apply the relevant legislation and support our compliance and enforcement activity with clear regular communications. We advise government by gathering information and intelligence and maintaining our evidence base. We are co-regulators with Local Authorities who have specific responsibilities for example to license betting premises and enforce at a local level. We also work in close partnership with other regulators such as the police, National Crime Agency and HM Revenue & Customs (HMRC) on crime and betting integrity matters; and the ASA, CMA and ICO on matters relating to fair and open marketing and terms for gambling consumers. On responsible gambling, we work in partnership with organisations representing civic society and at an international level, relationships with the European Commission and regulators in other jurisdictions are important. Some current strategic challenges include: The impact of digital, mobile and online technologies on gambling products and the way consumers use gambling services; the expansion of the market and ongoing consolidation as a result of legislation in 2014 which now sees some 3,000 operators licensed by the Commission; the implementation of successful strategies to reflect new money laundering requirements, and tackle sports match fixing; the strategic challenge to enable appropriate innovation of the National Lottery to provide continued public appeal and to maximise returns to good causes. ; and The Gambling Commission has a clear mission to make gambling in Britain fairer and safer. To help turn this vision into reality we want to appoint an experienced and highly committed Chair to lead its independent expert advisory body the Responsible Gambling Strategy Board (RGSB).

5 THE RESPONSIBLE GAMBLING STRATEGY BOARD The Responsible Gambling Strategy Board is an expert body, established as an independent advisor to the Gambling Commission to assist the Commission in meeting its desire to make gambling safer. Board members will bring a breadth and variety of experience spanning including preventive education, public health, treatment and counselling services, social research, and psychology. RGSB advises the Commission on what is most effective in terms of preventing and treating gambling problems, and on the research and evaluation required to build the evidence base in this area. It also advises on the amount of funding required to deliver effective research, education and treatment. Our research shows that, whilst many people gamble without experiencing harm, for some gambling can have a significant impact on their lives. 450,000 people in Britain are recognised as having a problem with gambling, with a further 2 million at risk of developing a problem. The harms that can come from gambling do not just impact upon the individual but may also affect many of those around them their families, friends, employers. The Strategy Board is set up to: Provide expert advice to the Gambling Commission to support the Commission s objective to make gambling safer; Support the national responsible gambling strategy; and Develop a robust, needs-based strategic framework for identifying priorities for funding and commissioning research, education and treatment in relation to reducing harm from gambling. Advise on: High level outcomes and measures of success; The most appropriate methodologies for monitoring and evaluating those outcomes; Whether arrangements which will be put in place for the commissioning of services and distribution of funding are working effectively and efficiently; and The amount of funding required to deliver effective research, education and treatment. 6 THE ROLE Following the completion of two terms, Sir Christopher Kelly, will stand down as Chair: the Gambling Commission are looking for a credible, authoritative Chair of high calibre who can lead the RGSB and its pool of experts to critically analyse and interrogate evidence and to shape future strategy. The Board is made up of eminent subject matter experts and industry leaders from a range of sectors: as a result we are seeking to appoint an experienced chair, who will most likely be someone that has made a transition into a plural career. They will be a skilled chair, who can evidence situations where they have been required to draw together a diverse range of opinions, ensuring a group make progress with clear measurable outcomes. This will involve drawing on your robust, analytical skills and establishing links at a strategic level across the research community, public health and a wide range of organisations key to developing and implementing the strategy. You will have an opportunity to have a real influence on public policy in a highly topical area that is seeing rapid development driven by changes in technology and consumer behaviour. The post is funded by the Commission. The Chair and the Board are supported by a secretariat function and have access to support from the wider Safer Gambling Team from within the Commission. TIME COMMITMENT The time commitment for role is negotiable, however there is a minimum expectation of 1-2 days per week. Board meetings are currently bi-monthly and there is an expectation of input in between these meetings including for example reading relevant materials, commenting on the development of RGSB documents, and other meetings. LOCATION Meetings of the Board are likely to take place mainly in London but with some travel to Birmingham (where the Gambling Commission is based) and other British cities on some occasions. REMUNERATION A pro rata salary of 26,000 is payable based on 1 day per week commitment ( 500 day rate). Travel and subsistence expenses are also payable.

7 PERSON SPECIFICATION The Commission seeks a senior individual with the integrity, independence and strong chair experience, who fully embraces the commission s purpose and mission. They will bring a strong track record of board experience in both an executive and non-executive capacity, which will likely have been gained in a range of organisations spanning the commercial, public and third sector. Experience of operating as part of an advisory board, or equivalent would be advantageous. The right candidate will be able to demonstrate a passion and commitment to responsible gambling, they must be both independent from the industry but have the stature and position to garner the industry s confidence and respect. They will be an experienced and sophisticated communicator, who can evidence their ability to build strong relationships with senior stakeholder across industry, government and members of the public. Applicants must have: Experience of chairing a high profile Board or advisory body in the public, voluntary or private sector; Knowledge and understanding of corporate governance; Experience and knowledge of strategy and policy development; A strong track record of promoting high quality research methodologies and of evidenced based policy making; Knowledge of the process for commissioning of services with a clear vision for the way evidence-based policy and practice can be applied to improve the quality and effectiveness of research, education and treatment; Experience of, and a commitment to, partnership working across sectors and the ability to command the respect of key stakeholders.

8 Strong interpersonal and presentational skills, specifically the ability to convey complex issues clearly and compellingly to a diverse audience, together with experience in media handling and public relations. A commitment to the successful delivery of a GB-wide strategic framework for research, education and treatment. The ability to operate in a complex political environment with a variety of stakeholders, whilst maintaining independence and integrity. A track record of commitment to public health and prevention agendas is desirable as is an understanding of the operation of government in both Westminster and the devolved administrations. The appointment will be made by an appointments panel, chaired by the Commission Chairman What will I get from the role? This is an exciting opportunity for you to play a significant role in making gambling fairer and safer. Your role in providing expert advice to the Gambling Commission means you will have an important input into the way that the Commission regulates in the future. Your advice has the potential to improve the experiences of 400,000 people who have a problem with gambling; 2 million who are at risk of developing a problem; and people in wider society who are impacted by those problems.
