2 WELCOME This is an exciting time to join the Finance team at DCLG. Our vision is for a strong, strategic and influential Finance team, positioned at the heart of the Department, facilitating decisions at the highest level. My objective is for the directorate to provide excellent service, improve value in everything we do, and be a great place to work. I want staff of all grades to feel empowered to lead change and continuous improvement, irrespective of their grade or role. All of our roles are stimulating positions which will give highly skilled and motivated individuals an exciting and challenging opportunity in a dynamic department. The areas we work on are real priorities for this government. The support provided by the Finance team is critical to the successful delivery of the Department s plans, and all roles require staff to work collaboratively with other teams across the Department. We are proud to be finance professionals, and successful candidates would become part of a close knit team in DCLG, but also part of the wider Civil Service Government Finance network. 3 ABOUT DCLG The Department for Communities and Local Government's job is to create great places to live and work, and to give more power to local people to shape what happens in their area. We are responsible for: supporting local government by giving them the power to act for their community - without interference from central government helping communities and neighbourhoods to solve their own problems so neighbourhoods are strong, attractive and thriving working with local enterprise partnerships and enterprise zones to help the private sector grow making the planning system work more efficiently and effectively supporting local fire and rescue authorities so that they re able to respond to emergencies and reduce the number and impact of fires Objectives Driving up housing supply and increasing home ownership Our ambition is to deliver 1 million new homes over the next 5 years. We have the most ambitious plan to build affordable homes since the 1970s and we are focused on accelerating housing supply by speeding up the planning process, bringing forward public sector land and helping small builders. We want more people to have the security and stability of owning a home of their own. We are delivering a major boost to affordable home ownership with Starter Homes and extending Right to Buy to housing association tenants. We are helping first-time buyers by offering an unprecedented 25% bonus, up to a maximum of 3,000, on the money they save with a dedicated Help to Buy ISA. Devolving powers and budgets to boost local growth in England For Britain to fulfil its potential, every part of the country must be enabled to achieve its own potential. That s why we want to see a shift in power from central government to local government, with decentralisation bringing power closer to local communities. While individual cities and towns are strong, if they pool their strengths, they can become stronger than the sum of their parts. Supporting strong communities with excellent public services We are working with councils as they support communities across the country with services as wide ranging as children s services, commissioning adult social care provision and dealing with refuse and recycling. 3

5 Role Title Finance Business Partner (Permanent) Grade SEO ( 37,292-43,407) Division/Directorate Finance Finance Business Partner Team Reporting to Head of Finance Location 2 Marsham Street, London, SW1P 4DF Job description Overview of the area of work: Finance business partners are central to the Department s policy development and assurance function, and also in ensuring that financial and policy outcomes are managed to be the best they can be. In addition to supporting specific business areas, Business Partners work flexibly across the wider team, responding to new pressures as they arise (for example supporting the implementation of a wide range of flood recovery programmes in response to exceptional weather). The post holders will take an active role in the ongoing management and implementation of high value and complex programmes providing financial advice and challenge. As Finance Business Partners, these roles involve the provision of critical support and advice to further the Department s objectives. One role is within the business partner team that provide support to the Housing and Planning group; the other will work with the team that supports the Local Government and Public Services and Devolution and Local Growth groups. You will work closely with two other Finance Business Partners and will take an active role in the development, implementation and delivery of high value and complex programmes by providing financial advice and challenge. Key responsibilities: Business Partnering Provide clear, relevant advice to support effective decision making in specific policy areas for which you will be responsible; Build strong and productive relationships with policy teams to ensure you become a trusted advisor and challenge is welcomed during policy development; Act as a key liaison between finance and policy teams, with HM Treasury and other government departments; Support the team in providing relevant and timely ad hoc analysis to senior management, enabling them to manage their divisions strategically; Build capability across the Department to ensure good financial management and value for money; Ensure that risk management, internal control and governance procedures are followed and act as the first line of defence for financial management; and, Understand the financial profile and challenges for the areas which you are responsible for, helping the Department to accurately manage its financial position. The successful candidate will possess Evidence of excellent relationship management skills A recognised accounting qualification, or demonstrate part qualification with ambition to achieve full qualification (ACA, ACCA, CIMA, CIPFA) Experience of working within Finance with good understanding of budgeting and accounting principles. An understanding of the principles of Managing Public Money Ability to understand and articulate risks and mitigations Financial analysis and appraisal skills. Ability to collate and analyse information from a wide variety of sources to provide a comprehensive and concise resolution to problems Microsoft Word / Excel/ PowerPoint proficiency. Knowledge and understanding of Government financial and management reporting, and financial planning / budgeting techniques is desirable however we welcome candidates from all sector backgrounds. Previous candidates have come from audit, practice, financial services, banking and local government. Key Skills: Collaborating & Partnering Establish relationships with a range of stakeholders to support delivery of business outcomes and encourage collaborative team working within finance and across the Department. Seek constructive outcomes in discussions, challenge assumptions but remain willing to compromise when it is beneficial to progress Seeing the Big Picture Be alert to emerging issues and trends which might impact on the team and the wider Department s work, alongside the detail, demonstrating an ability to work and think strategically. Understand the policy context of the Department and wider government to ensure that financial advice and challenge is appropriate. Delivering Value for Money Able to balance policy ambition with financial requirements and achieve efficient, cost-effective outcomes. Adept at analysing and improving business cases in line with Green Book. Set up processes that are efficient and effective from a customer perspective 6

The area is filled with culture and history and you have easy access to shops and facilities and are within easy reach of the river Thames. There are excellent transport links with Victoria, St James Park, Westminster and Pimlico all within walking distance. 9
