1 REQUEST FOR EXPRESSIONS OF INTEREST FOR TWO JUNIOR CONSULTANTS AFRICAN DEVELOPMENT BANK PRIVATE SECTOR DEPARTMENT (PISD) CCIA BUILDING 01 BP 1387, AV. JEAN-PAUL II, ABIDJAN 01 CÔTE D IVOIRE Title of the assignment: Two (2) Junior Consultants Financial analysts Brief description of the Assignment: The two (2) junior consultants will be part of the Investment Analytics and Modelling Team (IAMT). Their core roles are to assist Senior Analysts in the development of tailored Financial and Economic Models using Microsoft Excel. They will support the team in a number of highly varied areas of work, mostly related to investment analysis. Introduction: The role of the Bank s Private Sector Development Department is to promote private sector in RMCs, ensuring that it plays a central role in laying the foundations in the development role of the Bank, in line with the Bank s 10 Year Strategy and HI 5 initiatives. As part of the PISD Directorate, the Strategy and New Products Division is responsible for preparing strategies, policies, guidelines, and analytical tools relevant to the sector; it

2 also ensures global client management and undertakes specialized assignments for the Regions and Sectors, providing ad hoc advice on transaction bankability and structuring, finance and economic modelling and technical assistance for Private Sector operations. The two (2) junior consultants will be part of the Investment Analytics and Modelling Team (IAMT). Their core role is to assist Senior Analysts in the development of tailored Financial and Economic Models using Microsoft Excel. ii. Objectives of the assignment: The Investment Analytics and Modelling Team (IAMT) work is primarily aiding the Investment Officers in appraising their projects, from a financial, development and economic perspective. The IAMT prides itself on providing high-quality products and first class financial advisory services. The role has a strong focus on financial modelling skills which are transferable universally across sectors. iii. Main activities and deliverables The role of the junior analyst is to assist IAMT to perform an integrated financial and socioeconomic analysis of private sector projects, primarily at origination level but also at other stages in the project cycle as may be requested. The tasks to be performed will depend on the specific requirements of each project. The role will require significant communication within the team and liaison with other departments, therefore strong interpersonal skills are essential. Key tasks to be performed are: Improving and optimizing the integrated project spreadsheet model and Bank s standard model templates (this may take the form of reviewing financial models prepared by other parties keeping track of changes made to original models to developing complex financial models in house for specific transactions). Deconstructing complex financial models into user friendly spreadsheets for the bank s credit risk department. Assisting the team in analyzing, understanding and acquainting with financial and economic models prepared by other parties like agencies, utilities and project sponsors/owners within the scope of project preparation and evaluation activities. Developing and building project financial and economic models using Bank standard templates.

3 Determining the appropriate conversion factors for linking the socio-economic and financial cash flows in the models. Determine the nature and magnitude of a project s economic benefit and determine the financial and economic impact for all stakeholders. In certain cases, determining the appropriate statistical parameters for key project variables that are used to perform a multivariate Monte Carlo risk analysis of project outcomes. Drawing conclusions from the risk and socio-economic analysis that can be used to affect project design and/or to participate in a project risk analysis by the credit risk department. Auditing models provided by project sponsors or other lenders for logical integrity and the reasonableness of key assumptions. Conduct sensitivity analysis on financial models, as requested by the bank s credit risk department. Supporting all areas of activity within the Investment Analytics and Modelling Team. iv. Duration of the assignment: The assignment will be for 6 working months. The duty station will be the AfDB Headquarters in Abidjan. v. Qualifications The candidate shall meet the following minimum requirements: A minimum Master Degree or equivalent in the following area of competence: Finance, economics, science, engineering or any related fields; Having a minimum 2 and maximum 5 years relevant experience; Less than 32 years age; Having the nationality of a Bank Member Country; Experience of using Microsoft Excel to an intermediate level; Experience in investment appraisal, project finance, and/or corporate finance is preferred;

4 An understanding and interest in finance, and accounting with a desire to develop a career in international development and Project Finance. Understanding of financial cash-flow modelling. Knowledge of international economic development issues is not essential, but would be an asset. Experience in international organizations will be an asset. vi. vii. The selection of the consultants shall be made in conformity with the Bank s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. The African Development Bank Group is under no obligation to shortlist any individual consultant who expresses interest. It is expected that interested individual consultants shall already be registered or register in the Bank s DACON System for consultants. Similar experience in the area of expertise of the assignment (50%) 3. Experience with the Bank and/or multilateral development organizations (10%) 4. Language proficiency (05%) 5. Knowledge of the region (05%) The selection criteria for junior consultants will be based primarily on the evaluation of their curriculum vitae, as well as their experience in undertaking similar activities with other firms and institutions and their availability. viii. Remuneration: The Consultant will be paid a competitive monthly lump sum for the entire period in accordance with Bank s scale set for Junior Consultants and commensurate with the number of years of relevant experience.
