By project close MOF expects to achieve an aggregate 29.4% reduction in the gaps identified in HCDPs. Component 2: 8 of the 10 PAs have already significantly exceeded the end of project target, however MOHA and MOFA remain below the target (12% and 8% respectively) and neither are expected to reach the 15% by project close. NDT expanded in to substantially exceed annual targets and in 2017 plans for more than 900 staff to undertake NDT HCDP skills gap reduction was reported by the BAPPENAS PIU at the kick-off for this mission as 25.8%, substantially exceeding the current 15% target. PHINDPDOTBL Percentage of respondents in the agency expressing satisfaction with the impact of the program on building agency capacity (Percentage, Custom) Value The MOF PIU reports an interim rating of satisfaction of 88%. The BAPPENAS PIU reports interim levels of respondent satisfaction for 2017 as 84% for scholarships and 85% for NDT. Both Components report 100% satisfaction with the impact on Agency capacity and internal operating environment from alumni specifically citing; increased productivity, benefits for the organization and positive change in attitude post SPIRIT (source December 2016 interim survey of 24 alumni and 48 supervisors). The next formal survey is about to commence and this mission has commented on methodology and draft instruments. Overall the project has made strong progress in completing revised HCDPs. Scholarships in priority areas (Percentage, Custom) Value MOF 100% alignment BAPPENAS Cluster: Degree PAs range between a low of 81% (MOFA) and a high of 100% (BKPM, BPK, BPKP, MOHA) with an average 96.9% Non Degree Training all PAs exceed 95% and the average is 99.5%. Both MOF and the BAPPENAS cluster of PAs report continue to align scholarships awarded with PA and Echelon unit HCDP priorities above target levels. An independent Technical Review is scheduled to commence soon and will review and verify by August Scholar selection transparent and merit-based (Percentage, Custom) Value Date 01-Jan Nov Nov Dec-2017 A consistent finding throughout project implementation by annual independent technical audits has been strong compliance with agreed selection procedures, although a weakness has been archiving information the 2015 technical review reported substantial improvement in this area with 100% compliance in MOF and 98.3% for degree scholarships and 100% NDT compliance in the BAPPENAS cluster. There is strong support from the Steering Committee urging PAs to formalize their Re-entry policies and programs, and at the end of the Mission 2 out of 5 PAs have confirmed that they have processed and will finalize a Circular Letter (Surat Edaran) signed by the Executive/ Principal Secretary for the implementation of re-entry policy while processing the Head of Institution Decree.
