1 UNIVRSITY OF LINCOLN JOB DSCRIPTION JOB TITL DPARTMNT LOCATION Development Scheme Advisor (Apprenticeship Levy) Human Resources Brayford Pool Campus JOB NUMBR HR1094 GRAD 6 DAT September 2017 RPORTS TO Head of quality, ngagement and Development CONTXT This new post will be responsible for managing the introduction and opportunities for University staff to access Degree/Higher Apprenticeship level programmes, as part of the Organisational Development (OD) Strategy in line with the Apprenticeship Levy. The post holder will work closely with the Deputy Vice Chancellor for Student Development and members of the OD team to drive the access to Higher and Degree Apprenticeships within the training and development provision for all existing staff members. This will include the effective development and running of a staff scheme, with initial emphasis on the introduction of a new programme for academic staff, which will be critical in supporting early career development within the learning and teaching environment. The post holder will be responsible for engaging with and supporting academic leads in developing modules to meet the requirements of the published Apprenticeship Standards, and establishing links with staff members to ensure a sustainable demand and appropriate uptake in this level of qualification. The post holder will work with the University Colleges and Professional Services to co-ordinate the development of staff opportunities, enable access to relevant course material, and provide evaluation and monitoring reports to the People Transformation Group (PTG), Senior Leadership Team (SLT) and Board of Governors, as appropriate. The post holder will need to exercise a high degree of programme and project management, alongside professionalism and judgement and will have experience of H administration and systems. They will undertake extensive liaison with senior leaders and staff members in order to manage the integration of these programmes. The introduction of the Apprenticeship levy means that the post holder will need to drive institutional change within set timeframes to achieve the required output. The post holder must be able to use their initiative, work as part of a team, and have the ability to cope in a dynamic and challenging environment. Page 1 of 5

2 JOB PURPOS To manage the introduction and development of a Degree/Higher Apprenticeship provision for existing staff members across the University. Work with a range of colleagues across the University to lead this arm of internal staff development. To project manage the appropriate services (Registry, Quality, Finance, LALT, HR) to implement the effective running of internal staff Degree/Higher Apprenticeships. To take a lead role in meetings with internal stakeholders including SLT members, Heads of School, Directors of Professional Service departments, Academic Leads, to develop and operationalise Degree Apprenticeship (DA) programmes for staff within the University. To ensure the accuracy of staff records, timely reporting, and levy transactions (where appropriate) within the organisation. To advance systems, processes and communication to promote access and benefits to staff members. Support the design, implementation and evaluation of internal DA delivery models and contribute to the identification of new strategic development opportunities. Maintain an up-to-date knowledge of the availability, content and funding rate of Degree Apprenticeship Standards and disseminate this knowledge accordingly to staff members. Contribute to University Apprenticeship working/development groups as appropriate. Co-ordinate and work with members of the OD team to support other staff development initiatives as appropriate. KY RSPONSIBILITIS Project Management and Administration To lead the effective management of internal academic provision: Maintain a thorough understanding of the policies underpinning the development of Higher and Degree Apprenticeships nationally, particularly the H mployer Trailblazer consortium, including the processes required to meet the requirements for Apprenticeship delivery. Proactively identify opportunities where the University can develop and offer Higher and Degree level apprenticeships as part of its staff development provision. Work with the Head of quality, ngagement & Development to develop the strategy for internal modular delivery, production of timetables and their effective implementation Page 2 of 5

3 and communication to staff members and managers. Plan and manage programme of study, planning of IT support and resources, staffing model with DVC/PVCs, Registry, Planning, OQSP etc. Manage the Apprenticeship Validation process in conjunction with the Head of Quality to ensure internal programmes meet the required academic and apprenticeship standards. Work with academic leads to oversee the administration of modules, marks and assessments and completion rates for any internal staff programmes developed. Work with the Deputy Vice Chancellor, Academic Leads and Registry to manage the administration of Boards of Study and xam Boards, as and when appropriate. nsure any internally developed programmes meet with the University s Regulations for Undergraduate and Postgraduate programmes, and be the main contact as required. Investigate options for the University to maximise use of the Apprenticeship Levy in support of staff development and the attainment of qualifications. Staff and Systems Support To provide a first point of contact for managers and staff members regarding internal routes to Higher and Degree level apprenticeships, providing a smooth transition from application to completion of programme. Work with academic departments and professional services teams to develop the appropriate systems and processes required within the University to deliver internal apprenticeships including; standards and validations processes; evaluation and reporting; applications and terms of engagement for staff. Liaison and Networking Liaise closely with the DVC for student development and relevant academic management in the provision of any internally delivered apprenticeship programmes for staff. Liaise closely with colleagues within the OD team in the development and launch of a staff scheme in support of any externally delivered apprenticeship programmes, if appropriate. Manage and develop internal networks, with Registry, Finance etc. to enhance the provision and level of service for staff members engaged in apprenticeship schemes. Act as a University of Lincoln representative for local and national discussions on Apprenticeships, with a particular focus on internal staff development. Work with HR and LALT colleagues to promote and provide clear information regarding staff opportunities for application to an internal staff scheme/funding. 4 Team and Working Work as a member of the HR team supporting smooth running of the training and development provision for staff members to ensure an exemplary service. General Participate and support other staff development projects as required in support of individual career development and wider strategic objectives. Carry out other HR related duties as may be appropriate to the post and the work of the University. In addition to the above, undertake such duties as may reasonably be requested and that are commensurate with the nature and grade of the post.
