4 COURSE STANDARDS COURSE: PLANS AND OPERATONS PEACE AM: To provide the basic knowledge required by government and private sector officials to prepare emergency plans, and to mitigate and respond to peacetime emergencies. r t t 9 r t SCOPE: LEARNNG OBJECTVES: EVALUATON (Testing): This course will introduce the theory of planning, risk analysis, operational procedures, and the control and coordinating functions associated with peacetime emergency prevention, response, relief and recovery. This information will be reinforced through emergency exercises. See Attached Not attached Questions have been developed for validating the student's knowledge. 5- o questions have been developed for each learning objective. 5 PLANS AND OPERATONS (PEACE) - LEARNNG OBJECTVES The following learning objectives constitute the minimal national standard for the Plans and Operations (Peace) or equivalent course. The student will:. be able to define the federal, provincial and municipal governments' emergency planning mandate and policies; 2. be able to describe federal emergency planning assistance programs including JEPP and Disaster Financial Assistance Arrangements; PRORTY 3 3. be able to define the difference between an emergency 3 and a disaster; 4. be able to list natural and person-caused emergencies; 2 5. be able to classify emergencies (sudden/instantaneous, 2 gradual, predictable, unpredictable); 6. be able to describe common characteristics of emergencies; 7. be able to identify phases of emergency operations; 8. be able to describe emergency response activities; 9. be able to define planning, operations, operational plan and assumptions, and know the contents of a plan including the role and responsibilities of emergency responders, health and social services, volunteer groups and other agencies; 0. be able to list the principles of operational planning;. be able to describe the process of listing 2 potential hazards; 2. be able to evaluate the probability of potentially hazardous situations; 3. be able to prepare a risk assessment as part of a plan; 4. be able to list the physical requirements (including 2 communications systems) of an E0C; 5. be able to define the elements within an EOC and their 2 functions;

6 i r fi PRORTY 6. be able to describe the ways in which EOC activities 2 are coordinated; 7. be able to define the relationship between the municipal government, the EOC, the ESM and other provincial/federal agencies; 8. be able to list the objectives and features of a 2 public information plan; 9. be able to describe media activities and needs in an 2 emergency; 20. be able to describe the necessity of planning a response for TDG incidents and be able to list procedures for initial safe response; and 2. be able to describe where to get detailed TDG information. 22.
