1 Role Procurement Manager Directorate Corporate Services Grade 4 Job Description and Personal Specification Reporting to Executive Director of Corporate Services Role Purpose/ Summary Key Responsibility Areas The Procurement Manager will lead and develop the procurement function within Pobal toward delivering cost effective and proactive procurement services. They will provide expert and specialist knowledge in all aspects of procurement and will have a comprehensive understanding of Irish and EU public procurement rules, guidelines and regulations. The Procurement Manager will also provide specialist procurement services on Pobal programmes, including for services to be directly delivered through Pobal and on procurement of services to be delivered by other programme stakeholders and in relation to social procurement aspects of procurement rules. 1. Strategic Procurement - Be a strategic partner to the various business teams for all procurements. - Build and maintain positive and effective relationships, providing indepth professional advice on sourcing strategy and the application of relevant policies, guidelines and legislation. - Be responsible for the alignment of business units goals and objectives with Pobal s procurement objectives, ensuring that current and future requirements are delivered in an efficient, timely and cost effective manner. - Develop, implement and maintain the Corporate Procurement Plan with the Director of Corporate Services. - Develop, implement and maintain a contracts register to provide oversight for procured contracts including the preparation of reports on the status of contracts for relevant business units. - Ensure Pobals procurement processes are compliant with all relevant policies, guidelines and legislation and that they are fit for purpose with respect to Pobals objectives. - Provide expertise and input into contract negotiations and complex sourcing strategies. - Provide expertise and assistance across Pobal on vendor management. - Provide a corporate quality control function on all aspects of procurement.

2 - Design a process to carry out reviews of Pobal s tendering processes and of the delivery of individual tender processes in order to develop effective and compliant procurement practices in Pobal. 2. Programme Related Procurement - Provide a full range of procurement services to fully support Pobal s funded programmes. - Develop relationships and agreements with 3 rd party suppliers. - Provide procurement training to support local and national community organisations funded through Pobal and relevant public bodies who are stakeholders within programmes. 3. Training and Support - Provide training internally in order to promote and maintain a high quality of procurement standards across the organisation. - Provide procurement advice and support for the senior executive team, audit committee and other senior management committees as may be required. - Provide coaching to units across Pobal and their designates in relation to the tender process as well as the responsibilities of the organisation in the execution of same and compliance with relevant policies, guidelines and legislation. 4. Tendering & Purchasing - Provide expertise across Pobal on tender development, tender evaluation and contract awards processes - Work closely with the Financial Operation Directorate to manage and support the Purchase Order function across Pobal ensuring it operates to an appropriate standard. - Develop and maintain close relationships with Pobal s Accounts Payable function to manage aspects of procurement, i.e. requisition to pay - Engage with the Office of Government Procurement and Government departments as necessary. 5. People Management - Facilitate team development and performance management to ensure direct reports meet the required performance standards and achieve their personal job objectives - Manage the remit of the Procurement unit to ensure a sustainable caseload for both the unit and team members of the unit. - Allocate work and ensure effective relationships in a team-working context. 6. Other - Build category insight and knowledge base for negotiations and market knowledge.

3 - Conduct industry analysis to support business stakeholders with commercial understanding of the market place. - Understand clients (both internal and external) needs and deliver an appropriate sourcing strategy to meet these needs. - Input into ongoing management of procured services contracts to advise on any contract management issues which have procurement impacts. - Any other duties within the general requirement of the role which may be required from time to time. Flexibility and Adaptability Level Leadership and Management Level 2 - At least 5 years experience gained in an equivalent procurement role within a large public sector environment leading delivery of a high volume of complex tenders and working with and influencing senior management. - Proven track record of professional and successfully negotiated outcomes in area of public procurement. - Proven strong, efficient and methodical work methods with the ability to handle multiple tasks in a fast paced environment. - Proficient in MS packages, databases and SharePoint portals. - Proven record of excellent communication skills both verbal and written, but with particular reference on written communication. - Previous experience of applying stringent compliance standards at all stages of public procurement procedures and managing the execution and documentation of tender processes. - Detailed knowledge of the Public Procurement regime is essential. - Experience of etenders - Good understanding of contract structures. Qualifications Professional certification in procurement (IIPM, CIPS or equivalent) is required

Salary Pobal s Grade 4 Salary scale is 54,612 to 75,593 per annum 2. Duration of Contract Three year fixed-term contract, subject to the continuance of Government funding 3. Probation A probationary period of six months will apply 4. Pension Pobal operates a defined contribution pension scheme. Employees have access to the scheme on successful completion of their sixmonth probationary period 5. Annual Leave Annual lave will be 25 working days, exclusive of public holidays 6. Travel & Subsistence Travel and subsistence will be paid at public sector rates 7.
