2 BACKGROUND Community Engagement Plan Consultant The Boston Public Health Commission (BPHC) serves as Boston s health department and currently seeks transformation within the agency, across other city agencies and in the interactions with the community to help make real progress on health equity. BPHC is striving to make Boston a city where all residents have equitable access to the factors which promote health including safe and affordable housing, living wages, education opportunities and healthy environments. To achieve this, BPHC, other city departments, our anchor health institutions and community organizations will address the historic, current and structural racism that result in inequitable access and racial and ethnic health inequities. The organization will reorganize the work of BPHC to address social determinants of health by: 1) Changing the organizational processes and practices so that our agency s economic power more directly benefits Bostonians of color and immigrants, low income residents and other disadvantaged Bostonians, and by ensuring that BPHC leadership and staff at all levels demographically reflect Boston across a range of dimensions; 2) Engaging other city departments in this vision and in organizational change designed to achieve it; 3) Implementing our new community engagement strategy, designed to support shared decision making; and 4) Collecting, sharing and presenting health and social determinant data differently, including storytelling, therefore becoming a better tool for decision making, advocacy and evaluation. Purpose of Project The new community engagement plan is a pledge from BPHC to keep Bostonians informed and to give all residents, particularly those historically excluded or under-represented, a chance to participate in public planning and decision-making. BPHC will hold itself accountable to: (1) Provide residents with information about public health and city issues (2) Inform residents about public health issues and decisions that need to be made (3) Keep residents updated about how the input and feedback received from community members influences decision-making (4) Work with residents to identify public health issues and work together with communities to find solutions (5) Provide resources and support projects and policies being sought by the community Page 2 of 5

3 Community Engagement Plan Consultant SCOPE OF WORK The Boston Public Health Commission seeks a consultant with experience to undertake organizational assessments required to advance the BPHC Community Engagement Plan. The consultant will work closely with and report to the Directors of the (OHE) and Community Engagement (CE) throughout the assessment development and data collection process. The consultant will gather data on three components of the plan and make recommendations on an effective and inclusive implementation plan. The three components include: (1) Organizational assessment of BPHC-sponsored advisory committees and coalitions to support their capacity to advance health equity; (2) Organizational assessment of customer and stakeholder satisfaction procedures (e.g., How are programs and services gathering input and feedback; How consistently; How effective are the current partnerships) (3) Master list of BPHC partnerships that is available both internally and externally. Deliverables: Written overview of chosen methodology to achieve the project objectives listed above. Preparing of agendas and facilitation of meetings. The Directors OHE and CE will assist with logistics (e.g. securing use of meeting space, and identification of focus group participants). Work with the Directors of OHE and CE to formulate questions for discussions. Conduct analysis of data gathered from senior leaders, staff, and community partners during group and individual discussions. Prepare and present a draft report of assessment findings and proposed recommendations for sponsored advisory committees and coalitions and for satisfaction procedures (including detailed implementation and/or phasing plans) to the Directors of OHE and CE prior to finalizing report. A partnership database has been developed. The consultant will develop a tool to collect the information required to populate the database and will collect the data from BPHC Bureaus to populate the database. Location of Performance: Meetings and assessment activities will take place at various locations throughout the agency s service area. 4 Community Engagement Plan Consultant TIMELINE Services are expected to be performed by the qualified consultant(s) during August 2017 through December 2017 under the terms and conditions of the contract. Proposals will be accepted until August 7, Work will commence in August All deliverables should be complete by December The consultant will participate in presenting the completed assessment and implementation plan to the s staff and agency s Senior Leaders in December The contract resulting from this RFP is formed when BPHC approves and signs the applicable Standard Contract and required forms. Services shall begin on the agreed upon contract start date. Total contract amount will not exceed: $12, QUALIFICATIONS 10+ years experience as Organizational Development Consultant. 5+ years experience working within non-profit and government municipalities. Familiarity with the Boston Public Health Commission and the City of Boston. Expertise in health equity and racial and social justice analysis and frameworks. Experience facilitating inclusive, collaborative processes including direct experience working with and engaging Seniors Leaders, staff and other key stakeholders. Demonstrated ability to work collaboratively with a diverse group of stakeholders. Experience building consensus among constituents with varying perspectives and opinions. Strong written and oral communication skills. Strong analytical skills. Experience developing and implementing methods of collecting meaningful data to support shared decision-making in practice planning and development. Page 4 of 5

Resumes and description of roles/responsibilities for all involved in the consultancy. 2. Proposed budget a. Includes hourly rate for deliverables and activities, not to exceed $12,000 including indirect rate. Indirect rate capped at 26.6%. b. Budget should indicate costs related to specific activities and deliverables within the scope of work and timeframes for completion. 3. Timeline of activities/deliverables. 4.
