1 TITLE: REPORTS TO: LOCATION: DURATION: Project Manager Social Behavior Change Communication Country Director, Lagos January to August (Initial short term engagement which may lead to long term contract) Background Africare is an International Non-Governmental organization with over 40 years of experience in health and development in Africa. Africare s major strength lies in its ability to implement community-directed interventions to mobilize people and resources to address the need for health and other basic services. In Nigeria since 1978, Africare has implemented large scale health projects in HIV/AIDS prevention and care, maternal and child health, family planning and onchocerciasis (river blindness) control, which has created networks of trained individuals delivering preventive care to remote areas. Currently, Africare Nigeria implements six health, nutrition and youth life skills projects across thirteen states and the FCT. The Truth About Cooking (TAC) project is an unbranded, evidence-based behaviour change communication (BCC) campaign funded by the Global Alliance for Clean Cook stoves (GACC) to promote households to switch from the dominant dirty cooking fuels to Liquefied Petroleum Gas (LPG) in selected Local Government Areas (LGAs) in Lagos State and the FCT. The project is expected to run through August 2017; the campaign launch is scheduled for May 2017 The project will be implemented by McCann Global Health, Africare Nigeria and STB McCann to (i) increase the percentage of populace who are aware of LPG cook stoves and fuels (ii) increase the correct and consistent adoption (acceptability) of LPG cook stoves, (iii) stimulate increased demand for LPG cook stoves in Nigeria (iv) complement the efforts and support the mandate of key stakeholders in the LPG

2 sector and (v) demonstrate the effectiveness of scalable market shaping communication in the Nigeria LPG sector Position Description Africare seeks a social and behavior change communication (SBCC) specialist with team supervision experience. Broadly, the position will have three main functions 1. Program implementation and management and budget monitoring 2. Stakeholder, Community and Partner Engagement 3. Reporting and Supervision of Monitoring and Evaluation/Research Program Implementation and Management Preferably, the individual will also have experience working with women in communities with diverse demographics such as socio economic status, age, tribe etc. Strong skills in formative research related to the development and testing of innovations that improve quality of life outcomes are required. The right candidate will have experience applying state-of-the-art theories and models of SBCC, preferably in the health field. The TAC program is targeting 16,000 households with LPG SBCC messaging (or people) in 4 local Government Areas/Area Councils in Abuja over xxx months and this candidate will have direct responsibility for ensuring LPG awareness and uptake goals are met and targeted behavior change outcomes are accomplished. S/he will provide guidance to shape the strategic direction of the TAC project. In this pilot phase of the project, this function will focus on technical roll out, fine tuning of a project strategy with community and stakeholder engagement, management of implementation, fostering of strategic alliance and networks, provision of supportive supervision, and capacity building. S/he will provide guidance to, and conduct performance appraisal of staff, and will be responsible for ensuring adherence to Africare policies and procedures. Overall development and management of the TAC project work plan with associated deliverables and budgets reporting back to the Country Director is a key role to be played by the selected candidate. Managing teams in Abuja and Lagos to adhere to, implement and report on planned activities will be crucial. Stakeholder, Community and Partner Engagement

3 This position requires the ability to work with multiple stakeholders from various sectors at the office level and in the field to advance the implementation and evaluation of SBCC innovations around LPG awareness and uptake. S/he must be a creative and strategic thinker and feel comfortable working in an environment with multiple competing priorities. Local travel within Nigeria may be necessary up to 50% of the time as project roll out offices are located in Abuja and Lagos and stakeholders are also spread across both geographies. The Project Manager/SBCC Lead will lead the social and behavior change programming in the Truth About Cooking Consortium in the Africare team. S/he will provide technical and programmatic oversight for all community behavior change communication activities undertaken and implemented by the TACC. S/he will plan, implement, monitor and report on the activities specified in the BCC log frame and work plan guided by the Truth about Cooking program documents. S/he will supervise a team of BCC officers, one in Lagos and one in Abuja, as well as interpersonal communication conductors, drive development of BCC messages and materials, and training/capacity building of local staff and counterparts including community based officers, and provide oversight of SBCC activities by local staff and international consultants. Reporting and Supervision of Monitoring and Evaluation/Research The ideal candidate for this position will have a strong interest in providing technical support to staff and partners involved in the design, implementation and evaluation of interventions that inform, empower and enable women, men and youth to adopt LPG, including fostering male engagement in and community support for the switch to clean cooking fuels. Working closely with the rest of the TAC consortium, the Manager will supervise formative research to guide solution development and implementation and contribute to all aspects of the research continuum, from concept to dissemination. The Manager will have experience developing tools and approaches in different cultural settings and designing linguistically appropriate interventions in several parts of Nigeria. Specific Responsibilities Provide technical supervision and coordination for the design and implementation of SBCC program components for the TAC consortium, particularly community and stakeholder engagements, as well as support for the mass media elements

4 Provide oversight of the adaptation, field testing, development and application of approaches, messages, materials, and tools for behavior change In addition to supervising the SBCC components of the TAC consortium s work, the Manager will also represent the consortium at stakeholder meetings and conveners around the TAC project. Contribute to the development of formative research in the selected communities in Lagos and Abuja to guide subsequent interventions focused on SBCC aimed at increasing LPG utilization (and work with partners to conduct research including desk research, and primary qualitative and quantitative research, situation analysis, including landscape assessments, stakeholder interviews, barrier analysis, etc.).the Manager will be expected to supervise the Monitoring and Evaluation activities of the intervention including the mapping of beneficiary communities in collaboration with project partners. Develop and pilot test SBCC approaches, materials and tools relying on innovative and agile methodologies. Work with staff and partners to utilize data in solution design and concept testing, including developing and deploying capacity-building activities related to behavior change for Africare staff and partners including Interpersonal Communication Conductors in selected communities Work with key stakeholders in such strategic activities as coordination, policy meetings, and technical working groups. Supervise the documentation of experiences, preparing reports, presentations, briefs and articles for publication. Ensure timely reporting on all project activities. Qualifications A social behavior change specialist with a minimum of ten years of experience in designing, implementing and evaluating SBCC interventions, including a focus on women. Demonstrated expertise in strategic communication principles and practices and solid mastery of health behavior change theory grounded in applied field applications. Demonstrated experience in identifying barriers to behavior change and developing effective communications plans including innovative strategies for addressing them

5 Experience and ability to design formative research and evaluations of comprehensive health behavior change initiatives, including the development of data collection instruments and the analysis and utilization of qualitative data. Knowledge and experience in designing and implementing evidence-based behavior change approaches that incorporate the role of products, social factors and environment in facilitating change. Familiarity with principles and approaches in community mobilization and especially with engaging women in communities. Education, expertise and professional network Master's degree in one of the following or related fields: public health, health communications, behavioral science, health promotion or other related field. Previous experience working with international organizations desirable Experience managing public- private partnerships, social marketing and/or product development (desirable). Experience in gender and gender norms is desirable A strong communicator, with the following: o Exceptional interpersonal, writing and oral presentation skills. o Strategic thinking skills and strong team player abilities. o Excellent written and spoken English with fluency in Nigerian Pidgin English desirable o Outstanding interpersonal skills and a deep sense of collegiality. o High energy and enthusiastic. Relatable to people of different socioeconomic statis. A proven ability to supervise and work effectively in multi-cultural teams and with technical and administrative staff and consultants.
