2 GENERAL Senior Rater Potential Evaluation (SRPE) Section 1. SRPE Overview The Senior Rater Potential Employee (SRPE) is used to evaluate the potential of civilian employees to perform in positions of increased responsibility, whereas the Total Army Personnel Evaluation System (TAPES) and the various personnel demonstration projects evaluate the quality of performance associated with the current duties and contributions to the mission. The SRPE is an automated module in the Career Acquisition Personnel and Position Management System (CAPPMIS) located within the Career Acquisition Management Portal (CAMP). The Defense Acquisition Workforce Improvement Act (DAWIA) responded to the need for increased emphasis on the development of a qualified and professional Defense Acquisition Workforce. The SRPE supports this goal by providing Army Senior Raters of Army Acquisition Workforce (AAW) employees with a tool designed to assess leadership potential strengths and weaknesses in regard to a set of competencies needed by professionals and in comparison to the potential of other AAW employees within the organization. Secondly, Section 1733(a) of the DAWIA requires that the best-qualified individuals, whether military or civilian, be selected for acquisition positions. By evaluating and documenting the leadership potential of civilian employees, the SRPE provides a document that allows selection boards to more easily and equitably compare a civilian candidate's leadership potential with that of a military candidate, as well as their civilian peers. Selecting officials/boards will also use the SRPE to evaluate the leadership potential of candidates for civilian key leadership positions, and training opportunities within the AAW. Section 2. SRPE User Definitions Employee The employee usage of the system is limited within the SRPE Employee Module. The employee may: Review and provide a digital signature once the SRPE evaluation is completed Submit a Reclama document on a completed SRPE evaluation View and/or Print a completed SRPE evaluation Supervisor The supervisor may initiate a request for a SRPE evaluation (using the Individual Development Plan (IDP) module) for any AAW employee under their direct supervision, and provide input for Parts 3 and 4 of the AAC Form I SRPE Evaluation (using the Senior Rater Potential Evaluation (SRPE) module). The supervisor is also required to provide a digital signature on the completed SRPE evaluation, and may view and/or print a completed SRPE evaluation. Senior Rater The senior rater completes the SRPE evaluations of their subordinates at the request of the employee's supervisor or annually for employees mandated by policy. 3 input for Part 5 of the AAC Form I SRPE evaluation (using the Senior Rater Potential Evaluation (SRPE) module). The senior rater is also required to provide a digital signature on the completed SRPE evaluation, and may view and/or print a completed SRPE evaluation. SUPERVISORS Section 1. Established Supervisors Login using your Common Access Card (CAC). 2. Select the CAPPMIS tab in the main navigation bar, click on the "IDP" tab, then click on the "Supervisor" module link. 3. The main page of the Supervisor Module will appear. From this page, add employees currently under your supervision if they are not already listed (skip this step if you already have all the Employees listed on the main Supervisor Module): a) Click on the "Add Employee(s)" button, enter your Employee s SSN or Name and click Search. If your employee is found, select the checkbox next to their record and click the "Add Employee" button. Repeat this process until all of your employees are listed. Section 2. Initiating a SRPE Request Login using your Common Access Card (CAC). 2. Select the CAPPMIS tab in the main navigation bar, click on the "IDP" tab, then click on the "Supervisor" module link. 3. To initiate a SRPE for an employee, click on the "Request SRPE" or "Not Required" link under the "Access SRPE" column. 4. On the resulting page, review the employee's information (top left box) and the employee's Senior Rater information (top right box). The employee's Senior Rater will default to their second-level supervisor (your supervisor). Contact your Acquisition Career Manager (ACM) via the "Help Request" link if this information is incorrect. 5. From the employee information display page, click the "Request SRPE" link. NOTE: for employees who are mandated an annual SRPE by policy, the mandated SRPE will be automatically initiated annually on 01 OCT for the preceding fiscal year. 6. Input the evaluation period for the employee which you are requesting a SRPE, keeping in Page 3 rev August 2016

4 mind the rules for the evaluation period provided below. Include comments if required for the Senior Rater to view and then click "Submit Request" button. An automated will be sent to the Employee without the Supervisor comments. Rules for the Evaluation Periods: a) Coincides with the prior Fiscal year b) Cannot span more than a year c) Must be 90 days or greater d) The end date cannot be more than 60 days past today s date e) The dates cannot overlap Note: Modifying an existing Request: If you need to modify a request previously submitted to the Senior Rater, you may only do so if the Supervisor and Senior Rater have not begun to perform the employee s evaluation. From the main page of the IDP, Supervisor Module, click the "Request SRPE" or "Not Required" link; this will take you to the employee's SRPE history page. Click on "Modify Request" link under the "Actions" column. If the row states "No action applicable at this point" then the Supervisor or Senior Rater have initiated the evaluation and you can no longer modify the request. The "Edit Evaluation" display will appear which includes information from the previously requested evaluation. Edit this form and resubmit the request. This will effectively remove the old request and initiate a new one and generate another notification to the employee. Note: Withdrawing an existing Request: The Supervisor may withdraw an initial request only if the Supervisor and Senior Rater have not begun to perform the employee's evaluation. From the main page of the IDP, Supervisor Module, click the "Request SRPE" or "Not Required" link; this will take you to the employee's SRPE history page. Click on "Withdraw Request" provided under the "Actions" column. If the row states "No action applicable at this point" then the Supervisor or Senior Rater have initiated the evaluation and you can no longer withdraw the request. You will be prompted with a message "Are you sure you want to delete this SRPE request?" Click "OK" to delete the request. Page 4 rev August 2016

5 Section 3. Completing the "Rater" portion of a SRPE Request Login using your Common Access Card (CAC). 2. Select the CAPPMIS tab in the main navigation bar, click on the "SRPE" tab, then click on the "Supervisor" module link. 3. The main page of the Supervisor Module will appear. This page will display all of your firstlevel employees and any employees whose SRPE was directly assigned to you as a "Rater." Click on an employee's name to view their Rater, Senior Rater, and historical SRPE display. Click on the "<< Return to Supervisor Module" button to return to your Supervisor dashboard. 4. The "Action / Latest SRPE Status" column will populate with appropriate links when your actions are required. To begin the evaluation, click on the "Requested by Supervisor" link. 5. The AAC Form I display will appear for the selected employee. Confirm the employee's information in "Part 1: Administrative" section is correct. Contact your Acquisition Career Manager (ACM) via the "Help Request" link if this information is incorrect. 6. Select an option for the "Reason for Submission" (either Annual or Out of Cycle) using the radio buttons provided. 7. Confirm the employee, Rater, and Senior Rater information in "Part 2: Authentication" section is correct. Note: the digital signature fields will remain blank until the form is completed by the Senior Rater. 8. The Senior Rater must be a Supervisor and senior in grade/organizational position to the rated employee AND the Senior Rater is the rater of the employee s rater. The rater has the capability to change to reflect the correct Senior Rater in the Supervisor module link of the SRPE tab. The Rater would click on the Change Senior Rater link and search by either Senior Rater name or SSN. Changing the Senior Rater will only change for the particular employee s SRPE and not permanently on the IDP Supervisor s Supervisor. 9. Review content for the "Principal Duty Title" and input "Significant Duties and Responsibilities" fields in "Part 3: Position Duty Description" section using the instructions provided. 10. Input content for the "Broadening & Operational Assignments," "Strategic Assignments," and "Future Potential" fields in "Part 4: Professionalism, Competencies, and Attributes" section using the instructions provided. 11. To save the evaluation input (but not submit), click the "Save Evaluation" button. This will save your input for the SRPE, but will not complete this step and will not move it forward to Page 5 rev August 2016

7 13. To cancel providing input and return to the Supervisor Module, click the "Cancel" button. 14. After the Senior Rater completes their evaluation and the Employee has digitally signed the SRPE form, you will receive an automated notification alerting you of pending action. You will have 14 calendar days from the date of this to review and provide a digital signature on the completed SRPE form. Section 4. Digitally Signing a SRPE Request Login using your Common Access Card (CAC). 2. Select the CAPPMIS tab in the main navigation bar, click on the "SRPE" tab, then click on the "Supervisor" module link. 3. The main page of the Supervisor Module will appear. The "Action / Latest SRPE Status" column will populate with appropriate links when your actions are required. To review the completed SRPE and provide your digital signature, click on the "Review and Sign" link. 4. Review the completed SRPE (and associated reclama document, if applicable) by clicking the "View SRPE Document for [Employee Name]" link. 5. To provide your digital signature, confirm your information in the box provided, and click the "Digitally Sign" button. To cancel providing your signature and return to the Supervisor Module, click the "Cancel" button. Section 5. New Acquisition Supervisors Select the "Create New Account" button. 2. Following your CAC validation, enter the last 4 digits of your social security number (SSN) and your date of birth. 3. If validated, your CAC will be associated with your CAMP account. You may now login and proceed to Section I under the "Supervisors" section of this guide. If your account is not validated, contact your Acquisition Career Manager (ACM) via the "FOR HELP - Ask An ACM" link. Section 6. Non-Acquisition Supervisors Select the "Create New Account" button. 8 2. Following your CAC validation, enter the last 4 digits of your social security number (SSN) and your date of birth. 3. Once the account validation fails, enter your full social security number (SSN). 4. You will be presented with a listing of options to be added to the CAMP system. Click on the option for "Non-DACM Supervisor" instructions. 5. Complete all required fields on the Non-DACM Supervisor registration form and click "Submit" to send your request to the CAMP administrators. 6. You will receive a confirmation message stating, "Your information has been forwarded to the appropriate authority. Non-DACM supervisors may take up to 6 working days to process. You will receive an notification once your request has been approved." 7. After you receive an confirmation approving your request, proceed to Section I under the "Supervisors" section of this guide. 9 SENIOR RATERS (SR) Section 1. Established Senior Raters Senior Rater Potential Evaluation (SRPE) Login using your Common Access Card (CAC). 2. Select the CAPPMIS tab in the main navigation bar, click on the "SRPE" tab, then click on the "Senior Rater" module link. 3. The main page of the Senior Rater Module will appear. This page will display all of your second-level employees and any employees whose SRPE was directly assigned to you as a "Senior Rater." Click on an employee's name to view their Rater, Senior Rater, and historical SRPE display. Click on the "<< Return to Senior Rater Module" button to return to your Senior Rater dashboard. Section 2. Creating the Senior Rater Worksheet 1. It is highly recommended for Senior Raters to complete the SRPE Rater Pay Plan Worksheet prior to beginning the actual evaluation. See instructions below for worksheet instructions: 2. This worksheet is helpful to the Senior Rater in maintaining a less than 50% Exceptional Potential (EP) rule for each pay plan/grade profile. However, this worksheet only serves as a tool in assisting the Senior Rater and is not reflective of what is actually being completed within each evaluation. 3. To access the worksheet, select a Pay Grade and Fiscal Year from the provided dropdowns within the bottom section of the "Senior Rater Module" page and select "Open Worksheet." The worksheet will automatically open with employees in that pay plan/grade profile and year. 4. First, view the "Current SRPE Percentages" table: these percentages reflect the overall percentage for that specific Profile Range for all SRPEs completed by the Senior Rater to date. As the Senior Rater completes the actual evaluations, these numbers will be updated dynamically. You may also access detail historical profiles by clicking on the "Current SRPE Percentage" link. You may download and save the current profile in Excel format. 5. Second, view the "Projected SRPE Percentages" table: these percentages are the result of the Current SRPE percentages when combined with the mass range selections made on the worksheet for employees yet to be rated. 6. The asterisk display to the left of the employee name will provide the following helpful hints: No asterisk: This employee has not had any SRPE evaluations for the selected calendar year or has not had any evaluation(s) that span the entire annual evaluation cycle. 10 One asterisk (*) Information provided for this employee in this row reflects a partially completed SRPE for this employee for the selected fiscal year. The data is prefilled from the incomplete SRPE but may be overwritten. Entries for this employee may be saved to the worksheet itself but does not affect the actual incomplete SRPE. Two asterisks (**) This employee has already received at least one finalized SRPE that covers the length of the selected annual evaluation cycle. The information has been provided for this employee. No additional inputs are required for this employee. 7. Select an option for Exceptional Potential (EP), High Potential (HP), Potential (P), or Minimum Potential (MP) for each available employee. Note the change in the "Projected SRPE Percentage" table when a profile is selected or changed. After you have completed the worksheet, you may "Save Worksheet" or "Save and Print Worksheet". If you do not want to do anything on the worksheet then click on the "Close Worksheet" button to exit. Click on "Reset" button if you want to undo inputs to the worksheet. 8. After completing the worksheet, you will return to the "Senior Rater Module." Section 3. Completing the "Senior Rater" portion of a SRPE Request 1. The "Action / Latest SRPE Status" column will populate with appropriate links when your actions are required. To continue the evaluation, click on the "Incomplete (Pending Senior Rater)" link. 2. The AAC Form I display will appear for the selected employee. Confirm the employee's information in "Part 1: Administrative" section is correct. Contact your Acquisition Career Manager (ACM) via the "Help Request" link if this information is incorrect. 3. Confirm the employee, Rater, and Senior Rater information in "Part 2: Authentication" section is correct. Contact your Acquisition Career Manager (ACM) via the "Help Request" link if this information is incorrect. Note: the digital signature fields will remain blank until the form is completed by the Senior Rater. 4. Review the content provided by the Rater in "Part 3: Position Duty Description" and "Part 4: Professionalism, Competencies, and Attributes" sections. 5. Select one option for Potential Mass Range in "Part 5: Senior Rater" section: Exceptional Potential (EP), High Potential (HP), Potential (P), or Marginal Potential (MP). In making this selection, keep in mind the less than 50% EP rule. There is only one exception to the less than 50% rule. The exception allows the first individual in each grade/broadband profile to receive an EP at the initial establishment of the Senior Rater profile. This exception is referred to as the "Silver Bullet". After the "Silver Bullet" is used, the system will not allow the Senior Rater to input an evaluation that would cause the Senior Rater profile to input an evaluation that would cause the Senior Rater profile in each grade/broadband to exceed 50% EP. 11 6. Provide comments under the "Comment on Potential" field in "Part 5: Senior Rater" section. See Guidance on Comment Recommendations for SRs at: Note that there is a 1600 character limit for this input. 7. To save the evaluation input (but not submit), click the "Save Evaluation" button. This will save your input for the SRPE, but will not complete this step and will not move it forward to the employee for digital signature. 8. To save and submit the evaluation input, click the "Submit Evaluation" button. This will save your input for the SRPE, complete this step, and will move it forward to the employee for digital signature. 9. To cancel providing input and return to the Senior Rater Module, click the "Cancel" button. 10. After the employee and Rater have digitally signed the SRPE form, you will receive an automated notification alerting you of pending action. You will have 14 calendar days from the date of this to review and provide a digital signature on the completed SRPE form. Section 4. 12 Section 5. Non-Acquisition Senior Raters (aka Non-DACM Supervisors) Select the "Create New Account" button. 2. Following your CAC validation, enter the last 4 digits of your social security number (SSN) and your date of birth. 3. Once the account validation fails, enter your full social security number (SSN). 4. You will be presented with a listing of options to be added to the CAMP system. Click on the option for "Non-DACM Supervisor" instructions. 5. Complete all required fields on the Non-DACM Supervisor registration form and click "Submit" to send your request to the CAMP administrators. 6. You will receive a confirmation message stating, "Your information has been forwarded to the appropriate authority. Non-DACM supervisors may take up to 6 working days to process. You will receive an notification once your request has been approved." 7. After you receive an confirmation approving your request, proceed to Section I under the "Senior Raters" section of this guide. Page 12 rev August 2016
