2 Context The British Red Cross (BRC) helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives. We are part of the nternational Red Cross and Red Crescent Movement, the world s largest independent humanitarian network and are committed to, and bound by, its fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality. BRC maintains a team in Beirut alongside the FRC s MENA regional office, which has the remit to support the Movement response to disasters and crises throughout the region. This team, headed by the yria, Lebanon and raq Country Cluster Manager, works closely with the FRC, CRC and other Movement partners to efficiently pool resources to ensure effective delivery of programmes throughout the region. A new joint programme between BRC, Lebanese Red Cross (LRC) and the nternational Committee of the Red Cross (CRC) was developed in 2017 in order to address the needs of vulnerable yrian and Lebanese people in Arsal, Lebanon. Using a blend of cash, livelihoods and practical approaches, the programme aims to support beneficiaries by developing their resilience to the effects of conflict. The post holder will ensure a holistic and integrated approach across all programme activities by ensuring that all PMEAL requirements meet the specific needs of both management and back donor requirements, and support accountability to beneficiaries. The post holder will be integral to the programme management, including leading on the coordination of the tripartite partnership. Overall purpose of the role The purpose of this role is to ensure quality programming and thus facilitate a stronger BRC, CRC and LRC response. The delegate is responsible for ensuring quality assurance of this joint programme, through leading the effective coordination, cooperation, and timely exchange of relevant information to ensure strong consolidated data management and reporting across different donors and partners. The delegate will achieve this through: > Working in coordination with the CRC Cash & Markets Programme Manager and the LRC Basic Assistance Programme Manager, leading the development and management of appropriate systems, processes and tools needed for efficient grant management, monitoring and reporting so as to provide high-quality technical input to the programme. > Ensuring strong coordination and developing effective ways of working with partners in BRC and LRC and their relevant internal business partners e.g. finance, fundraising, PMEAL/PMER teams, donor-relation departments and stakeholders. > trengthening programme capacity in PMEAL and CEA, contributing to strategically plan and implement quality programming and ensure mainstreaming of CEA processes in the work supported by BRC. 2

3 Main responsibilities and duties 1. Lead the development and management of appropriate systems, processes and tools needed for efficient grant management, monitoring and reporting > n coordination with the CRC Cash & Markets Programme Manager and the LRC Basic Assistance Programme Manager, design, manage and maintain processes for grant and programme monitoring, ensuring they remain applicable to institutional, corporate and individual donor requirements > Evidence effectiveness and impact of programmes through strong monitoring and maintained quality standards; proactively support CRC/LRC programme teams to achieve this > n collaboration with headquarter grant-management teams, and in coordination with CRC FAD-AF BEY team, proactively lead the management of grant and contract performance, reviewing consolidated spending, implementation and spend rate of individual donors, liaising to support the effective and compliant management of any institutional funding and working with colleagues to identify risks and minimise them > Ensure quality information management related to grants including consolidation of data, any in-country documentation and updating of trackers > upport LRC to adapt donor, CRC, FRC and other M&E tools as needed, using approaches that are realistic and feasible. This will include promoting the use of mobile and other technology innovations that support and improve M&E, including digital data collection > Provide guidance on and ensure compliance with donor rules, regulations, and guidelines and raise issues affecting external/internal compliance > Ensure quality and timely submission of donor narrative and financial reports, ensuring compliance and leading on any (no-)cost extensions, amendments, top ups, reallocations > upport and guide the design of evaluations/mid-term reviews in compliance with BRC s evaluation policy, through all phases of any review/evaluation, plus support the organization of internal reviews and learning events > Work with programme teams to effectively generate learning and use it for decisionmaking at programme level, as well as share relevant MEAL findings with programme teams and management to support organisational-wide programme learning. 2. Ensure strong coordination and develop effective ways of working with partners and their relevant internal business partners > Lead the development and implementation of appropriate and regular communication and coordination mechanisms with partners, to ensure strong collaborative ways of working and maximising collective impact. > With relevant teams in CRC and BRC, support the development of programme fundraising strategies at all levels, including coordination to identify new donors and funding opportunities for the programme > Facilitate proposal-writing processes in collaboration with BRC/CRC fundraising teams: provide technical input, coordinate, collect, draft, and/or edit contributions and compile inputs in line with the plan 3

4 > Work with the CRC Ecosec Coordinator to liaise with partners and/or relevant CRC/BRC departments/services, to provide reporting updates on programme > Work with the CRC Ecosec Coordinator and CRC management, as well as BRC representatives, to provide briefings to any in-country donor representatives > Work with the CRC Ecosec Coordinator to liaise with external key donors relating to specific grant programmatic issues and coordinate any grants meetings according to internal or donor guidelines 3. upport and build capacity in PMER and CEA > Provide technical support, guidance and tools to enable strong PMER and datacollection to support accountable grant management amongst all programme partners > Lead the delivery of trainings to stakeholders as needed on partner requirements, donor guidelines, proposal development and reporting e.g. to branches, field offices > Design and implement LRC programme-level PMEAL capacity building through coaching, training, day-to-day support, regular partner and peer visits > Champion CEA for this programme and coordinate peer exchange to the Movement of best-practice within Lebanon and across the region > Proactively support programme teams and partners, in designing and ensuring the effective and participatory use of monitoring, evaluation, accountability and learning strategies at all levels > Facilitate and support colleagues in timely implementation of MEAL strategies, to ensure quality and consistent information is available on programme performance and impact 4. People management The post is line managed by the CRC Ecosec Coordinator with a dotted line to BRC Country Cluster Manager yria, Lebanon and raq. The post holder will be expected to create a strong working relationship with the BRC PMEAL team and other BRC business partners.
