1 Appropriate Body for NQTs Roles and Responsibilities Within the induction period there are a number of individuals and organisations involved these include: NQT Headteacher Induction tutor Appropriate body Governing body National College for Teaching and Leadership Below is an outline of the key statutory roles and responsibilities for everyone involved in supporting the NQT induction process. In relation to each of these roles and responsibilities there is a clear outline of what we, HCTS will provide to support a successful NQT induction. Statutory Roles and Responsibilities of NQT s provide evidence that they have QTS and are eligible to start induction; meet with their induction tutor to discuss and agree priorities for their induction programme and keep these under review agree with their induction tutor how best to use their reduced timetable allowance provide evidence of their progress against the relevant standards participate fully in the agreed monitoring and development programme raise any concerns with their induction tutor as soon as practicable consult their appropriate body named contact at an early stage if there are or may be difficulties in resolving issues with their tutor/within school keep track of and participate effectively in the scheduled classroom observations, progress reviews and formal assessment meetings agree with their induction tutor the start and end dates of the induction period/part periods and the dates of any absences from work during any period/part period retain copies of all assessment forms met. At the start of induction HCTS will receive an NQT registration form from your head teacher to ensure correct data is recorded regarding your induction including QTS. A welcome and induc-

2 tion invent for yourself and tutors will introduce materials to support the setting of targets and recording progress. Throughout induction our named NQT co-ordinator is Lesley Stocks who is available to answer questions that may arise throughout your induction period. Throughout the induction process we will request submission of all assessment forms and sample progress reviews and lesson observations. This is to fulfil our quality assurance role as an appropriate body this information will be collated and used to develop and inform practice. At the end of the induction period the appropriate body will make a final decision on the outcome of your induction period and will confirm this in writing to yourself and your school. The Statutory Roles and Responsibilities of Headteachers Check the NQT has been awarded QTS (Teachers who completed initial teacher training (ITT and gained QTS between 1 May 2000 and 30 April 2001 are required to pass the numeracy skills test before they can satisfactorily complete induction) provide the NQT with the necessary employment tasks, experience ensure the appointment of an induction tutor with QTS provide the NQT with a reduced timetable to enable them to undertake activities in their induction programme timetable of no more than 90% of the timetable of other main scale teachers in the school to enable them to undertake activities in their induction programme. 3 meeting has taken place. It is important that the NQT is made aware of where they need to improve their practice, and given every opportunity to raise their performance. The headteacher and the appropriate body should be satisfied that: areas in which improvement is needed have been correctly identified appropriate objectives have been set to guide the NQT towards satisfactory performance against the relevant standards an effective support programme is in place to help the NQT improve their performance. met: At the start of induction a NQT registration form will be requested for completion by the Head teacher this will record and assure that the appropriate checks have been made and school is providing a suitable role and experience for their NQT. A welcome and induction event will be held for both NQTs and Induction tutors to ensure that both are fully informed and supported in the induction process. Throughout the induction process HCTS will request, monitor and store the assessment forms. These will be signed by the Headteacher to confirm that the NQT is making t progress in line with teaching standards. If there is a concern regarding a NQT s progress we have an NQT co-ordinator Lesley Stocks lesley@hullteachingschool.org who you will contact to share your concerns. In response to this we will provide our enhanced service (outside our statutory responsibilities). An LLE will be allocated in response to your needs and will undertake an initial visit to work with the school to implement a revised action plan that where needed include further HCTS support eg SLE support At the end of induction the final assessment and recommendation from will be requested. This form is to be signed by the Head teacher. This recommendation to the appropriate body states that having completed the induction period, the NQT s performance against the teaching standards is satisfactory, unsatisfactory or whether an extension should be considered. Within 20 working days of receiving the recommendation the appropriate body will make a final decision based on the headteacher recommendation and all available evidence. The appropriate body will confirm the final decision to the NQT, Head teacher and National College for Teaching and Leadership. Statutory Roles and Responsibilities of the Induction Tutor / Mentor

4 provide, or co-ordinate, guidance and effective support including coaching and mentoring for the NQT s professional development (with the appropriate body where necessary) ensure that the NQT s teaching is observed and feedback provided make rigorous and fair judgements about the NQT s progress in relation to the relevant standards. carry out regular progress reviews throughout the induction period undertake three formal assessment meetings during the total induction period co-ordinating input from other colleagues as appropriate (normally three termly, or pro rata for parttime staff) inform the NQT during the assessment meeting the judgements to be recorded in the formal assessment record and invite NQTs to add their comments ensure NQTs are aware of how, both within and outside the school they can raise any concerns about their induction programme or their personal progress recognise when early action is needed in the case of an NQT who is experiencing difficulties and take prompt, appropriate action met: At the start of induction we will hold a welcome and induction event. During this event there will be a specific training element for induction tutors. This training session will include coaching and mentoring skills and an overview of our materials that will support making judgements during lesson observations and progress reviews. Throughout the induction process we will request submission of all assessment forms and a sample progress reviews and lesson observations. This is to fulfil our quality assurance role as an appropriate body. As part of our enhanced offer (in addition to our statutory responsibility) his information will be collated and used to develop and inform practice. A termly mentors meeting will take place where this information will be used share good practice and aid development. If there is a concern regarding a NQT s progress discuss this with your head teacher as soon as possible do not wait for assessment period. 5 The Statutory Roles and Responsibilities for the Appropriate Body The appropriate body has the main quality assurance role within the induction process and is responsible for the following: Ensure that headteachers (and governing bodies where appropriate) are meeting their responsibilities in respect of providing a suitable post for induction; ensure the headteacher has verified that the award of QTS has been made ensure the school is providing a reduced timetable in addition to PPA time where it may be appropriate reach an agreement with the headteacher and the NQT to determine where a reduced induction period can be completed satisfactorily. Quality assure the process so that headteachers (and governing bodies where appropriate) are aware of, and are capable of meeting their responsibilities for monitoring support and assessment. This includes ensuring that an NQT receives a personalised induction programme, designated tutor support and reduced timetable the monitoring, support, assessment and guidance procedures in place are fair and appropriate. where an NQT may be experiencing difficulties action is taken to address areas of performance that require further development and support where an institution is not fulfilling its responsibilities, contact is made with the institution to raise its concerns induction tutors are trained and supported including being given sufficient time to carry out the role effectively provide the NQT with a named contact(s) within the appropriate body with whom to raise concerns maintain NQTs records and assessment reports Make a final decision on whether the NQT s performance against the relevant standards is satisfactory or an extension is required and the relevant parties are notified provide the National College for Teaching and Leadership with details of NQTs who have started; completed (satisfactorily or not); require an extension; or left school partway through an induction period. consult with headteachers on the nature and extent of the quality assurance procedures it operates, or wishes to introduce. met. 6 will be introduced at the induction event and made available through HCTS website to support headteachers. induction tutors and NQTs with the monitoring and assessment of NQT progress. The induction event will include specific training for induction tutors including a combination of mentoring and coaching skills and using materials to make accurate judgements against teachers standards. Throughout the induction period assessment forms will be collated and stored and information used to compile and submit the correct data to National college for teaching and leadership. In addition to this sample lesson observation and progress review documents will be requested to fulfil our quality assurance role. This information will be used to provide a further enhanced service for mentors as this will be shared and used to inform termly support sessions for induction tutors. Our named NQT co-ordinator Lesley Stocks lesley@hullteachingschool.org can be contacted regarding any concerns and will in turn contact schools if concerns have been raised. Where a concern has been raised regarding NQT progress HCTS has committed to a enhanced support package that exceeds our statutory duty - a LLE (Local Leader Education) with the most relevant experience relating to the concerns will be deployed to review and revise the NQT action plan and work with the school to ensure appropriate support is in place. At the end of the induction period we will request final assessment and recommendation forms from headteachers and use this alongside all records from the induction period to make a final decision regarding NQT s meeting the teaching standards. We will write to headteachers, NQT s and NCTL to confirm that the NQT has satisfactorily met the standards, requires an extension or has not met the standards and failed. The Statutory Roles and Responsibilities Governing body should ensure compliance with this guidance should be satisfied that the institution has the capacity to support the NQT should ensure the headteacher is fulfilling their responsibility to meet the requirements of a suitable post for induction; must investigate concerns raised by an individual NQT as part of the institution s agreed grievance procedures; can seek guidance from the appropriate body on the quality of the institution s induction arrangements and the roles and responsibilities of staff involved in the process can request general reports on the progress of an NQT As the appropriate body HCTS will undertake the following to ensure requirements are met

7 At the start of the induction process the appropriate body will receive an NQT Registration form from the head teacher which will confirm that the school has the necessary arrangements in place to meet the needs of providing a suitable induction for their NQT s. If governors have any queries about process and request information this can be done through HCTS The Statutory Roles and Responsibilities for National College for Teaching and Learning hearing appeals ensuring that the names of NQTs who have failed are recorded Non- statutory Roles and Responsibilities for National College for Teaching and Learning record progress of NQT and provide information to employers through Employer Access Online HCTS will: Collate and monitor assessment forms and forward correct information to NCTL.
