2 job description and person specification Job Title: Economics, Modelling and Appraisal Officer Name: Reports To: Department/Location: Strategy and Policy Manager Strategy/ Head Office Date: September 2009 JOB PURPOSE: Provide economic, forecasting and appraisal advice to support the development of major and other significant schemes; analysing evidence bases to help select schemes and provide the necessary technical input required to build business cases; obtain partner support and to support funding applications. 3 DIMENSIONS: Context: Budget: Part of the Strategy and Policy Department, responsible for developing our forward strategies This will include working on and supporting a variety of projects across the organisations and developed in partnership. Responsible for supporting and appraising schemes in a capital programme of circa 300m, and managing option and strategy studies c. 100k pa. SYPTE and its Managers are fully committed to the learning and development of employees. RESPONSIBILITIES AND KEY ACCOUNTABILITIES: 1. Advise on the technical specification and fit for purpose approaches relating to transport and economic modelling activity undertaken by South Yorkshire Passenger Transport Executive (SYPTE) in order to ensure that the transport schemes submitted have robust modelling applied to them. 2. Direct and provide advice on economic business case, forecasting requirements including technical input into model specification, - 3 -

4 construction and operation of Major and significant schemes in order to ensure that the correct information is informing the model inputs. 3. Assist in the development of Major and significant schemes, technical requirements and liaising with partners and potential partners in order to gain support for the schemes. 4. Prepare specifications for consultants engaged in economic/modelling development and analysis, manage their appointment and ongoing performance, challenge the outputs of their work act as the key point of liaison with consultant modelling teams. 5. Ensure appraisal and technical work meet current guidance requirements and liaise with the Department for Transport on modelling and appraisal issues in order to ensure that schemes are robust for submission to Department for Transport and Regional funding applications. 6. Make recommendations on appropriate courses of action resulting from technical evidence gathered and consultants work to Management Board the LTP Central team and internal meetings. 7. Participate in or lead as appropriate, internal project teams carrying out work in support of the Department s responsibilities. 8. Liaise and collaborate with the Local Transport Plan (LTP) and District Modelling Resources to ensure a consistent approach to transport modelling and appraisal across the South Yorkshire region. 9. Any other responsibilities commensurate with the post that the Strategy and Policy manager may require. PLANNING AND ORGANISING: Assist in establishing clear objectives and targets that contribute to the overall objectives of the Strategy Directorate. Produce and maintain reports and records associated with areas of work that are within the responsibilities of the post

5 Pro-actively analyse and act on new and changing technological opportunities. Contribute to team working within the Department and liaise with others to continually improve cross-functional efficiency. DECISION MAKING AND USE OF JUDGEMENT: Use information from the Section and Team Managers and other sources to prioritise and allocate resources. Make day-to-day decisions on operational matters within the Team. Participate in Section and Team decision making through membership of informal and formal groups and committees. ESSENTIAL INTERNAL AND EXTERNAL RELATIONSHIPS: Collaborative working with other members of the Section, within Strategic Planning and with other departments. Liaise with appropriate partners including the central Local Transport Plan Team, District and County Councils, Transport Operators, infrastructure owners and authorities, Government organisations. Represent the Executive at external meetings relating to transport and economic modelling in order to ensure that public transport is correctly represented and included at a technical level. KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED: KNOWLEDGE: Educated to A-Level standard in a relevant subject or equivalent - 5 -
